HomeMy WebLinkAbout2006-26289 Reso RESOLUTION NO. 2006-26289 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE ADMINISTRATION TO ISSUE A PURCHASE ORDER TO MEDTRONIC EMERGENCY RESPONSE SYSTEMS, AS THE SOLE SOURCE PROVIDER OF THE L1FEPAK 12 DEFIBRILLATOR/MONITOR CURRENTLY IN USE BY THE FIRE- RESCUE DIVISION, FOR TWO (2) L1FEPAK 12 DEFIBRILLATOR MONITORS TO BE PLACED ON TWO (2) ADVANCED LIFE SUPPORT RESPONSE UNITS, IN THE AMOUNT OF $43,781.95 WHEREAS, the Fire Department currently utilizes the Medtronic Lifepak 12 Defibrillator/Monitor for cardiac monitoring, defibrillation, cardioversion, external cardiac pacing, and other Advanced Life Support functions; and WHERAS, the Lifepak 12 Defibrillator/Monitors were recently upgraded to include capnography, oxygen saturation, and automatic blood pressure monitoring capability; and WHEREAS, two of the Fire Department's Advanced Life Support Response Engine Companies do not currently have this device available to them; and WHEREAS, the older model Lifepak 10 units currently carried by these response units are not upgradeable to include the critical features contained in the Lifepak 12; and WHEREAS, the funding needed to purchase these devices is available from the Miami-Dade County Emergency Medical Services Grant # C5013, Project MB.03.01 "EMS Equipment, Materials, Supplies, and Services"; and WHEREAS, as provided pursuant to Section 2-367 (d) of the Miami Beach City Code, the Administration has determined that Medtronic Emergency Response Systems meets the requirements for sole source provider of the Medtronic Lifepak 12 Defibrillator/Monitor, and would therefore recommend that a purchase order be issued to Medtronic Emergency Response Systems in the amount of $43,781.95. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and the City Commission hereby approve and authorize the Administration to issue a Purchase Order to Medtronic Emergency Response Systems, as the sole source provider of the Medtronic Lifepak 12 Defibrillator/Monitor in the amount of $43,781.95 with the funding available from the Miami-Dade County Emergency Medical Services Grant #C5013, Project MB.03.01. Item Summary/Recommendation: The Fire Department deploys twelve (12) Advanced Life Support response units. All six of the Department's transport capable units and two of the four non-transport ALS Engine Companies carry the Lifepak 12 Defibrillator/Monitor, which is the most technologically advanced such device on the market today. These machines were recently upgraded to include Capnography, Oxygen Saturation, and automatic Blood Pressure monitoring capabilities The remaining two, non-transport ALS Engine Companies have an older model Medtronic Lifepak 10 Defibrillator/Monitor on board that neither has these capabilities nor has the capacity to be upgraded to include them. Medtronic Emergency Response Systems is the sole source provider of the Medtronic Lifepak 12 Defibrillator/Monitor. Funding is available from the Miami-Dade Emergency Medical Services Grant # C5013, Project # MB.03.01 in the amount of $43,781.95. FUNDING $43,781.95 Funding is available from the Miami-Dade County Emergency Medical Services Grant #C5013, Project # MB.03.01 "EMS Equipment, Materials, Supplies, and Services" . ANALYSIS The Miami Beach Fire Rescue Department currently deploys twelve (12) Advanced Life Support (ALS) units to respond to calls for Emergency Medical Service. Six (6) of these response units are transport capable and the other six are not. While all of the transport units currently carry the Lifepak 12 defibrillator/monitor, only two of the non-transport, Advanced Life Support Engine Companies carries them. All Lifepak 12 units were recently upgraded to include Capnography, Oxygen Saturation and automatic Blood Pressure monitoring capability. The Lifepak 10 units currently carried on these two trucks are not upgradeable to include these critical components. The two new Lifepak 12 defibrillator/monitors including all of these features would replace the Lifepak 10 units on the two Engine Companies that do not have them. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution approving and authorizing the issuance of a Purchase Order to Medtronic Emergency Response Systems as the sole source provider of the Lifepak 12 Defibrillator/Monitor in the amount of $43,781.95.
