A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY, APPROPRIATING
$10,000 FROM THE CITY CENTER REDEVELOPMENT AREA TAX
INCREMENT REVENUE BOND FUNDS TO UNDERTAKE THE
DESIGN OF THE NEW PUBLIC BATHROOM FACILITY TO BE
LOCATED AT THE TERMINUS OF THE PROPOSED EXTENSION
OF THE 17TM STREET STREET-END.
WHEREAS, the Miami Beach Redevelopment Agency (R.DA) is preparing to proceed with
a bid request to extend the street-end cul-de-sacs on 17tn and 18tn Streets in order to improve
vehicular circulation and increase on-street parking; and
WHEREAS, the extension ofthe street-end cul-de-sac on l7m Street cannot proceed unless
the existing bathroom facility is removed; and
WHEREAS, on March 14, 2000, the City Administration appeared before the Joint Historic
Preservation and Design Review Boards (Joint Boards) to request a Certificate of Appropriateness
to demolish the 17tn Street bathroom due to the major structural repairs that would be required to
repair the structttre, which has been declared an "unsafe structure" by the City of Miami Beach
Building Department; and
WHEREAS, the Historic Preservation Board instead adopted the City's Planning
Department's recommendation to relocate and restore the bathroom facility; and
WHEREAS, on April 12, 2000, the Miami Beach Redevelopment Agency denied the
Administration's request to appropriate funding for the relocation and restoration of the 17tn Street
bathroom; and
WHEREAS, the Administration requested a re-hearing before the Joint Boards to present
new evidence supporting the demolition of the 17th Street bathroom; and
WHEREAS, on May 9, 2000, the Joint Boards heard the issue and requested the
Administration to produce a site plan reflecting the proposed extension to the 17th Street street-end,
and the exact location of a future replacement bathroom facility, as well as the proposed site plan
improvements contemplated by the Ritz Plaza and Delano Hotels; and
WHEREAS, at the June 13, 2000, meeting of the Joint Boards, the Boards continued the
issue to the July 11tn meeting and requested that the Administration come before the Joint Boards,
with plans and elevations for a suitable replacement structure for the bathroom, as well as more
detailed site plans for the 17m Street street-end improvements, reflecting a) an earlier set of approved
site plans for the Ritz Plaza (not the proposed set of plans which coincide with the extension of the
street-end); and b) reflecting the landscape plans of the Ritz Plaza and Delano Hotels; and
WBEREAS, since the bathroom facility is located in the Ocean Drive/Collins Avenue
Historic District, the City's Property Management Division submitted a request to the Historic
Preservation Board for a Certificate of Appropriateness to demolish the facility; and
WHEREAS, in order comply with the request of the Joint Boards, the City's Property
Management Division has contacted the architectural firm of Corzo, Castella, Carballo, Thompson
and Salma (C3TS), one of the firms on the City's list of rotating architects, engineers and contractors;
and
WHEREAS, since the Property Management Division does not have an available budget
source to engage an architect at this time, it is recommended that the Redevelopmerit Agency
appropriate the necessary funding, which is not anticipated to exceed $10,000.
NOW, THEREFORE BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairman and
Members of the Miami Beach Redevelopment Agency authorize the appropriation of $10,000 from
available City Center Redevelopment Area Tax Increment Revenue Bond funds to undertake the
design of the new public bathroom facility, to be located at the terminus of the proposed extension
of the 17t~ Street street-end.

Adopt the Resolution.
ANALYSIS:
Pursuant to RDA Board's decision not to appropriate funding for the relocaflon and restoration of
the 17th Street Bathroom at the April 12 Commission/RDA Board Meeting, the Administration
requested a re-hearing before the Joint Historic Preservation/Design Review Board (Joint Boards)
to reconsider granting a Certificate of Appropriateness for the demolition of the fac'~ity. The Joint
Boards met on May 9 and requested the Administration to produce a site plan reflecting the
proposed extension to the 17th Street street-end, the exact location of a future replacement bathroom
facility as well as the proposed site plan improvements contemplated by the Ritz Plaza and Delano
HOtels. Coastal Systems International, the City's Consultant on the 17th Street Street-end Project,
was able to produce the requested information in time for the June 13 meeting of the joint Boards.
The Administraf~on was again directed to return before the Joint Boards, this time with plans and
elevations for a suitable replacement structure for the bathroom, as well as more detailed site plans
for the 17th Street street-end improvements, reflecting a) an earlier set of approved site plans for
the Ritz Plaza ( not the proposed set of plans which coincide with the extension of the street-end),
and b) reflecting the landscape plans of the Ritz Plaza and Delano Hotels. It should be noted, that
the design of the 17th Street street-end has already been signed off for permitting and is expected
to be put out for bid by the end of the month. Furthermore, the incorporation of site and landscaping
plans for the Delano and Ritz Plaza into a Master Plan for the street-end is not part of the scope of
the City's Consultant.

The Joint Boards placed,the item on the July 11 meeting agenda.
In order comply with the request of the joint Boards, the City's Property Management Division has
contacted the architectural firm of Corzo, Castella, Carballo, Thompson and Salma (C3TS), one of
the firms on the City's list of rotating architects, engineers and contractors. The firm has undertaken
a number of projects for the City and is good at working within short time frames. However, since
Property Management does not have an available budget source to engage an architect at this time,
it is recommended that the RDA appropriate the necessary funding, which is not anticipated to
exceed $10,000. Not only is the bathroom facility located in the City Center Redevelopment Area,
its removal is critical to commencing the extension of the 17th Street Street-end Project.
C3TS has already been provided with specifications for Accessibility/ADA requirements to
incorporate into the plans for the replacement facility and has been in contact with the City's
Historic Preservation and Design Review staff for direction in developing a suitable design for the
structure which will meet the approval of the Joint Boards.
