A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, REQUESTING THAT, UNDER THE
DISTRICT 8 ROAD IMP ACT FEE (RIF) PROGRAM, MIAMI-DADE
COUNTY RESCHEDULE A RECONSTRUCTION PROJECT FOR THE
23RD STREET BRIDGE OVER COLLINS CANAL, IN THE AMOUNT OF
$2 MILLION, FROM FISCAL YEAR 2000-01, TO FISCAL YEAR 2002-03;
SUCH POSTPONEMENT TO AVOID CREATING MAJOR DISRUPTION
AND INCONVENIENCES TO THE GENERAL PUBLIC, AS A RESULT OF
THE IMPLEMENTATION OF THE FOLLOWING THREE CRITICAL
MIAMI BEACH ROADWAY PROJECTS: THE BRIDGE UNDER
CONSTRUCTION AT MERIDIAN AVENUE OVER COLLINS CANAL, THE
AlA/COLLINS AVENUE RECONSTRUCTION, FROM LINCOLN ROAD
TO 26TH STREET; AND THE ROAD ENHANCEMENT PROJECT ON
W ASHINGTON AVENUE; AND FURTHER REQUESTING THAT, IN
FISCAL YEAR 2000-01, THE COUNTY PROGRAM AT LEAST $400,000
FOR INTERSECTION IMPROVEMENTS, AND, IN FISCAL YEAR 2001-02,
AN ADDITIONAL $400,000 FOR RESURFACING PROJECTS AT VARIOUS
LOCATIONS, AS SPECIFIED IN THE ADOPTED MIAMI BEACH LIST
OF RIF PROJECT PRIORITIES.
WHEREAS, Miami-Dade County has scheduled a construction project for the 23rd Street
Bridge over Collins Canal (the Project) for Fiscal Year 2000-01, under the Road Impact Fee (RIF)
Program (the Program); and
WHEREAS, this Project, plus three other critical bridge and roadway projects; respectively,
at Meridian Avenue; Collins Avenue; and W ashington Avenue, would be under construction at the
same time, in the same general area of South Beach; and
WHEREAS, it is appropriate to request that the Project be postponed to avoid creating major
disruption and inconveniences to the general public; and
WHEREAS, two other categories of the Program, intersection improvements and
resurfacing at various locations, require the infusion of additional funds in Fiscal Years 2000-01 and
2001-02, respectively, in order to meet the requirements of the City's RIF Priority List, which is
included herein as Exhibit "A"; and
WHEREAS, the City's Priority List also applies to the remaining categories of the
Program, the installation/upgrading of traffic signals, and road/bridge projects; and
WHEREAS, the City will monitor the Program, to ensure that the RIF proceeds collected
within Miami Beach are used for the benefit of the community.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby request that, under the District 8 Road Impact Fee (RIF) Program, Miami-Dade
County reschedule a reconstruction project for the 23rd Street Bridge over Collins Canal, in the
amount of $2 million, from Fiscal Year 2000-01, to Fiscal Year 2002-03; such postponement to
avoid creating major disruption and inconveniences to the general public, as a result of the
implementation of the following three critical Miami Beach roadway projects: being the bridge
under construction at Meridian Avenue over Collins Canal, the Al A/Collins Avenue Reconstruction,
from Lincoln Road to 26th Street; and the roadway enhancement project on Washington Avenue;
and further request that, in Fiscal Year 2000-01, the County program at least $400,000 for
intersection improvements, and, in Fiscal Year 2001-02, an additional $400,000 for resurfacing
projects at various locations, as specified in the adopted Miami Beach List of RIF Project Priorities.

ROADWAY IMPACT FEES
(Revised Miami Beach Prioritization Listing)
Installation and Upgrading of Traffic Signals
Priority I
Collins Avenue between 53rd and 54th Street
Traffic signal control along Collins Avenue for the fire station (emergency services). A preempt traffic signal would
provide safe access to Collins A venue (northbound or southbound) and satisfy the needs of the fire station and related
emergency vehicles. City staff will also pursue funding and implementation of this improvement through FDOTs
R.U.S.H. program.
Meridian Avenue and 17th Street
Replacement of span wire traffic signal with mass ann signal inclusive of providing for protected left turns from
southbound Meridian A venue to eastbound 17th Street.
Alton Road and Dade Boulevard
Installation of new signal head providing for protected left turns from southbound Alton Road to eastbound Dade
Boulevard. This signal improvement is part of recommended projects from the Miami Beach Municipal Mobility Plan
(MMP).
Dickens Avenue and 85th Street
Replacement of span wire traffic signal to mass arm with protected left turn from northbound Dickens Avenue to
westbound the Street. Resurfacing and restriping should also be included in this work.
Convention Center Drive and 17th Street
Replacement of span wire traffic signal with mass arm signal for improved circulation and traffic management to and
from the 17th Street Municipal Parking Garage.
Convention Center Drive and Dade Boulevard
Replacement of span wire traffic signal with mass arm signal for improving pedestrian safety, traffic circulation and
parking management to and from Convention Center, Municipal Garage, City Hall and the Art Deco District. The
existing traffic signal facilitating southbound left turning movement from Dade Boulevard to Convention Center Drive
is not functioning properly. Also inclusive of providing a protected left turning movement from Prairie Avenue to Dade
Boulevard.
Drexel Avenue and 17th Street (Smart Crossways)
Installation of smart crossways at new signal location. A traffic signal to facilitate safe pedestrian crossing was requested
last year by the City at this location.
Pine Tree Drive and 24th Street
Installation of new traffic signal at intersection.
Priority II
8tst Street and Tatum Waterway Drive
Replacement of span wire traffic signals with new mass arms (pedestrian crossings). Improvements needs to include
repaving and restriping.
Pine Tree Drive and 51st Street
Installation of new traffic signal at intersection.
Ocean Drive and 11th Street
Installation of new traffic signal at intersection. I I th Street function as a collector road connecting Alton Road (arterial)
to Ocean Drive. The City has already conducted a signal warrant analysis at the intersection to justify the traffic signal.
Signal warrant study will provided to MDPWD.
Ocean Drive and 7th Street
Installation of new traffic signal at intersection. 7th Street will be modified to one-way (eastbound) between Washington
A venue and Ocean Drive resulting of the FDOTs Collins A venue project. The City has already conducted a signal
warrant analysis at the intersection to justify the traffic signal. Signal warrant study will provided to MDPWD.
Pine Tree Drive and 47th Street
Installation of new traffic signal at intersection.
Pine Tree Drive and 46th Street
Installation of new traffic signal at intersection.
Priority III
(Venetian Causeway Traffic Signals)
Installation of traffic signals should be scheduled after all drainage, utility and landscaping work is completed

Intersection Improvements

Intersection has just recently been modified. However, traffic congestion, safety and operational problems remain. The
intersection will require some additional traffic improvements to increase operational effectiveness.
47th and Meridian Avenue
Operational improvements to improve safety along 47th Street. This improvement is part of recommended projects
from the Miami Beach Municipal Mobility Plan (MMP).
Ocean Drive and 5th Street
City staff will also pursue funding and implementation of this improvement through FDOT's R.U.S.H. program.
Alton Road and 20th Street (Intersection Improvement)
Project is pending permit from MDPW and FDOT approval for implementation
Dickens Avenue and 73rd Street
Safety and operational improvements are needed to alleviate traffic congestion during peak hours
Pine Tree Drive and 41st Street
Operational improvements are needed for the intersection to handle the volume of vehicles connecting to 41 st Street
and Indian Creek Drive/Collins Avenue. City staff will also pursue funding and implementation of this improvement
through FDOTs R.D.S.H. program.
Indian Creek Drive and 67th Street
Operational improvements are needed for the intersection to handle the volume of vehicles connecting to 63rd Street,
Indian Creek Drive/Collins A venue and Alton Road. City staff will also pursue funding and implementation of this
improvement through FDOTs R.D.S.H. program.
Road and Bridge Projects
Dade Boulevard/23rd Street Bridge Replacement
Project is currently scheduled for construction in FY 2000-01. City is requesting that the project be delayed until FY
2002-03 to accommodate the construction of several critical traffic improvement projects during that same time period.
(Collins Avenue, Washington Avenue and Meridian Bridge)
Dade Boulevard! 17th Street/Bay Road
The project would provide for the direct connection from West Avenue to Dade BoulevardlVenetian Causeway. This
will be an capacity enchantment project impacting on a County collector. This improvement is part of recommended
projects from the Miami Beach Municipal Mobility Plan (MMP).
47th Street Bridge (Biscayne Waterway)
Appropriate operational and/or geometric improvements required to improve safety on 47th street in the vicinity of the
bridge over the Biscayne Waterway. The project would then proceed to design and construction phases.
Resurfacing projects (paving, widening, drainage, striping)

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
There has been much interest on the City's part to assume a greater role in the use of Road Impact
Fee (RIP) funds collected in Miami Beach from development and redevelopment projects. These
funds are deposited with Miami-Dade County Public Works for the purpose of implementing
projects under County jurisdiction within our community. If Miami Beach is to assume a greater
role, one challenge that we must face and overcome, via long-term planning, is the fact that the
majority of the transportation projects the City wishes to advance are only conceptual in nature,
lacking either preliminary design, engineering plans and final construction documents, or both. In
other words, our desired priority projects are still far away from implementation.

A perfect example of lack of construction readiness is the Venetian Way milling/resurfacing and
bike path/sidewalk construction project, a component of the overall Venetian Causeway Master
Plan. Although the project qualifies for funding under the current RIF rules, it cannot be
implemented until after the City has prepared the plans, repaired and/or replaced the water lines, and
installed drainage, using proceeds of the water and storm-water bond programs. In addition, the
Master Plan project has yet to undergo its final design/engineering and construction plans. It is far
from achieving full-funding status. Nonetheless, it remains in the List ofRIF Program Priorities,
which was approved at the May 24, 2000 meeting, and is attached hereto as Exhibit A.
The purpose of this Resolution is to request that Miami-Dade Public Works reschedule the 23rd
Street bridge construction and double the amount of funds expended each RIF Program year in
intersection improvement and resurfacing projects, both at locations to be chosen as mentioned
below:
Twenty Third (23rd) Street Bridge Replacement. This $2 million project is presently scheduled in
the RIF Program for construction in FY 2000-01. The City requests postponement to FY 2002-03,
to avoid creating major disruption and inconveniences to the general public, as a result of the
implementation of three critical State and local roadway projects:
1. The Meridian Avenue Bridge, which will be under construction through January 2001.
2. The Collins Avenue Reconstruction project, from Lincoln Road to 26th Street, scheduled to
begin in April 2001 and end in July 2002; and
3. The Washington Avenue Streetscape/Resurfacing/Sidewalk project scheduled for 2001-02.
Intersection Improvements and Resurfacing Proiects. The current Five-Year RIF Program proposes
to expend only $200,000 for each of these two categories per fiscal year. The City requests that the
funding amount be doubled, as follows:
FY 2000-01: $400,000 for improvements to the intersections listed as priorities by the City.
FY 2001-02: $400,000 for resurfacing, widening, and striping projects at various locations
to be selected by the City staff, with input by the Administration and
various advisory committees.
The City's Priority List also applies to the remaining categories of the RIF Program, as follows:
Installation and/or upgrading of traffic signals, and
Road and bridge projects.
The Transportation/Concurrency Division will monitor the RIF Program to ensure that the City's
goals and objectives are met, the priority projects are implemented by the County on a timely
manner, and that the RIF proceeds collected within the City limits of Miami Beach are used to the
benefit of the community as a whole.
The Administration recommends approval of the Resolution, for subsequent submittal to the County
for action. ~
