RESOLUTION NO. 2006-26378
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE MAYOR'S BLUE RIBBON COMMITTEE
FOR THE CULTURAL ARTS NEIGHBORHOOD DISTRICT OVERLAY
(CAN DO) AND ESTABLISHING THE BOUNDARIES OF THE
PROPOSED DISTRICT, FOR THE PURPOSE OF PROMOTING AND
MARKETING THE DESIGNATED AREA AS A CULTURAL ARTS
DISTRICT; SAID BOUNDARIES DEFINED AS THE AREA GENERALLY
BOUNDED BY DADE BOULEVARD AND 24TH STREET ON THE
NORTH; LENOX AVENUE ON THE WEST; LINCOLN LANE SOUTH ON
THE SOUTH; AND THE ATLANTIC OCEAN ON THE EAST.
WHEREAS, the City of Miami Beach has developed over the years into a visual
and performing arts mecca; and
WHEREAS, Mayor Dermer recently appointed an Ad Hoc City Committee known
as the Cultural Arts Neighborhood District Overlay (CAN DO) Mayor's Blue Ribbon
Committee; and
WHEREAS, the move to create cultural arts neighborhood districts has gained
popularity in other cities throughout the country, and many major cities have, in fact,
already established such districts; and
WHEREAS, the CANDO Committee's mission statement is to guide the
designation of a proposed cultural arts neighborhood district overlay; brand, market and
promote this proposed district; and work with the appropriate City departments, as well
as property owners and developers in the proposed district, all to ensure that the
proposed district be a catalyst to help spur a wonderful and successful neighborhood for
arts-related mixed uses and community gathering; and
WHEREAS, the CANDO Committee held its first meeting on September 12,
2006; and
WHEREAS, among the items of business in its inaugural meeting, the
Committee established a series of sub-committees, one of which was charged with
assisting and establishing the proposed district's boundaries, for the purpose of going
forward in designating a specific area to effectively target recommendations for the
branding, marketing, and promotion of the proposed district; and
WHEREAS, the Committee anticipates that, as Miami Beach continues to
develop and define itself as a major cultural destination the marketing and promotional
benefits associated with the designation of an area within the City as a proposed
cultural arts neighborhood district overlay will provide the ground work toward attracting
other benefits to this proposed area including, without limitation, development of
affordable artists' housing; tax incentives for property owners and developers to offer
retail and commercial space for the performing and visual arts; and future zoning
designations; all creating the synergy to sustain the continued development of a rich,
vibrant cultural arts neighborhood; and
WHEREAS, accordingly, at its regular meeting on October 12, 2006, following a
presentation by the Vice-Chairman on proposed district boundaries/designation, and
following discussion by the Committee as a whole, the CANDO Committee
recommended that, for purposes of proceeding to brand, market and promote the
proposed cultural arts neighborhood district overlay, the City Commission formally
designate the district boundaries as that area generally bounded by Dade Boulevard
and 24th Street on the North; Lenox Avenue on the West; Lincoln Lane South on the
South; and the Atlantic Ocean on the East, and further recommended that the Mayor
and City Commission adopt this Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Mayor's Blue Ribbon Committee for the
Cultural Arts Neighborhood. District Overlay (CAN DO) and hereby establish the
boundaries of the proposed district, for the purpose of promoting and marketing the
designated area as a cultural arts district; said boundaries defined as the area generally
bounded by Dade Boulevard and 24th Street on the North; Lenox Avenue on the West;
Lincoln Lane South on the South; and the Atlantic Ocean on the East.
