A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, RATIFYING A CONTRACT, IN THE TOTAL
AMOUNT OF $117,000, TO FXP CORPORATION, TO
PROVIDE FOR THE REPLACEMENT OF SIX (6) AIR
HANDLING UNITS AT THE HISTORIC CITY HALL
BUILDING.
WHEREAS, due to the age and deterioration of some of the HVAC system
components at the Historic City Hall Building, there was a need to include the
replacement of six (6) air handling units in the development of the Fiscal Year
(FY) 05/06 Capital Renewal and Replacement Projects funding needs; and
WHEREAS, the Project was included in the Fiscal Year (FY) 05/06 Capital
Renewal and Replacement Projects budget that was approved by the Mayor and
City Commission with the adoption of the Fiscal Year (FY) 05/06 Budget; and
WHEREAS, the Administration has determined that, due to the existing
condition of the building, and in order for the City to properly continue to
maintain the building, the aforestated repair and maintenance projects need to be
completed in an expeditious manner; and
WHEREAS, to expedite the repair and replacement work, the Mayor and
City Commission, at the December 7, 2005, City Commission meeting, adopted
Resolution No. 2005-26073, which authorized the Property Management Director
to serve as the Certified General Contractor for all of the Fiscal Year (FY) 05/06
Capital Renewal and Replacement projects; and
WHEREAS, the Property Management Director exercised the authority
given to him by the City Manager and City Commission, and issued a Request
for Quotations No.VA-QT01M-006, to obtain competitive quotes for the work;
and
WHEREAS, four (4) mechanical contractors that specialized in large
commercial air conditioning systems were contacted to provide quotes on the
Project, resulting in two (2) responsive bids; and
WHEREAS, after reviewing the quotes and after checking background
references, licensing, and insurance requirements, the Property Management
Director determined that FXP Corporation, provided the lowest responsive
responsible quote for the Project; and
WHEREAS, a contract was issued to FXP Corporation, in the amount of
$117,000, for the work; and
WHEREAS, the Administration recommends that the Mayor and City
Commission ratify the contract to FXP Corporation, in the total amount of
$117,000, to provide for the replacement of six (6) air handling units at the
Historic City Hall Building.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR
AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission hereby ratify a contract to FXP Corporation, in the
total amount of $117,000, to provide for the replacement of six (6) air handling
units at the Historic City Hall Building.

Item Summary/Recommendation:
Due to the age and deterioration of six (6) air handling units at the Historic City Hall Building, their
replacement was included in the Fiscal Year (FY) 05/06 Capital Renewal and Replacement projects
budget. The Mayor and City Commission, at the December 7, 2005 Commission meeting, adopted
Resolution No. 2005-26073, which authorized the Property Management Director to serve as the Certified
General Contractor for all of the Fiscal Year (FY) 05/06 Capital Renewal and Replacement projects. The
Property Management Director exercised the authority given to him by the City Manager and City
Commission and developed specifications and contacted four (4) mechanical contractors that specialized
in large commercial air conditioning systems to provide bids on the project that resulted in two (2)
responsive responsible bids. After reviewing the bids, and after checking background references,
licensing, and insurance requirements, the Property Management Director determined that FXP
Corporation, provided the lowest responsive responsible bid for the Project and awarded a contract in the
amount of $117,000, for the work.
The Administration recommends adopting the resolution.

ANAL YSIS
Due to the age and deterioration of six (6) air handling units of the air conditioning
system at the Historic City Hall Building, their replacement was included in the Fiscal
Year (FY) 05/06 Capital Renewal and Replacement projects budget that was
approved by the Mayor and City Commission with the adoption of the Fiscal Year (FY)
05/06 budget.
The Mayor and City Commission, at the December 7, 2005 Commission meeting,
adopted Resolution No. 2005-26073, which authorized the Property Management
Director to serve as the Certified General Contractor for all of the Fiscal Year (FY)
05/06 Capital Renewal and Replacement projects. The Property Management Director

developed scope of work specifications for the project and prepared a Request for
Quotations #V A-QT01 M-006 that was required to provide a method to obtain
competitive bids for the work.
Four (4) mechanical contractors that specialized in large commercial air conditioning
systems were contacted to provide bids on the project resulting in two (2) responsive
bids. After reviewing the bids and after checking background references, licensing,
and insurance requirements, the Property Management Director determined that FXP
Corporation provided the lowest responsive, responsible bid for the Project and
awarded a contract in the amount of $117,000.
