A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE APPROPRIATION OF $685,711
FROM PARKING REVENUE BOND FUND 481 TO WORK ORDER 2113 FOR THE
ESTIMATED COSTS OF RENOVATION OF THE 12TH STREET MUNICIPAL
GARAGE; AND $638,007 FROM PARKING REVENUE BOND FUND 481 TO
WORK ORDER 2078 FOR THE ESTIMATED COSTS OF RENOVATION OF THE
13TH STREET MUNICIPAL GARAGE, FOR A COMBINED ESTIMATED
CONSTRUCTION COST OF $1,323,718 FOR THE PLANNED REHABILITATION
AND RENOVATION OF THE 12TH AND 13TH STREET MUNICIPAL GARAGES.
WHEREAS, on February 2, 1994, the Mayor and City Commission authorized the
Administration to enter into contract negotiations with Gambach Sklar to provide architectural and
engineering services, to provide construction plans, specifications and construction administration
for the renovation and restoration of the 12th Street Municipal Parking Garage; and
WHEREAS, on June 18, 1994, the Mayor and the City Commission authorized the
Administration to enter into contract negotiations with Bermello, Ajamil and Partners, Inc. (B&A)
to provide architectural and engineering services and to provide the City with construction plans,
specifications and construction administration for the renovation and restoration of the 13th Street
Municipal Parking Garage; and
WHEREAS, in August 1997, the City of Miami Beach issued Parking Revenue Bonds for
projects approved and prioritized by the Transportation and Parking Committee and the Mayor and
City Commission.
WHEREAS, the renovations of the 12th and 13th Street Municipal Garages were two of
the prioritized projects; and
WHEREAS, on February 3, 1999 the Mayor and City Commission voted unanimously to
reallocate the remainder of the 1996 Parking Revenue Bonds, for various ongoing projects and
surface parking lot improvements; and
WHEREAS, fifty thousand dollars was reappropriated to fund a portion of the cost of
resurfacing the deck floors of the 12th Street Municipal Garage; and
WHEREAS, both projects encompass a major renovation of the 12th and 13th Street
Municipal Parking Garages to include: the installation of revenue control systems; new lighting
systems; new cashiering station and parking offices; interior and exterior painting; repair and
renovation of all garage elevators and enhanced landscaping and signage. When completed, these
facilities will have been upgraded to state-of-the art attended facilities on par with the 7th Street
Garage and 17th Street Garage; and
WHEREAS, the City plans to bid the two garage renovations as one project, so to attract
construction companies specializing in parking garage renovation and repair and to achieve
economies of scale. During renovation, both parking garages will be kept partially open to
accommodate parkers.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City
Commission authorize the appropriation of $685,711 from Parking Revenue Bond Fund 481 to
Work Order 2113 for the estimated costs of renovation of the 12th Street Municipal Garage; and
$638,007 from Parking Revenue Bond Fund 481 to Work Order 2078 for the estimated costs of
renovation of the 13th Street Municipal Garage, for a combined estimated construction cost of
$1,323,718 for the planned rehabilitation and renovation of the 12th and 13th Street Municipal
Garages.
PASSED and ADOPTED this 7th day of June, 2000.

ANALYSIS
On February 2, 1994, the Mayor and City Commission authorized the Administration to enter into
contract negotiations with Gambach Sklar to provide architectural and engineering services, to
provide construction plans, specifications and construction administration for the renovation and
restoration of the 12th Street Municipal Parking Garage.
On June 18, 1994, the Mayor and the City Commission authorized the Administration to enter into
contract negotiations with Bermello, Ajamil and Partners, Inc. (B&A) to provide architectural and
engineering services to provide the City with construction plans, specifications and construction
administration for the renovation and restoration of the 13th Street Municipal Parking Garage.

Both projects encompass renovation of the 12th and 13th Street Municipal Parking Garages to

state-of-the art attended facilities on par with the 7th Street Garage and 17th Street Garage. (Copies
of construction estimates provided by the City's consultant engineers are attached for your
reference.)
The City plans to bid the two garage renovations as one project, in order to attract construction
companies specializing in parking garage renovation and repair and to achieve economies of scale.
During renovation, both parking garages will be kept partially open to accommodate parkers.
The action before the Mayor and City Commission today is to approve the appropriation of funds
from Parking Revenue Bond Fund 481, to be combined with the $50,000 already
reallocated/reappropriated from Parking Revenue Bond Fund 485, for the renovation of the 12th
and 13th Street Garages. The Administration recommends that the Mayor and City Commission
adopt this resolution approving the allocation and appropriation of the combined estimated
construction costs for the 12th Street Municipal Garage and the 13th Street Municipal Garage, in the
amount of $ 1,323,718.
