RESOLUTION NO. 2000-23973
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE REAPPOINTMENT OF T. C. ADDERL Y
AS THE MAYOR'S DESIGNEE FOR THE LOCAL ELECTED
OFFICIAL SEAT TO THE JOBS AND EDUCATION
PARTNERSHIP (JEP) REGIONAL BOARD.
WHEREAS, on May 6, 1998, the Mayor and City Commission adopted Resolution No. 98-
22733, approving an Agreement with the South Florida Employment and Training Consortium
(Consortium); and
WHEREAS, the purpose of this Consortium is to continue to conduct programs on an area-
wide basis under the Job Training Partnership Act of 1982, and under the Jobs and Education
Partnership process, which provides employment and training opportunities for the economically
disadvantaged, unemployed, underemployed, or otherwise meeting the eligibility criteria of any
program operated under this Agreement, and to assure universal access to training resources for the
population of the two-county area; and
WHEREAS, this Consortium has created a private industry council in accordance with the
Job Training Partnership Act to be known as the Jobs and Education Partnership Board (JEP) of
South Florida, which is a separate entity whose members shall be appointed by the Consortium's
member local governmental jurisdictions; and
WHEREAS, under the terms of this Agreement, whose legislative body consists of
representatives of Miami Dade County, Monroe County, the City of Hialeah, the City of Miami, and
the City of Miami Beach, the City of Miami Beach Mayor and City Commission must make a Local
Elected Official appointment to the DadeIMonroe County Jobs and Education Partnership Regional
Board to oversee the workforce development activities; and
WHEREAS, this role has been filled in the past by Human Resources Director T. C.
Adderly, whose term will expire June 30, 2000.
NOW, THEREFORE, BE IT RESOLVED BY THE MA YORAND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, authorizing the reappointment of T. C. Adderly as
the Mayor's designee for the Local Elected Official seat to the Jobs and Education Partnership (JEP)
Regional Board for a two (2) year term, to expire June 30, 2002.

ADMINISTRA TION RECOMMENDATION:
Adopt the Resolution.
ANALYSIS:
Under the terms of the Consortium Agreement, whose legislative body consists of representatives
of Miami Dade County, Momoe County, the City of Hialeah, the City of Miami, and the City of
Miami Beach, the City of Miami Beach Commission must make a Local Elected Official
appointment to the DadeIMomoe County Jobs and Education Partnership Regional Board to oversee
workforce development activities. At the present time, this role has been filled by the Human
Resources Director, T. C. Adderly. Mr. Adderly's term will expire June 30, 2000 and re-
appointment will extend his term until June 30, 2002.
CONCLUSION:
The Administration recommends that the Mayor and City Commissioners approve the re-
appointment ofT. C. Adderly as the Mayor's designee for the Local Elected Official Seat to the Jobs
and ~ca.~p~shiP (JEP) Regional Board for a two (2) year term to expire June 30, 2002.
