2000-23965 RESO RESOLUTION NO. 2000-23965 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RESULTS OF TWO INDEPENDENT EVALUATIONS, CONDUCTED BY CARR SMITH CORRADINO AND MILLER CONSULTING, INC., RESPECTIVELY, OF THE TRAFFIC STUDIES AND PROJECT ALTERNATIVES PREPARED FOR THE INTERSECTION OF INDIAN CREEK DRIVE AT 63RD STREET, BY THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT); ENDORSING THE FDOT-PROPOSED AT-GRADE PROJECT AS THE BEST SOLUTION AVAILABLE FOR THE INTERSECTION, AS RECOMMENDED BY THE CITY'S TRANSPORTATION AND PARKING COMMITTEE; REQUESTING THAT THE FDOT WORK PROGRAM BE AMENDED TO COMBINE THE AT-GRADE PROJECT WITH THE 63RD STREET BRIDGE REPAIR AND REHABILITATION PROJECT, WHICH IS SCHEDULED FOR CONSTRUCTION IN FISCAL YEAR 2003-04; AND FURTHER REQUESTING THAT, IN THE INTERIM, FDOT IMPROVE THE SIGNALIZATION AT THE ROADWAY APPROACHES TO THE INTERSECTION, AND INSTALL NEW TRAFFIC CONTROLLERS IN THE AREA TO ENSURE APPROPRIATE SYNCHRONIZATION AND IMPROVED TRAFFIC FLOW. WHEREAS, for the last six years, the Florida Department of Transportation (FDOT) has proposed to construct an at-grade intersection project to replace the existing 63rd Street Plyover (the Project); and WHEREAS, due to the controversy generated in the community by the proposed Project, the City decided that the FDOT traffic studies and alternatives for the intersection, including the at- grade solution, should be evaluated by two independent consultants for their input; and WHEREAS, accordingly, the City retained Carr Smith Corradino and, additionally Miller Consulting, Inc., was selected from a list of qualified traffic engineering firms, which was paid for by Craig Robbins. WHEREAS, working independently and managed by City staff, the consultants concluded that the Project was the preferred improvement strategy, providing superior traffic performance for the study area, compared to the existing conditions; and WHEREAS, at its regular meeting on May 1, 2000, the City's Transportation and Parking Committee accepted the reports and recommended the Project; and WHEREAS, the Administration requests that the Project be combined with the FDOT- proposed repair and rehabilitation project for the 63rd Street Bridge, scheduled for Fiscal Year 2003- 04; and WHEREAS, in the interim, the City requests that FDOT improve the signalization at the roadway approaches to the flyover area, and install new traffic controllers which would allow for appropriate synchronization and improved traffic flow. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the results of two independent evaluations, conducted by Carr Smith Corradino and Miller Consulting, Inc., respectively, of the traffic studies and project alternatives prepared for the intersection of Indian Creek Drive at 63rd Street, by the Florida Department of Transportation (FDOT); endorse the FDOT-proposed at-grade project as the best solution available for the intersection, as recommended by the City's Transportation and Parking Committee; request that the FDOT Work Program be amended to combine the at-grade Project with the 63rd Street Bridge repair and rehabilitation project, which is scheduled for construction in Fiscal Year 2003-04; and further request that, in the interim, FDOT improve the signalization at the roadway approaches to the intersection, and install new traffic controllers in the area to ensure appropriate synchronization and improved traffic flow. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAL YSIS In the last five (5) years, the Florida Department of Transportation (FDOT) has investigated several options and proposed/prepared architectural and engineering plans for an at-grade intersection project to replace the existing 63rd Street Flyover. From its inception, this proposal became controversial with the neighboring North Beach and Middle Beach communities, which felt that FDOT was not producing an appropriate and viable design solution. Pursuant to results of a joint meeting of the Neighborhoods Committee and Transportation and Parking Committee (TPC) held on January 2000, and a TPC Subcommittee Meeting held on February 2000, it was decided that two different consulting firms be hired to perform independent AGENDAITEM r2-i4 DATE '-1-00 June 7, 2000 Commission Memorandum At-Grade So/utionl63rd Street at Indian Creek Drive Page 2 evaluations of the FDOT -proposed project and suggest alternatives, if appropriate. Carr Smith Corradino was hired by the City, utilizing $7,500 in Parking Enterprise Funds; and Miller Consulting, Inc., sponsored by three local Neighborhood Associations (Allison Island, Pine Tree/La Gorce Drive, and Alton Road) utilizing funds donated for the purpose by developer Craig Robbins. The consultants evaluated FDOT's traffic studies of the 63rd Street at Indian Creek Drive intersection, as well as the three (3) project alternatives analyzed by FDOT, being the following: 1 - Construction of a new at-grade intersection with triple eastbound left-turn lanes. 2 - Construction of a new flyover satisfying current FDOT design standards. 3 - No-build option. Evaluation Results: Working independently, the consultants concluded that "the at-grade intersection project is the preferred improvement strategy," and "provides superior traffic performance for the study area," compared to the existing conditions. One of the advantages of the at-grade solution is that it will allow for the diversion of truck traffic from the residential Alton Road corridor to the commercial Collins corridor, which these trucks serve. At its meeting of May 1,2000, the Transportation and Parking Committee (TPC) heard the input of their special sub-committee as well as the consultants' reports, recommended endorsement of the proposed at-grade solution, and moved the Committee's recommendation via Resolution to the City Commission. The TPC Resolution is made part of this Agenda Item as Exhibit A, and its recommendations have been included in the Commission Resolution submitted hereto for your consideration. Since FDOT has scheduled a 63rd Street Bridge rehabilitation/repairs project for FY 2003-04, the City requests that this and the at-grade project be scheduled for simultaneous construction, thereby disrupting this most vital intersection just once.
