RESOLUTION NO. 537-2006
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI
BEACH REDEVELOPMENT AGENCY, APPROVING AND AUTHORIZING
THE PURCHASE OF THREE (3) 2007 FORD CROWN VICTORIA POLICE
PURSUIT VEHICLES, PURSUANT TO FLORIDA STATE CONTRACT NO.
06-14-0821, FROM DUVAL FORD, IN THE AMOUNT OF $59,688.00.
WHEREAS, on September 21, 2006, the Miami Beach Redevelopment Agency
(RDA) passed and adopted Resolution No. 532-2006, appropriating the operating budget
for the City Center Redevelopment Area's Community Policing Program for Fiscal Year
2006/2007; and
WHEREAS, the three (3) 2007 Ford Crown Victoria vehicles are intended to be used
by newly hired Miami Beach police officers which will be assigned to the City Center
Redevelopment Area, thereby enhancing the Community Policing Program initiatives to
increase resident ratings of public safety while effectively reducing overtime; and
WHEREAS, it is recommended that the Chairman and Members hereby approve the
purchase ofthree (3) 2007 Ford Crown Victoria police pursuit vehicles, pursuant to Florida
State Contract No. 06-14-0821, from Duval Ford, in the amount of $59,688.00; and
WHEREAS, funds are available in the City Center Redevelopment Agency Fund
account.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY that the Chairman and
Members hereby approve and authorize the purchase of three (3) 2007 Ford Crown
Victoria Police Pursuit vehicles, pursuant to Florida State Contract No. 06-14-0821, from
Duval Ford, in the amount of $59,688.00.

Item Summary/Recommendation:
The Miami Beach Redevelopment Agency passed and adopted Resolution No. 532-2006
appropriating the operating budget for the City Center Redevelopment Area's Community Policing
Program for FY 2006/2007. The three (3) 2007 Ford Crown Victoria police pursuit vehicles are
budgeted additions funded by the City Center Redevelopment Agency Fund. These vehicles will
enhance the Community Policing Program initiatives and effectively reduce overtime.
The Administration recommends approving the purchase.

On September 21, 2006, the Chairman and Members of the Miami Beach
Redevelopment Agency passed and adopted Resolution No. 532-2006 appropriating the
operating budget for the City Center Redevelopment Area's Community Policing
Program for FY 2006/2007.
The three (3) 2007 Ford Crown Victoria police pursuit vehicles are recommended to be
purchased pursuant to Florida State Contract No. 06-14-0821.
Three (3) 2007 Ford Crown Victoria police pursuit vehicles are budgeted additions
funded by the City Center Redevelopment Agency Fund. These vehicles will be used by
newly hired Police Officers for the City Center Redevelopment Area. The addition of
these vehicles to the City of Miami Beach Police Department fleet will enhance the
Community Policing Program initiatives in increasing resident ratings of Public Safety
and effectively reduce overtime in the City Center Redevelopment Area.
Prior to making an acquisition it is the policy to contact the requesting department to
verify the vehicle and operating requirements. Fuel efficiency is included as part of this
assessment and if vehicle requirements can be satisfied with a more fuel efficient
replacement, it is pursued. When this process is completed, research is conducted to
identify if contract pricing is available and within the guidelines of the City Procurement
Policy.

Contracts are then compared and the base "Standard" vehiclel equipment is identified.
In many cases when comparing contracts, the specifications will not be consistent from
contract to contract. After the base vehicle/equipment specification has been
established, the next process is to analyze and compare cost of any required options,
accessories or up fitting to make them equal.
State Contract No. 06-14-0821 became effective October 1, is the only existing contract
relating to this acquisition with exception of the State Contract for Crown Victoria's,
which has been extended to December 2006 at a significantly higher price. The City has
utilized this State contract for the past several years because they historically have
presented the lowest possible prices available to government fleets. We are confident no
other contract will offer a lower cost to the City. Due to the fact that there is no
Commission Meeting until December 6, 2006, and factory vehicle production ceases for
two weeks in December, and to avoid additional possible delays in production and
delivery, Fleet Management recommends that these three (3) vehicles be purchased
and ordered this month.
CONCLUSION
The Administration recommends that the Redevelopment Agency approve the purchase
of three (3) 2007 Ford Crown Victoria police pursuit vehicles, pursuant to Florida State
Contract No. 06-14-0821, from Duval Ford, in the amount of $59,688.00.
