HomeMy WebLinkAbout2006-26290 Reso RESOLUTION NO. 2006-26290 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING A SOLE SOURCE PURCHASE FOR THE MIAMI BEACH FIRE DEPARTMENT, PURSUANT TO SECTION 2-367(d) OF THE MIAMI BEACH CITY CODE, IN THE AMOUNT OF $34,981.64, TO MASIMO CORPORATION, THE SOLE SOURCE MANUFACTURER OF THE RAD-57 PULSE CO-OXYMETER. WHEREAS, the Miami Beach Fire Department currently uses pulse oxymetry to monitor the amount of oxygen in the blood of sick or injured patients; and WHEREAS, the pulse oxymeters currently being used are outdated, obsolete, and must be replaced; and WHEREAS, the Masimo RAD-57 Pulse CO-Oxymeter has all of the features of the current devices, as well as the added functions of carbon monoxide and methemoglobin level detection; and WHEREAS, it is critical that the levels of carbon monoxide and methemoglobin can be obtained in the field, non-invasively, to maximize the level of patient care; and WHEREAS, all patients requiring tests for levels of carbon monoxide or methemoglobin would otherwise need to be hospitalized; and WHEREAS, the RAD-57 is the only device that is registered with the Federal Food and Drug Administration to non-invasively measure carboxyhemoglobin in the blood through a finger probe; and WHEREAS, this product is only sold directly from Masimo, and is not available through any other distribution outlet; and WHEREAS, the funding necessary to purchase these devices is available in the Fire Department Fiscal Year 2005-2006 Capital Budget; and WHEREAS, as provided pursuant to Section 2-367 (d) of the Miami Beach City Code, the Administration has determined that Masimo Corporation meets the requirements for sole source provider of the RAD-57 pulse CO-Oxymeter, and would therefore recommend that a purchase order be issued to Masimo Corporation in the amount of $34,981.64. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and the City Commission hereby authorize a sole source purchase for the Miami Beach Fire Department, pursuant to Section 2-367(d) of the Miami Beach City Code, in the amount of $34,981.64, to Masimo Corporation, the sole source manufacturer of the RAD-57 Pulse CO-Oxymeter, with the funding available from the Miami Beach Fire Department Fiscal Year 2005-2006 Capital Budget. Item Summary/Recommendation: The Miami Beach Fire Department currently uses pulse oxymetry to monitor the amount of oxygen in the blood of sick or injured patients. In the past, blood samples had to be obtained and analyzed to get this information, which prior to using these instruments, was not possible in the pre-hospital setting. When it was determ ined that these pulse oxymeters needed to be taken out of service frequently for repairs, the necessity for replacement became evident. While researching the newest technological advancements in pulse oxymetry, a demonstration of the RAD-57 Pulse CO-Oxymeter was provided by the vendor. This device has the added function of non- invasively detecting the level of carbon monoxide and methemoglobin in the blood. There have been several occasions where Fire Rescue has been dispatched to some of the City's large resort hotels with multiple patients complaining of symptoms that might indicate carbon monoxide poisoning. Without the RAD-57 device, the patients would have to be sent to the hospital for tests to determine if they were exposed to high levels of carbon monoxide. The RAD-57 is the only device that is registered with the Federal Food and Drug Administration to non- invasively measure carboxyhemoglobin in the blood through a finger probe. This product is only sold directly from Masimo, and is not available through any other distribution outlet. The Administration recommends approval. This device is also valuable for use in Rehabilitation Sectors during operations at building fires. When citizens and! or firefighters are exposed to smoke, they also exhibit these CO poisoning symptoms. Normally, this exposure requires that blood be drawn for arterial blood gas analysis. This procedure is quite painful, and can be avoided by using this device. Another feature this device offers is that it indicates high levels of methemoglobin, which is an indication that certain poisons may have been ingested. As we remain alert during these times where acts of terrorism are considered, these devices will prove extremely valuable in cases where large groups of people may be affected. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution authorizing a sole source purchase for the Miami Beach Fire Department pursuant to Section 2-367 (d) of the Miami Beach City Code, in the amount of $34,981.64, to Masimo Corporation, the sole source manufacturer of the RAD-57 Pulse CO-Oxymeter.
