A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT OF
TWENTY FIVE (25) BANNERS FROM MAY 22ND TO JUNE 4TH, 2000, FOR THE
BRAZILIAN FILM FESTIVAL, AS REQUESTED BY THE APPLICANT AT THE
FOLLOWING LOCATIONS: COLLINS A VENUE, FROM LINCOLN ROAD TO 17TH
STREET; McARTHUR CAUSEWAY, FROM THE MIAMI BEACH CITY LIMITS TO
ALTON ROAD; ALTON ROAD, FROM 17TH STREET TO 16TH STREET; AND 5TH
STREET, FROM ALTON ROAD TO OCEAN DRIVE; SAID BANNERS TO BE AFFIXED
TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY, MEASURING 3' X 7', AND
HAVING COPY AND DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; THE
ADMINISTRA TION FURTHER RECOMMENDS THA T THESE BANNERS BE
INSTALLED NO EARLIER THAN MAY 22ND, 2000, AND REMOVED BY JUNE 5TH,
2000.
WHEREAS, the 4th Annual Brazilian Film Festival (Applicant) will take place from June
3rd to June 11th, 2000, at the Colony and Alliance Theatres in Miami Beach; and
WHEREAS, the opening night is a free to the public outdoor screening at the beachfront
on Ocean Drive; and
WHEREAS, in order to publicize the Film Festival and draw attention of the media and
the public at large, the Applicant has requested light pole banners, measuring 36 inches by 7
feet, to be placed at: McArthur Causeway, from Miami Beach City Limits to Alton Road; 5th
Street, from Alton Road to Ocean Drive; Collins Avenue, from Lincoln Road to 17th; and Alton
Road, from 17th Street to 16th Street; and
WHEREAS, said banners will be installed no earlier than May 22nd, and removed by
June 5, 2000; and
WHEREAS, the Applicant has requested approval and authorization for the placement
of a total of twenty five (25) banners; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by June 5, 2000, and will ensure that any damage to light poles will be repaired at its
expense, and will meet all other applicable City requirements; and
WHEREAS, The City Code Section 82-411 (d) requires that the City Commission approve
the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of twenty five (25) banners from May
22nd to June 4th, 2000, for the Brazilian Film Festival, as requested by the Applicant at the
following locations: Collins A venue, from Lincoln Road to 17th Street; McArthur Causeway,
from the Miami Beach City limits to Alton Road; Alton Road, from 17th Street to 16th Street; and
5th Street, from Alton Road to Ocean Drive; said banners to be affixed to light poles in the public
right-of-way, measuring 3' x 7' andhaving copy and design, as shown on the attached drawings;
the Administration further recommends that these banners be installed no earlier than May 22nd,
2000, and removed by June 5th, 2000.

information is provided for the Light Pole Banners for the 4th Brazilian Film

The light pole banners for the 4th Brazilian Film Festival are 3ft. in width and 7ft. in

with shading of the event logo. The text of the light pole banner is the name of the event,
the date of the event, place of the event and the event logo all of which constitutes the

Brazilian Film Festival of Miami
4th Edition
The 4th Brazilian Film Festival of Miami wlll take place from June 3rd toJunc
11th, 2000 in Miami Beach. In this fourth edition, the festival will exhibit a total of26
films of which 20 will be in competition (production year 199912000). Miami will agai n
be visited by actors, directors, producers, distributors and exhibitors ofthe international
film industry, who \\ill come to the Festival as guests of the organization, providing for a
showroom atmosphere during the event. Parallel to the extraordinary boom in the
Brazilian film industry in recent years, the general public and members of the interna.
tional film indu<;;tIy will have an unparalleled Opportlmity to watch the best that Brazil has
to offer in recent cinematography.
The grand opening of the festival this year will take place on the beach itself j 11
Miami Beach. This event will mark yet again a historic moment in the city, where the
organizers will again build a giant outdoor movie theatcr on the sands of Miami Beach.
The short film and feature film voted by the public as Best Movies in 1999 will be
exhibited to the public. This traditional night is a great celebration ofBra7jlian cinema,
since it is open to the public at FREE admissions, attracting thousands of pooplc from
diverse communites in Florida.
All the remaining films selected for the festival will be screened at the South
Beach Cinema on Lincoln Road. These screenings will be followed by debates be-
tween the audience and the actors, directors and producers ofthe tihns, leading to a
better interaction between the artists and the public. EvelY film selected for the festival
will be represented by at least an actor or director, who are invited to the Festival as
guests ofthc organization. A parallel film exhibition will be takingplacc at the Alliance
Cinema on Lincoln Road.
The Festival will also organize a number of workshops with the presence of
renm,vned international film professionals, on financing, co-production, directing, and
screenplay writing. AJI workshops are open to the public at free admissions.
The Festival also has the intention of setting up a special scr~ening room in which
it will exhibit a unique collection of the best of Brazilian cinema of our times. F u11hcr-

The Success
The BrazilianFilmFestivalofMiami isarealachievcmcnt. It is thconlyfilm festival inth~
world exclusively ofI3razilian cinema, Consequently, it offers the international mm industry an
unparallcledopportunity to watch the best of the most recent Brazilian film productions. The
Festival has become the main showroom for Brazilian productions abroad, parallel to the
fantastic boom in Brazilian cinema in thc recent years. In the past tour years, three Brazilian
film productions have been nominated for the prestigious Academy Awards in the Best
Foreign Film category. The festival is today a cmciallink between the Brazilian film industry
and the American distribution market, and has received total approval from the public,
media, sponsors, directors, actors, exhibitors, and distributors.
The Brazilian Film Festival of Miami is the only Brazilian event included in the ofiicial
calendar of the Greater Miami Convention Visitors Bureau (GMCVB). And for the first
time, the City of Miami fInancially invested in the Brazilian culture, building together with the
production crew the first outdoor movie theatcr for the opening night of Festival in ] 998.
The result of this daring project was memorable, bringing together over 5.000 (five
thousand) people who watched the screening of the "The r jure Book of Love", winner of
the 1997 Festival, at free admission. The outdoor beach screening is now a tradition in the
city, as the Festival each year exhibits the winners of the previous festival on the beach
night. Furthennore, the Festival each year receives greater coverage from the American,
Hispanic and Brazilian media,
Last but not least, the Colony and Alliance theaters were 1111ed to capacity daily,
totaling an audience of7 ,000 (seven thousand) people spread among] 5 sessions of mov-
ies. However, of even greater importance than the numbers and the approval from the
media IS the recognition that the Brazilian cinema has come into its own with many large
scale productions. The Festival provides for an essential platform for Brazilian productions
abroad, other than constituting a vehicle for the diffusion ofBrdZilian culture in the land of
movie making.
Inffinito Promotions has been decisively contributing to the strengthening ofcultuml tics
between Brazil and the United States. After all, our productions have to be presented and
exhibited in the country \vhich produces the greatest number of films in the world, so that soon
our productions may further enter the intemational film circuit and receive the recognition they
deserve.

ANALYSIS
The 4th Brazilian Film Festival will take place from June 3rd to June 11th, 2000 in Miami Beach,

Light Pole Banners affixed to light poles or other similar structures on the public right-of-way
shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of installation
of banners shall be subject to the Design Review process and approved by the City
Commission and the Public Works Department.
e. Banners announcing special events, either to be held in Miami Beach or to be
associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
f. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
