RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AMENDMENT TO THE LICENSE AND
ANNUAL SERVICE AGREEMENT BETWEEN THE CITY AND PRINCIPAL
DECISION SYSTEMS INTERNATIONAL, THE OWNER OF COPYRIGHTED
SOFTWARE DESIGNED SPECIFICALLY TO HANDLE THE STAFFING
NEEDS OF PUBLIC SAFETY DEPARTMENTS, FOR TELESTAFF
STAFFING AND OVERTIME SCHEDULING MANAGEMENT AND
NOTIFICATION SOFTWARE, TO INCLUDE THE NECESSARY LICENSES
AND COMPONENTS FOR USE BY THE MIAMI BEACH POLICE
DEPARTMENT, IN THE ESTIMATED ANNUAL AMOUNT OF $107,500.
WHEREAS, on October 19, 2005, the Mayor and City Commission approved the
sole source purchase of the TeleStaff software for the City's Fire Department, in the
amount of $65,075; and
WHEREAS, the Information Technology and Fire Departments worked on the
installation and implementation of the software, which has been operational since May
2006; and
WHEREAS, the Fire Department is fully satisfied with the results; and
WHEREAS, the TeleStaff system has been integrated with EDEN, the City's
Enterprise System, to allow automated processing of the Fire Department's payroll data;
and
WHEREAS, Principal Decision Systems International ("PDSI") is the owner of the
copyrighted TeleStaff software, and is the only company to date with a commercial
product designed specifically to handle the staffing needs of public safety departments;
and
WHEREAS, TeleStaff is a PC-based constant staffing and overtime scheduling
management and notification software solution that has been commercially available
since November 1997; and
WHEREAS, TeleStaff integrates the PC and the telephone, and staffs an
organization while enabling employees to make requests and receive instructions over
the telephone; and
WHEREAS, the City is interested in providing the same management software
for its Police Department; and
WHEREAS, the features and benefits include scheduling, staffing activity, and its
ability to make outbound telephone calls to offer the opportunity to work, or emergency
notification; and
WHEREAS, the telephone technology will provide staffing management in the
areas of off-duty assignments, staffing of the Communication Center and emergency
notification for divisions within the Police Department; and
WHEREAS, the TeleStaff system will automate processing of the Police
Department's payroll data into the City's EDEN Payroll system; and
WHEREAS, the TeleStaff software is used by over 200 public safety
departments, because of its unique ability to find appropriate candidates based on their
rank and specialties, and its ability to make outbound calls to offer the opportunity for
work or emergency notification; and
WHEREAS, some of the Florida police agencies that are TeleStaff clients
include Broward's Sheriff's Office, Cape Coral Police Department, and Palm Beach
Gardens Police Department; and
WHEREAS, in addition to the existing software system for the Fire Department,
the TeleStaff License and Annual Service Agreement will be amended to reflect the
components and fees for Police, for an estimated annual amount of $107,500.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, the Mayor and City
Commission hereby approve and authorize the City Manager to execute an amendment
to the License and Annual Service Agreement, with Principal Decision Systems
International, the owner of copyrighted software, for TeleStaff staffing and overtime
scheduling management and notification software, to include the necessary licenses and
components for use by the Miami Beach Police Department, in the estimated annual
amount of $107,500.

On October 19, 2005, the City Commission approved the sole source purchase of the TeleStaff software
for the Fire Department in the amount of $65,075. The Fire Department is fully satisfied with the results
and manages their staffing and call out protocol with the TeleStaff software.
The City is interested in providing this same management software for the Police Department for the
amount of $107,500. The TeleStaff overtime scheduling management and notification software is from
PDSI, the owner of the copyrighted software designed specifically to handle staffing needs of Public Safety
departments. PDSI is the only company to date with a commercial product designed specifically for this
use. TeleStaff uses sophisticated telephone technology and PDSI has dedicated over 3 years to its
development. The features and benefits include scheduling, staffing activity, and its ability to make
outbound telephone calls to offer the opportunity to work or emergency notification.
The T eleStaff software is used by over 200 Public Safety departments all of whom have sole sourced the
purchase of this product for its unique capabilities. Some of the Florida Police agencies that are members
of the TeleStaff clients include Broward Sheriff's Office, Cape Coral Police Department and Palm Beach
Gardens Police Department.

ANALYSIS
On October 19, 2005, the City Commission approved the sole source purchase of the
TeleStaff staffing and overtime scheduling management and notification software
("software") for the Fire Department, in the estimated annual amount of $65,075. The
Information Technology and Fire departments worked on the installation and implementation
of the software, which has been operational since May 2006. The Fire Department is fully
satisfied with the results, as the system manages their staffing and call out protocol. The
TeleStaff system has been integrated with EDEN, the City's Enterprise System, to allow
automated processing of the Fire Department's payroll data.
Principal Decision Systems International ("PDSI") is the owner of the copyrighted TeleStaff
software, and is the only company to date with a commercial product designed specifically
to handle the staffing needs of public safety departments. TeleStaff uses telephone
technology, and PDSI has dedicated over three (3) years to its development.
TeleStaff is a PC-based constant staffing and overtime scheduling management and
notification software solution that has been commercially available since November 1997.
TeleStaff has a sizable, growing base of Public Safety customers nationwide. TeleStaffwas
developed in conjunction with industry experts and Public Safety personnel, and automates
the process of managing regular duty and exception work positions.
TeleStaff integrates the PC and the telephone, and staffs an organization while enabling
employees to make requests and receive instructions over the telephone. The software
allows for staff members to request work exceptions and set (permitted) availability for all or
specific locations, for full or partial duty, and for scheduling holes caused by a specific
working exception code.
The City is interested in providing the same management software for the Police
Department. The features and benefits include scheduling, staffing activity and its ability to
make outbound telephone calls to offer the opportunity to work, or emergency notification.
The telephone technology will provide staffing management in the areas of off-duty
assignments, staffing of the Communication Center and emergency notification for divisions
within the Police Department.
The software allows for configurable payroll dates, and once defined, appear on the staff
calendars. Payroll reports can be printed or faxed, and payroll data can be exported to the
department's computerized accounting system. The TeleStaff system will automate
processing of the Police Department's payroll data into the City's EDEN Payroll system.
Deployment and staff notifications are features built into the software. An administrator may
elect pre-defined messages or record new ones, and then assign messages to select one
or all staff members, along with desired delivery time. The outbound telephony module
then places calls to each staff member, plays the appropriate messages and records that
the call was placed and acknowledged. Emergency callbacks and/or deployments are
executed automatically via telephone.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution, approving an amendment to the license and annual service agreement, with
Principal Decision Systems International, the owner of copyrighted software, for TeleStaff
staffing and overtime scheduling management and notification software, to include the
necessary licenses and components for use by the Police department, in the estimated
annual amount of $107,500.
