HomeMy WebLinkAbout2006-26355 Reso RESOLUTION NO. 2006-26355 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE RETROACTIVELY TO SUBMIT THE FOLLOWING GRANT FUNDING REQUESTS: 1) GRANT APPLICATION TO THE FLORIDA RECREATION AND DEVELOPMENT ASSISTANCE PROGRAM FOR FUNDING IN AN AMOUNT NOT TO EXCEED $200,000 FOR RENOVATION OF FLAMINGO PARK TENNIS CENTER; AND, 2) APPLICATION TO THE COMMERCIAL AND EQUIPMENT DIRECT ASSISTANCE PROGRAM (CEDAP) FOR EQUIPMENT ESTIMATED AT APPROXIMATELY $20,000 IN VALUE; FURTHER APPROPRIATING THE GRANTS AND MATCHING FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS. WHEREAS, the Florida Recreation Development Assistance Program (FRDAP) is a competitive program which provides grants to local government entities for acquisition and development of land for public outdoor recreation use; and WHEREAS, FRDAP funds are distributed as reimbursement grants by the Department of Environmental Protection, and, if awarded, grantees have three (3) years in which to complete the project; and WHEREAS, the City of Miami Beach proposes applying to FRDAP, for funding in the amount of $200,000 to renovate the tennis courts at Flamingo Park; and WHEREAS, the grant requires matching funds in the amount of $200,000 and the Administration proposes using General Obligation Bond funds as a match; and WHEREAS, this project supports the Key Intended Outcome: ensure well designed quality capital projects; and . WHEREAS, retroactive approval is requested to submit a grant application to the State of Florida Department of Environmental Protection, Florida Recreation Development Assistance Program (FRDAP) for funding in an amount not to exceed $200,000 for the renovation of Flamingo Park Tennis Center; and WHEREAS, the Homeland Security Commercial Equipment Direct Assistance Program (CEDAP) is operated by the Department of Homeland Security, Preparedness Directorate, Office of Grants and Training to assist communities in acquiring and using commercially available equipment to prevent, deter, and respond to terrorist attacks; and WHEREAS, this competitive program is a direct assistance program, not a grant program, whereby CEDAP will provide equipment and technical assistance, not funding, directly to the City of Miami Beach; and WHEREAS, the City has requested a thermal imager for use in the Police Department, and the approximate cost of this equipment is $20,000; and WHEREAS, matching funds are not required since the award is in the form of equipment, not funding; and WHEREAS, this project supports the Key Intended Outcome: increase resident ratings of public safety services; and WHEREAS, retroactive approval is requested to submit a grant application to the Department of Homeland Security Preparedness Directorate, Office of Grants and Training for Commercial Equipment Direct Assistance Program (CEDAP) FY 2006 for first responder equipment for the Policed Department in the approximate value of $20,000. NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA hereby authorize the City Manager to retroactively submit the following grant applications: 1) grant application to the Florida Recreation and Development Assistance Program for funding in an amount not to exceed $200,000 for renovation of Flamingo Park Tennis Center; and, 2) application to the Commercial And Equipment Direct Assistance Program (CEDAP) for equipment estimated at approximately $20,000 in value; further appropriating the grants and matching funds, if approved and accepted by the City; and authorizing the execution of all necessary documents related to these applications. ANALYSIS 1) Approval to submit a orant application to the State of Florida Department of Environmental Protection, Florida Recreation Development Assistance Prooram (FRDAP) for fundino in an amount not to exceed $200,000 for the renovation of Flaminoo Park Tennis Center. The Florida Recreation Development Assistance Program (FRDAP) is a competitive program which provides grants to local government entities for acquisition and development of land for public outdoor recreation use. The Florida Department of Environmental Protection (DEP) administers the FRDAP program. FRDAP funds are distributed as reimbursement grants by the Department, and, if awarded, grantees have three (3) years in which to complete the project. The City of Miami Beach proposes applying to FRDAP for funds to renovate the tennis courts at Flamingo Park. The City intends to expedite this project. This project supports the Key Intended Outcome: Ensure Well Designed Quality Capital Projects. 2) Approval to submit a orant application to the Department of Homeland Security Preparedness Directorate. Office of Grants and Trainino for Commercial Eauipment Direct Assistance Prooram (CEDAP) FY 2006 for first responder eauipment for the Police Department in the approximate value of $20.000 The Homeland Security Commercial Equipment Direct Assistance Program (CEDAP) is operated by the Department of Homeland Security Preparedness Directorate, Office of Grants and Training to assist communities in acquiring and using commercially available equipment to prevent, deter, and respond to terrorist attacks, as identified in state homeland security strategies. This competitive program is a direct assistance program, not a grant program; CEDAP will provide the equipment and technical assistance directly. The equipment available from CEDAP includes: a) personal protective equipment, b) rescue tools, c) thermal imaging, night vision and video surveillance tools, d) chemical, biological and radiological detection tools, e) information technology and risk management tools, and f) interoperable communications gateways. The City has requested a thermal imager for use in the Police Department. The approximate cost of this thermal imager is $20,000. Matching funds are not required since the award is in the form of equipment, not funding. This project supports the Key Intended Outcome: Increase Resident Ratings of Public Safety Services. CONCLUSION The Administration requests approval to authorize the City Manager or his designee to retroactively submit the following grant requests: 1) application to the Florida Recreation and Development Assistance Program (FRDAP) for funding in an amount not to exceed $200,000 for renovation of the Flamingo Park Tennis Center; and, 2) application to the Commercial and Equipment Direct Assistance Program (CEDAP) for equipment estimated at approximately $20,000 in value; further appropriating the grants and matching funds, if approved and accepted by the City; and authorizing the execution of all necessary documents related to these applications.
