Item Summary/Recommendation: On July 15, 2004, the U.S. Department of Justice, Office of Justice Programs, approved the City's application for funding under the Bureau of Justice Assistance (BJA) Fiscal Year 2004 LLEBG Program, with the following two conditions: 1) that the funds must be spent for any of the purpose areas described in the grant award; and 2) that said funds be spent by June 30, 2006. The City's Police Department exercised its due diligence and researched the various types of surveillance equipment available in the market. It was decided that the Mini Portable Equipment Module (MPEM) manufactured by Innovative Surveillance Technology, Inc. would meet the Police Department's needs. A quotation request was issued and pricing received for the needed surveillance equipment (see attached quotation request dated June 9, 2006). In order to avoid losing grant funds, the Police Department acquired the needed surveillance equipment and a confirming purchase order was issued to 1ST. ADOPT THE RESOLUTION. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution which ratifies the expenditures, in the total amount of $43,129, to Innovative Surveillance Technology, Inc., the sole source manufacturer ofthe Mini Portable Equipment Module and the sole source distributor in Florida for the DTC Communications, Inc. surveillance platforms for the Police Department.
