ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS On May 11, 2004, the Historic Preservation Board (HPB) approved a streetscape project within the Altos-del-Mar local Historic District that included the construction of a perimeter wall around the properties fronting Collins Avenue, Atlantic Way, the north side of 7th Street, 78th Street, and the south side of 79th Street. Pavers were also approved for the side streets and Atlantic Way, along with ornamental street lighting. On April 1 0,2006, the HPB approved the following modifications for the streetscape plan: 1. New bump-outs along Collins Avenue, in order to address safety concerns raised by FOOT for existing curb cuts. 2. The modification of sidewalks accessing the beachwalk on 77th and 79th Streets. 3. September 6, 2006 Commission Memorandum 77th Street End - Demolition Page 20'2 5. Modifications to the exterior wall piers proposed for 7ih, 78th and 79th Streets. 6. Modifications to the landscape plan in order to install different types of Palm Trees. At the April 1 0, 2006 meeting, the HPB also considered a request for an "After-the- Fact" Certificate of Appropriateness for Demolition for the unauthorized removal of an historic coral rock wall at the eastern terminus of 7ih Street. Pursuant to Article X of the Land Development Regulations of the City Code, the Historic Preservation Board action with regard to such request is advisory only. This request must go before the City Commission for final approval, as the Coral Rock Wall was located within a City owned right-of-way. At this time, in order for the Project to proceed as approved by the HPB, it is necessary for the City Commission to schedule a Public Hearing to consider the request for an "After-the-Fact" Certificate of Appropriateness for the demolition of the Coral Rock Wall previously located at the eastern terminus of 7ih Street. It should be noted that the City Code does not require the City Commission to schedule a public hearing in considering the issuance of a Certificate of Appropriateness for Demolition; however, this is the same process followed by the Historic Preservation Board. In order to protect the City from potential challenge, it is recommended that the Commission follow the same process. JMGfTH/JGGfTRM T:\AGENDA\2006\sep0606\consent\77th Street Demo - PH MEM.SEP.doc
