RESOLUTION NO. 2006-26352
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
DONATION OF TWO (2) USED 2002 KAWASAKI KVF400 ALL TERRAIN
VEHICLES, TWO (2) USED 2004 KAWASAKI KVF360 ALL TERRAIN
VEHICLES AND ONE (1) USED 1992 ZODIAC WITH TRAILER, IN "AS IS"
CONDITION, TO THE URBAN SEARCH AND RESCUE TEAM, FLORIDA
TASK FORCE II.
WHEREAS, the City wishes to donate two (2) used 2002 Kawasaki KVF all terrain
vehicles, two (2) used 2004 Kawasaki KVF360 all terrain vehicles, and one (1) used Zodiac
with trailer, with an estimated total value of $900.00, to the Urban Search and Rescue
Team, Florida Task Force II; and
and
WHEREAS, no funds are required from the City for the donation of these vehicles;
WHEREAS, the aforementioned vehicles are donated in their "as is" condition, and
the City makes no representation and/or warranties as to the condition of the vehicles,
whether expressed or implied, and assumes no further responsibility for said vehicles.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City hereby donates
two (2) used 2002 Kawasaki KVF400 all terrain vehicles, two (2) used 2004 Kawasaki
KVF360 all terrain vehicles, and one (1) used Zodiac with trailer, to the Urban Search and
Rescue Team, Florida Task Force II; said vehicles are donated in their "as is" condition,
with no warranties and/or representations, whether expressed or implied, and with the City
assuming no further responsibility for same.

Item Summary/Recommendation:
The City of Miami, Department of Fire-Rescue, sponsor of the Urban Search and Rescue Team-
Florida Task Force II, requests that the City donate two (2) used 2002 Kawasaki KVF400 All Terrain
vehicles, two (2) used 2004 Kawasaki KVF360 All Terrain vehicles, and one (1) used Zodiac inflatable
boat without motor and with trailer, in "as is" condition, to the Florida Task Force II. This donation will
assist the Task Force in deploying personnel and equipment in the event of a disaster. The requested
vehicles are surplus and the estimated salvage value of the four All Terrain vehicles is $100.00 each
and the Zodiac without motor and with trailer is $500.00 for a total salvage value of $900.00.
The Administration recommends approving the donation.

ANAL YSIS
The City of Miami, Department of Fire-Rescue, in a letter to Chief Jordan (see attachment),
is requesting the City of Miami Beach donate two (2) 2002 Kawasaki KVF400 A TV's, two (2)
2004 Kawasaki KVF360 A TV's and one (1) 1992 Zodiac inflatable boat with trailer, in "as is"
condition, to the Urban Search and Rescue Team - Florida Task Force II, for the purpose of
readily deploying personnel and equipment for search and rescue in the event of a disaster.
The Urban Search and Rescue Team - Florida Task Force II is supported by the U.S
Department of Homeland Security and the State of Florida. The South Florida Region Urban
Search and Rescue Team, Florida Task Force II is sponsored by the City of Miami,
Department of Fire Rescue and is comprised of municipalities throughout the region,
including the City of Miami Beach Fire Department.
The two (2) 2002 Kawasaki KVF400 A TV's, two (2) 2004 Kawasaki KVF360 A TV's and one
(1) 1992 Zodiac inflatable boat with trailer are surplus, have exceeded their usefulness to the
City of Miami Beach and the estimated salvage value of the All Terrain Vehicles is $100.00
each and the Zodiac with trailer (no motor) is $500.00. The Urban Search and Rescue
Team plans to refurbish the donated vehicles utilizing federal funding. The cost for the City
of Miami Beach to refurbish these vehicles far exceeds their salvage value and therefore is
not a cost effective option.

CONCLUSION
The Administration recommends that the Mayor and City Commission approve and authorize
the donation of two (2) used 2002 Kawasaki KVF400 all terrain vehicles, two (2) used 2004
Kawasaki KVF360 all terrain vehicles and one (1) used 1992 Zodiac inflatable boat with
trailer, in "as is" condition, to the Urban Search and Rescue Team, Florida Task Force II.

Dear Chief Jordan:
As you are aware, the City of Miami, Department of Fire-Rescue is the
sponsoring agency for the Urban Search and Rescue Team (FLTF2). This
team is comprised of members of different municipalities in the South
Florida area, including the Miami Beach Fire Department.
Recently, we were made aware that your department has submitted the
following items for auction, as they no longer met the minimum working
conditions in accordance to your department standards. However, the
USAR Team is able to utilize federal funding to refurbish equipment that
they can utilize during deployments to better complete their mission of
search and rescue in areas affected by devastating conditions.
The purpose of this letter is to request that you donate the following
equipment your department had previously submitted for auction, to the
Urban Search and Rescue Team (FLTF2).
1. One (1) Zodiac Boat
2. Four i4) 4-wheel ATV's
