A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE PLACEMENT OF TWENTY (20) BANNERS FOR THE ISRAEL
50TH CELEBRATION TO BE HELD A T THE MIAMI BEACH
CONVENTION CENTER ON JUNE 7, 1998, AS REQUESTED BY
THE APPLICANT, GREATER MIAMI JEWISH FEDERATION, AT
THE FOLLOWING LOCATIONS: AlA (COLLINS AVENUE),
FROM 41ST STREET TO 62ND STREET; AND 41ST
STREET(ARTHUR GODFREY ROAD), FROM ALTON ROAD TO
PINE TREE DRIVE; FURTHER REQUIRING THAT THESE
BANNERS MEET ALL CITY REQUIREMENTS AND BE
INSTALLED NO EARLIER THAN MAY 27, 1998, AND REMOVED
BY JUNE 10, 1998.
WHEREAS, Greater Miami Jewish Federation is hosting Israel 50th Celebration at the
Miami Beach Convention Center on June 7, 1998; and
WHEREAS, in order to publicize this event, and the City's importance in the international
tourist world, light pole banners measuring 2.4 feet x 6 feet have been requested to be placed at
AlA (Collins Avenue), from 41st Street to 62nd Streets; and 41st Street (Arthur Godfrey Road),
from Alton Road to Pine Tree Drive; and
WHEREAS, the said banners will be installed no earlier than May 27, 1998, and removed
by June 10, 1998; and
WHEREAS, the Applicant, Greater Miami Jewish Federation, has requested approval
and authorization for the placement of a total of twenty (20) banners; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by June 10, 1998 and will ensure that any damage to light poles will be repaired at their
expense and will meet all other applicable City requirements; and
WHEREAS, Section 9-3.C.4 of the City's Zoning Ordinance (Ordinance No.89-2665)
requires that the Mayor and City Commission approve the installation of temporary banners; and
WHEREAS, the City will reeeive positive publicity, nationally and internationally, as a
result of the upcoming Israel 50th Celebration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approves and authorizes the placement of twenty (20) banners for Israel 50th
Celebration to be held at the Miami Beach Convention Center on June 7, 1998, as requested by
the Applicant, Greater Miami Jewish Federation, at the following locations: AlA (Collins
Avenue), from 41st Street to 62nd Streets; and 41st Street (Arthur Godfrey Road), from Alton
Road to Pine Tree Drive; provided that said banners meet all City requirements and be installed
no earlier than May 27, 1998, and removed no later than June 10, 1998.

Adopt the resolution.
BACKGROUND
The attached application was sent to Design Review and approved on April 16, 1998.
ANALYSIS
The purpose of these banners is to welcome and promote this event in South Florida, and
specifically in Miami Beach. The presence of these banners will also do much to publicize the
City's importance in the international tourist world, drawing attention of the media, and the public
at large.
Section 9-3.C.4 of the Zoning Ordinance requires that the City Commission approve the
installation of temporary banners. That section reads, in relevant part:
Light Pole Banners affIxed to light poles or other similar structures on the public right-of-
way shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of installation
of banners shall be subject to the Design Review process and approved by the

City Commission and the Public Works Department.
e. Banners announcing special events, either to be held in Miami Beach or to
be associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than May 27, 1998 and removed by June 10, 1998.
CONCLUSION
The City Commission should approve the installation of the subject light pole banners for the
Israel 50th Celebration.
