RESOLUTION NO. 2006-26358
RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING PURSUANT TO SECTION 2-
367 (d) OF THE MIAMI BEACH CITY CODE, THE SOLE SOURCE
PURCHASE AND INSTAllATION OF PAY ON FOOT (POF) STATIONS
IN THE 17TH STREET PARKING GARAGE FROM CONSOLIDATED
PARKING EQUIPMENT IN THE ESTIMATED AMOUNT OF $483,000,
FROM PARKING REVENUE BOND FUND NO. 481.
WHEREAS, pursuant to Section 2-367 (d) of the Miami Beach City Code,
the City may enter into contracts for goods and/or services where only one source
for the product or service is evident; and
WHEREAS, $483,000 is available from Parking Revenue Bond Fund No.
481 for the purpose of purchasing and installing Pay on Foot (POF) Stations; and
WHEREAS, in the City's continued effort to improve parking services to
residents and visitors alike, the Parking Department is recommending
implementation of POF Stations at attended parking facilities; and
WHEREAS, the POF is an A TM type technology designed to improve our
cash management, lower our labor costs and operational expenses, and improve
customer service; and
WHEREAS, the POF Stations in the 17th Street parking garage will allow
adjustment to the current staffing levels of cashier/attendants and, if approved, an
operational expense savings is expected each year at this facility; and
WHEREAS, other service levels will remain constant as a labor contract
supervisor and attendants and security guards will be maintained in the facility 24
hours a day/seven days a week/365 days a year; and
WHEREAS, installing a POF Station will improve cash management as
cashiers are no longer handling transactions and/or cash; and
WHEREAS, the POF Station is a self-contained unit with secured cash
boxes and full auditing capabilities; and
WHEREAS, the POF Station is linked to the garage's central computer
located in the garage manager's office where perpetual diagnostics are performed
to ensure its efficient operation; and
WHEREAS, customer service is improved as patrons have multiple
payment alternatives at their fingertips and they no longer have to wait in queues in
the exit lane; and
WHEREAS, the Administration has complied with the documenting
requirements for sole source purchases, pursuant to Section 2-367 (d) of the
Miami Beach City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor
and City Commission hereby approve, pursuant to Section 2-367 (d) of the Miami
Beach City Code, the sole source purchase and installation of Pay on Foot (POF)
Stations in the 17th Street Parking Garage from Consolidated Parking Equipment,
the sole source distributor of Federal APD Parking Equipment in the estimated
amount of $483,000, from Parking Revenue Bond Fund No. 481.

minimum annual savings expected is $134,000. The investment is recovered in an estimated 3 Y:z
years.

Funds are available from Parking Revenue Bond Fund No. 481 for the
purpose of purchasing and installing Pay on Foot (POF) Stations.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANAL YSIS
In the City's continued effort to improve parking services to residents and visitors alike, the
Parking Department is recommending implementation of POF Stations at attended parking
facilities. The initial installation recommended and approved was at the 13th Street and
Collins Avenue Parking Garage ("13th Street Garage"). The initial first year expense for the
13th Street Garage POF Station was, with spare parts, $92,000.00. The payroll reduction
first year was $124,000.00.
The POF Station technology is simply taking the existing operation one step further with a
significant technological enhancement. The automatic pay station (see attachment) is the
existing gated parking revenue control vendor's (Consolidated Parking Equipment. Inc)
option for pay on foot.
The POF is an A TM type technology designed to improve our cash management, lower our
labor costs and operational expenses, and improve customer service. The following is a brief
account of the patron's transaction:
A patron drives into a facility and pulls a magnetically striped ticket from the ticket dispenser
as they currently do in any of our gated facilities. The patron will go about their business and
upon returning to the facility for exiting will pay their parking fees at a POF Station. The 17th
Street garage will have four POF Stations, one at each elevator lobby, ground floor. The
patron approaches the POF Station and will:

. Insert their ticket; and
. POF will calculate their stay and compute their fee and display the amount owed;
and
. Patron will insert payment by either cash* or credit/debit card; and
. POF will return ticket to the patron encrypted with a code as being "paid"; and
. Patron will have a prescribed time frame (Le., 15 minutes) to retrieve their vehicle
and insert the "encrypted" ticket into the exit verifier at the exit lane; and
. The exit verifier will scan ticket to confirm payment and lift the gate to allow a
successful exit.
*POF has capability to provide change in US funds, $5.00, $10.00 and $20.00 bills.
As a contingency in the unlikely case that a patron forgot to use the POF Station, the system
will also be equipped with a credit/debit card acceptor at the exit verifier (exit lane) in order to
allow the patron a "last chance" opportunity to pay for their parking fees. In all cases, there
will be several parking spaces set aside for patrons that inadvertently forgot to use the POF
and need to temporarily park to satisfy their parking fees.
Reduced Labor Expenses:
The 13th Street and Collins Avenue Garage is currently operated as a central cashiered
operation/POF and has provided $124,000.00 in labor savings without diminishing service
levels to our parking patrons. The POF Stations in the 17th Street parking garage will simply
allow adjustment to the current staffing levels of cashier/attendants. An operational expense
savings is expected each year at this facility. It is important to note that other service levels
will remain constant as a labor contract supervisor and attendants and security guards will
be maintained in the facility 24 hours a day/seven days a week/365 days a year.
The financial impact of the City's Living Wage Ordinance has significantly increased
operational costs, rates and the cashiers/attendants and supervisors' labor contract that was
just ratified has created greater expense levels. These and other escalating costs, utilities,
maintenance supplies, coupled with marginal revenue increases require us to look towards
increased efficiencies either through enhanced technologies or other strategies. Clearly, the
human element cannot be completely removed from this equation as some level of
interaction will always be necessary; however, the prospect of decreasing labor costs
annually is certainly an avenue we should pursue. The minimum annual savings expected is
$134,000. The investment is recovered in an estimated 3 }-2 years.
Improved Cash Manaaement:
Cash management is improved as cashiers are no longer handling transactions and/or cash.
The POF Station is a self-contained unit with secured cash boxes and full auditing
capabilities. The POF Station is linked to the garage's central computer located in the
garage manager's office where perpetual diagnostics are performed to ensure its efficient
operation.
Improved Customer Service:
Customer service is improved as patrons have multiple payment alternatives at their
fingertips and they no longer have to wait in queues in the exit lane. In fact, the system is
capable of handling special event transactions where a flat rate may be programmed and
the patron may pay their parking fees at any point in time of their stay. Future
enhancements may include a remote payment option whereby a patron may be able to pay
their parking fee at a POF Station at a remote site.

CONCLUSION
In conclusion, it is the Administration's goals to proceed with a system that provides the most
options and flexibility; has a proven track record in other communities; provides substantial
operational cost savings; and is our best overall value for our investment. Therefore, the
Administration recommends that the Mayor and Commission approve, pursuant to Section 2-
367 (d) of the Miami Beach City Code, the sole source purchase and installation of Pay on
Foot (POF) Stations in the 17th Street Parking garage from Consolidated Parking
Equipment, a sole source provider of this type of equipment which is compatible with the
citywide parking revenue control/access card system, in the estimated amount of $483,000,
from Parking enue Bond Fund No. 481.

All material is guaranteed to be as specified. All work is to be completed in a workmanlike
manner according to standard practices. Any alteration or deviation from specifications
involving extra costs will be executed upon written orders, and will become an extra charge
over and above the estimate, All agreements are contingent upon strikes. accidents or delays
beyond our control. Owner is to carry fire. tomado and other necessary insurance. Our
workers are fully covered by Workmen's Compensation Insurance.
