RESOLUTION NO. 535-2006
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH
REDEVELOPMENT AGENCY, AUTHORIZING THE EXECUTIVE DIRECTOR, OR
HIS DESIGNEE, TO SELECT, NEGOTIATE, AWARD AND REJECT ALL BIDS,
CONTRACTS, AGREEMENTS, PURCHASE ORDERS, CHANGE ORDERS, AND
GRANT APPLICATIONS, RENEW EXISTING CONTRACTS WHICH MAY EXPIRE,
AND TERMINATE EXISTING CONTRACTS, AS NEEDED, FROM THE LAST
AGENCY MEETING ON OCTOBER 11, 2006, UNTIL THE FIRST REGULARLY
SCHEDULED AGENCY MEETING ON DECEMBER 6, 2006; SUBJECT TO
RATIFICATION BY THE AGENCY AT ITS FIRST REGULARLY SCHEDULED
MEETING ON DECEMBER 6, 2006.
WHEREAS, between its last meeting on October 11, 2006, and its first regularly
scheduled meeting in December 6, 2006, the Miami Beach Redevelopment Agency (RDA) will
not be in session; and
WHEREAS, the RDA has historically, during such periods, assigned certain powers to the
Executive Director, subject to ratification by the RDA; and
WHEREAS, it is therefore requested that the Executive Director, or his designee, be
authorized to select, negotiate, award and reject all bids, contracts, agreements, purchase
orders, change orders, and grant applications, renew any existing contracts, and terminate
existing contracts, all as deemed necessary in the best interest of the Agency, for an
appropriate period of time from the last RDA meeting on October 11, 2006, until the first
regularly scheduled RDA meeting on December 6,2006; subject to ratification by the RDA at its
first regularly scheduled meeting on December 6, 2006.
NOW, THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairman and Members of the Miami
Beach Redevelopment Agency authorize the Executive Director, or his designee, to select,
negotiate, award and reject all bids, contracts, agreements, purchase orders, change orders,
and grant applications, renew existing contracts which may expire, and terminate existing
contracts, as needed, from the last Agency meeting on October 11, 2006, until the first regularly
scheduled Agency meeting on December 6, 2006; s ject to ratification by the Agency at its first
regularly scheduled meeting on December 6, 200 .

Item Summary/Recommendation:
Between the last meeting on October 11, 2006, and the first regularly scheduled meeting on
Decel't:lber 6, 2006, the Redevelopment Agency (the "Agency") will not be in session. During this
period, there may be bids or contracts in excess of the $25,000 limitation, which may need to be
rejected, awarded or terminated. The Agency has historically, during such periods, assigned
certain powers to the Executive Director subject to ratification by the Agency.
It is therefore requested that the Executive Director, or his designee, be authorized to sign all
contracts, agreements, purchase orders, change orders, grant applications and renew any
existing contracts, for an appropriate period of time from the last Agency meeting on October 11 ,
2006, until the first regularly scheduled Agency meeting on December 6, 2006, subject to
ratification by the Agency at its first regularly scheduled meeting on December 6, 2006.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANAL YSIS
Between the last meeting on October 11, 2006, and the first regularly scheduled meeting
on December 6, 2006, the Redevelopment Agency (the "Agency") will not be in session.

Since this authorization is necessary to ensure that essential services and projects
continue during the periOd between the last Agency meeting on October 11, 2006, until
the first regularly scheduled Agency meeting on December 6, 2006, it is recommended
that the Agency adopt this Resolution.
