A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND THE CITY CLERK TO
EXECUTE AMENDMENT NO.6 TO THE AGREEMENT BETWEEN THE CITY AND CH2M
HILL, IN AN AMOUNT NOT TO EXCEED $372,230, FOR THE PROVISION OF
ADDITIONAL PROFESSIONAL SERVICES ASSOCIATED WITH THE DESIGN OF
ADDITIONAL WATER MAINS, AND APPROVING AND AUTHORIZING THE MAYOR AND
THE CITY CLERK TO EXECUTE AMENDMENT NO.7 TO THE AGREEMENT BETWEEN THE
CITY AND CH2M HILL, IN AN AMOUNT NOT TO EXCEED $58,128, FOR THE PROVISION
OF ADDITIONAL PROFESSIONAL SERVICES ASSOCIATED WITH THE DESIGN OF BIKE
LANES AND BIKE ROUTES FOR THE RIGHT-OF-WAY INFRASTRUCTURE
IMPROVEMENTS PROGRAM IN NEIGHBORHOOD NO.8 - BAYSHORE AND SUNSET
ISLANDS (THE PROJECT), AND APPROVING THE USE OF FUNDS, IN THE AMOUNT OF
$430,358, FOR THE AMENDMENT, INCLUDING $401,696 FROM PREVIOUSLY
APPROPRIATED FUNDS, FROM CONSTRUCTION CONTINGENCY TO DESIGN, AND
APPROPRIATING $28,662 FROM THE 2000 WATER AND SEWER BOND INTEREST, FOR
THE BAYSHORE AND SUNSET ISLANDS NEIGHBORHOOD.
WHEREAS, the Bayshore and Sunset Islands Neighborhood ROW Project (the Project) is one
of the components of the City's Neighborhood ROW Infrastructure Improvements Program; and
WHEREAS, the City's consultant CH2M Hill (Consultant) is currently underway on the design
portion of the Project; and
WHEREAS, City staff has determined that the scope of the Project should be expanded to include
replacement of approximately 18,500 linear feet of 8" existing water main, that is at the end of its useful
life, with ductile iron pipe at various locations throughout the Project area; and
WHEREAS, City staff has negotiated a fee, in the amount of $372,230, with the Consultant to
perform design services to include these water main replacements and incorporate the necessary
drawings within the existing Project construction documents, and
WHEREAS, the negotiated price also includes allowances for additional survey, geotechnical
borings and verification of existing underground utility, which will be necessary in order to complete the
additional design work, and
WHEREAS, City staff has also determined that the scope of the Project should be expanded to
include bike lanes and bike routes throughout the Project area as provided for in the City's
Bicycle/Pedestrian Master Plan (Master Plan), which provides for a network of dedicated bike lanes and
shared bike routes throughout the City to allow for safe and efficient bicycle travel; and
WHEREAS, City staff has negotiated a fee, in the amount of $58,128, with the Consultant to
perform design services to include these bike lane/route improvements within the Project and incorporate
the necessary drawings into the construction documents; and
WHEREAS, the negotiated price also includes allowances for design adjustments to existing
roadways in order to allow for the bike lanes.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby adopts the
Resolution approving and authorizing the Mayor and the City Clerk to execute Amendment No.6 to the
Agreement between the City and CH2M HILL, in an amount not to exceed $372,230, for the provision of
additional professional services associated with the design of additional water mains, and approving and
authorizing the Mayor and the City Clerk to execute Amendment NO.7 to the Agreement between the City
and CH2M Hill, in an amount not to exceed $58,128, for the provision of additional professional
services associated with the design of bike lanes and bike routes for the right-of-way infrastructure
improvements program in Neighborhood No.8 - Bayshore and Sunset Islands (the Project), and approving
the use offunds, in the amount of $430,358, including $401,696 from previously appropriated funds, from
construction contingency to design, and appropriating $28,662 from the 2000 Water and Sewer Bond
interest, for the project.

Item Summary/Recommendation:
CH2M Hill (Consultant) is currently underway on the design portion of the Bayshore and Sunset Islands
ROW Project (Project). City staff has determined that the scope of the Project should be expanded to
include replacement of approximately 18,500 linear feet of existing 8" cast iron water mains with ductile
iron pipe. The pipe, which is at the end of its useful life, will be replaced at various locations throughout the
Project area. Staff has negotiated a fee of $372,230 with the Consultant to perform design services to
include these water main replacements and incorporate the necessary drawings within the existing
Bayshore construction documents. The negotiated price also includes allowances for additional survey,
geotechnical borings and verification of existing underground utilities. Staff has also determined that the
scope of the Project should be expanded to include bike lanes and bike routes throughout the Project area
as provided for in the City's Bicycle/Pedestrian Master Plan (Master Plan). Staff has negotiated a fee of
$58,128 with the Consultant to perform design services to include these bike lane/route improvements
within the Bayshore Neighborhood and incorporate the necessary drawings within the existing Bayshore
construction documents. The negotiated price also includes allowances for design adjustments to existing
roadways in order to allow for the bike lanes.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
Funding, in the amount of $430,358, including $401,696 from previously appropriated funds,
from construction contingency to design, and appropriating $28,662 from the 2000 Water
and Sewer Bond interest, for the project.
ANAL YSIS
The Bayshore and Sunset Islands ROW Project (Project) is one of the components of the
City's Capital Improvement Projects ROW Improvements Program. The City's consultant,
CH2M Hill (Consultant), is currently underway on the design portion of the Project.
City staff has determined that the scope of the Project should be expanded to include
replacement of approximately 18,500 linear feet of 8" existing water main. The existing water
main is cast iron pipe which is at the end of its useful life. The pipe will be replaced with
ductile iron pipe. The pipe is located at various locations throughout the Project area. Staff
has negotiated a fee of $372,230 with the Consultant (Attachment "An) to perform design
services to include these water main replacements and incorporate the necessary drawings

within the existing Bayshore construction documents. The negotiated price also includes
allowances for additional survey, geotechnical borings and verification of existing
underground utilities, which will be necessary in order to complete the additional design
work.
Staff has also determined that the scope of the Project should be expanded to include bike
lanes and bike routes throughout the Project area as provided for in the City's
Bicycle/Pedestrian Master Plan (Master Plan). The Master Plan provides for a network of
dedicated bike lanes and shared bike routes throughout the City to allow for safe and
efficient bicycle travel. Staff has negotiated a fee of $58, 128 with the Consultant (Attachment
liB") to perform design services to include these bike lanelroute improvements within the
Bayshore Neighborhood and incorporate the necessary drawings within the existing
Bayshore construction documents. The negotiated price also includes allowances for design
adjustments to existing roadways in order to allow for the bike lanes.
CONCLUSION
Based on the aforementioned, the Administration recommends that the Mayor and City
Commission adopt the Resolution approving and authorizing the expenditure of funds to
provide for additional professional services associated with the design of additional water
mains and the design of bike lanes and bike routes in the Bayshore Neighborhood, at a cost
of $430,358; including $401,696 from previously appropriated funds, from construction
contingency to design, and appropriating $28,662 from the 2000 Water and Sewer Bond
interest, for the project.

RE: Additional Design Services for Right-of-Way Infrastructure Improvements
Program - Neighborhood No 8 Bayshore and Sunset Islands: New 8-
inch Water Mains and Bike Lanes
Dear Mr. Mistry:
As per our Negotiations meeting on August 11, 2006, we are pleased to re-submit the
attached fee proposals for additional Design Services for the following items: New 8-inch
Water mains and Bike lanes. The fee requested to perform this work is $430,358 as detailed
in the attached Summary Sheet and backup information. The detailed Scope of Work for
each of the Design Services to be provided is as follows:
New AdditionalS-inch Water Mains: Additional improvements to the water system in the
Bayshore neighborhood consist of replacement of existing water mains (designated as
P3.2) per attached neighborhood map provided by CIP /Program Manager.
The services to be provided for the additional water main design are as follows:
o Develop approximately 59 new plan and profile drawings to incorporate the
additional water mains. New drawings will be numbered such that no re-
numbering of existing drawings will be required, while at the same time, placing the
new drawing sheets in the appropriate location within the set of documents for
continuity. The new drawings will be tagged with an A, B, and C as necessary (i.e.
drawings 1, 1A, 2, 2A, 2B, 2C, 3...).
o Modify existing Design Documents for the Bayshore neighborhood, as necessary, to
incorporate additional water mains.
o For Package A, submit the additional water main drawings as part of the overall 60%
submittal package to the Program Manager for review eight (8) weeks from the
Notice to Proceed.
o For Package B, submit the additional water main drawings at the 60% design stage
to the Program Manager for review four (4) weeks for the Notice to Proceed.

o For Package C, submit the additional water main drawings at the 60% design stage
to the Program Manager for review four (4) weeks for the Notice to Proceed.
o Revise and incorporate the design drawings for the new water mains into the 90%
Design Documents for Packages B and C within four (4) weeks of receipt of Program
Manager's 60% review comments.
o Coordinate underground utility verification along the proposed alignment of the
additional water mains.
o Revise Opinion of Probable Construction Cost to include additional water mains.
o Revise Construction Permit application to include additional water mains.
The additional design services to be provided for additional water mains are based on the
following assumptions:
o The Bayshore neighborhood contains approximately 18,500 linear ft. of "P3.2" water
mains that will be replaced with 8-inch diameter DIP. The new water mains will be
designed using the current project Design Standards to avoid conflicts with existing
utilities. New service connections will be included along with replacement of
existing fire hydrants. It is assumed that for construction of the new water mains,
restoration of only one lane of road will be required. The existing water mains will
be capped and abandoned in place. Pipe sizes have been provided by CIP /Program
Manager and a hydraulic model of the distribution system is not included as part of
this scope of work.
o Modifications to the existing topographic survey as per the attached Proposal
submitted by FRS & Associates dated June 23, 2006. Additional fee amendment for
$27,790. Additional funds to be added under project reimbursables.
o Modifications to the existing geotechnical subcontract with Nutting Engineers to be
amended with additional funds. Additional fee not to exceed $7,500. Additional
funds to be added under project reimbursables. Additional required services
include additional borings spaced approximately every 1,000 lineal feet of additional
water mains.
o Modifications to the existing underground utility verification to be amended with
additional funds. Additional fee not to exceed $7,500. Additional funds to be added
under project reimbursables. Additional required services include soft digging areas
where possible utility conflicts may exist.
o Permit costs, where required, are not included in the fee.

o Additional meetings with residents, City Commission or other City Departments are
not included in the fee.
Bike Lanes: New bike lanes and "bike route" signage in the Bayshore neighborhood are
based on the attached neighborhood map and assumptions. Detailed Scope of Work for
new bike lanes and "bike route" signage is as follows:
1. Lower North Bay Road: Install "bike route" signs both sides of the street. No bike
lanes provided.
2. W 34th St from Chase Ave. to Pine Tree Dr.: Two 4 ft wide bike lanes, one each each
side of the street. This will require widening street 4ft to Sft total (reducing existing
road to 10 ft lanes).
3. Royal Palm from W 34th St. to W 41st St.: Two 4ft wide bike lanes, one each side of
street. This will require widening street Sft to 6ft total (reducing existing road to 10
ft lanes).
4. Flamingo Dr. from Dade to W 41st St.: Install "bike route" signs.
5. W 33rd and W 35th Streets from Pine Tree Dr. to Flamingo Dr.: Install "bike route"
signs.
6. W 28th Street from Meridian to Pine Tree Dr.: Two 4ft wide bike lanes, one each side
of street. This will require widening street 3ft to Sft total (reducing existing road to
10 ft lanes).
7. Prairie from Dade to W 28th St.: Two bike lanes, one 4ft west side and one Sft on east
side of the street. Travel lanes will be reduced to 11 ft and 105ft of road widening
will be required on the west side.
8. Prairie from W 28th to W 34th: Two 4ft bike lanes, one each side of street. This will
not require any road widening (reducing existing road to 10 ft lanes).
The services to be provided for new bike lanes and "bike route" signage are as follows:
o Modify existing Design Documents for the Bayshore neighborhood, as necessary, to
incorporate new bike lanes and "bike route" signage.
o Modify / re-run existing stormwater calculation models with the additional
impervious areas. Existing catch basins will be relocated as needed.
o For Package A, submit the bike lanes and "bike route" signage drawings as part of
the overall 60% submittal package to the Program Manager for review eight (8)
weeks from the Notice to Proceed.
o For Package B, submit the bike lanes and "bike route" signage drawings at the 60%
design stage to the Program Manager for review four (4) weeks for the Notice to
Proceed.

o For Package C, submit the bike lanes and "bike route" signage drawings at the 60%
design stage to the Program Manager for review four (4) weeks for the Notice to
Proceed.

The additional design services to be provided for new bike lanes and "bike route" signage
are based on the following assumptions:
o Stormwater system will not require re-design (no impacts to number of wells, pump
station sizes, nor pump sizes). If the additional impervious area affects current
stormwater design, a separate design and proposal will be needed.
oRe-evaluation of encroachments will be needed with new road widths. Demolition
drawings will show removal of additional encroachments, existing aprons and
swales. Landscape drawings will show revised sight triangle locations.
o Modifications to the existing topographic survey are not required for the new bike
lanes.
o No special permit applications or costs are included in the fee.
o Additional meetings with residents, City Commission or other City Departments are
not included in the fee.
