ADMINISTRA TION RECOMMENDATION Adopt the Resolution. BACKGROUND The United States Department ofJustice, Drug Enforcement Administration (DEA) has started a new program. This program provides funding to reimburse local law enforcement agencies for overtime costs for narcotics enforcement activities. The DEA has agreed to reimburse the Miami Beach Police Department $120,000 for police overtime from April 1, 1998 to March 31, 1999. The DEA will reimburse the Police Department in increments of$10,000 per month. The Police Department will use these funds to reimburse the City for police overtime incurred by the Strategic Investigations Unit (Sill). Sill detectives will be assigned to conduct narcotics enforcement activities in the City. ANALYSIS This program will greatly enhance the Police Department's ability to investigate narcotics-related offenses in the City. Without it, the Police Department's capabilities are lessened due to budgetary constraints. CONCLUSION By accepting these funds, the Police Department can increase its narcotics enforcement activities that might otherwise not be conducted due to budgetary constraints.
