A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH
REDEVELOPMENT AGENCY (RDA), AUTHORIZING APPROPRIATION OF
FUNDS, IN THE AMOUNT OF $76,640, FOR AMENDMENT NO. 2 OF THE
PROFESSIONAL SERVICES AGREEMENT FOR ARCHITECTURAL AND
ENGINEERING SERVICES WITH ROBERT A. M. STERN ARCHITECTS
(STERN), FOR THE CULTURAL CAMPUSIREGIONAL LIBRARY
PROJECT, FOR ADDITIONAL SERVICES TO REDESIGN THE SERVICE
AREAS OF THE PROPOSED LIBRARY BUILDING IN ORDER TO
ACCOMODATE ANY FUTURE DEVELOPMENT OF THE KING PARCEL
NORTH OF THE SITE.
WHEREAS, on September 23, 1998, the Mayor and City Commission adopted Resolution
No. 98-22904, authorizing the Mayor and City Clerk to execute an Agreement with the firm of
Robert A. M. Stem Architects (Stem) for the Architectural and Engineering Design of a Regional
Library; a Master Plan for Collins Park and the Cultural Campus Streetscape (the Project) (the
Agreement); and
WHEREAS, on January 6, 1999, the Mayor and City Commission, authorized appropriation
of the funding necessary to implement the Agreement with Stem for the Project, and authorized
Amendment No.1 to said Agreement; and
WHEREAS, the Administration is requesting approval of Amendment No.2 to the
Agreement, in the amount of $76,640, for the redesign of the back area of the library building and
the relocation of mechanical and electrical equipment in the North parking lot; and
WHEREAS,the Administration is requesting that the $76,640 be appropriated from RDA
funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY (RDA), that the Chairman and Members of the
Redevelopment Agency, authorize appropriation of funds, in the amount of $76,640, for Amendment No.
2 to the professional services Agreement for architectural and engineering services with Robert A. M. Stern
Architects, for the Cultural CampuslRegional Library project, for additional services to redesign the service
areas ofthe proposed library building in order to accomodate any future development of the King parcel North
of the site.

ANALYSIS:
On September 23, 1998, the Mayor and City Commission adopted Resolution No. 98-22904,
authorizing the Mayor and City Clerk to execute an agreement with the firm of Robert A. M. Stem
Architects (Stem) for the architectural and engineering design of a Regional Library, a 400-space
Parking Garage and a Master Plan for Park and Streetscape Improvements in the area surrounding
Collins Park.

On November 18, 1998, the Mayor and City Commission directed the Adminstration not to proceed
with the design of a 400-space Parking Garage and to instead design two surface lots in those
parcels. On January 6, 1999, the Mayor and City Commission, authorized appropriation of the
funding necessary to implement the architectural and engineering design agreement with Stem for
the Cultural Campus/Regional Library and authorized Amendment No.1 to said agreement which
reflected the changes in scope.
The Administration is now requesting approval of Amendment No.2, in the amount of $76,640,
to the agreement with Stem, for the redesign of the back of the house area of the library building and
the relocation of mechanical and electrical equipment in the North parking lot. This redesign is
necessary in order to plan for the possibility of a future development of the parcel known as the King
parcel North of the proposed library building.
The scope of work includes interior changes to various areas of the building, relocation of cooling
equipment, a transformer pad and a trash dumpster area on the site. It also encompasses relocation
of domestic and fire water services and of the main sanitary sewer service to the building.
Additionally, changes are required to the North facade and to mechanical, fire sprinkler and electrical
distribution services within the building.
The redesign is expected to last six weeks and will alow completion of the project documents in
preparation for final City reviews and for construction bidding.
The Chairman and Members of the Redevelopment Agency should adopt the resolution
appropriating funding, in the amount of $76,640, for Amendment No.2, to the agreement with
Robert A. M. Stem Architects, for the Regional Library redesign and the associated equipment and
services relocations.
