A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RANKING OF
RESPONSES RECEIVED AND AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS FOR A TWO-YEAR CONTRACT WITH THE
SEVEN TOP-RANKED FIRMS, BERMELLO, AJAMIL & PARTNERS, INC.;
CORZO, CASTELLA, CARBALLO, THOMPSON, SALMAN (C3TS); CARR
SMITH CORRADINO; E.N. BECHAMPS & ASSOCIATES, INC.; GILLER &
GILLER, INC.; M.C. HARRY ASSOCIATES; AND REG ARCHITECTS, INC.,
PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 110-96/98 FOR
PROVIDING PROFESSIONAL ARCHITECTURAL/ENGINEERING
SERVICES ON A ROTATIONAL BASIS, FOR CAPITAL PROJECTS WHERE
BASIC CONSTRUCTION COST DOES NOT EXCEED $500,000 PER
PROJECT, AND FOR STUDY ACTIVITIES FOR WHICH THE FEE DOES
NOT EXCEED $25,000.
WHEREAS, the City issued a Request for Qualifications (RFQ) No, 110-96/97 for
providing architectural/engineering services on a rotational basis, for capital projects where the basic
construction cost does not exceed $500,000 per project, and for study activities for which the fee
does not exceed $25,000; and
WHEREAS, one-hundred seventy-eight notices and fifty-nine specification packages for
RFQ No, 110-96/97 were issued, resulting in twenty-six timely responses; and
WHEREAS, an Evaluation Committee recommended by the City Manager and approved
by the Mayor and City Commission met on February 20, 1998, and again on March 27, 1998, and
recommended that eleven proposers be invited for oral presentations before the committee; and
WHEREAS, the Evaluation Committee heard oral presentations on April 28 and April 30,
1998, and unanimously voted to recommend seven firms for this contract; and
WHEREAS,the City Manager has reviewed the responses and the recommendation of the
Evaluation Committee and concurs with the Evaluation Committee's recommendation,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein accept the ranking of the responses received and now authorizing the
Administration to enter into negotiations with above named seven firms, pursuant to RFQ No, 110-
96/97, to provide rotational architectural/engineering services for a two-year period,

Although Mr. Donald Shockey, from the North Beach Development Corporation, was originally
selected as the Chair for this committee, he requested that he be excused because of his heavy work
load, and the other committee members requested that I serve in this capacity,
Mr, Alfredo Gonzalez, Jr. and Mr, Bill Taylor were also not able to serve on this committee, and Mr.
Brian Bartholomew of the Parking Department was replaced by Aurelio Cannenates, Jr, The voting
members of the committee were:

This two-year contract will be used for architectural/engineering services for capital projects where
the basic construction cost does not exceed $500,000 per project, and for study activities for which
the fee does not exceed $25,000, The Evaluation Committee reviewed the types of projects which
were awarded as a result of the last contract for these services, and determined that it would be in
the City's best interest to select firms with a variety of municipal experience, since the project can
range from building renovations and special studies, to street improvements and parking lot
renovations,
Proposals were received from twenty-six firms, and the Evaluation Committee met on several
occasions to discuss the evaluation criteria contained in the RFQ, and to short-list the proposals to
the most highly qualified firms for this type of contract. Eleven firms were invited for oral
presentations before the committee on April 28 and April 30, 1998, and all proposals were evaluated
in accordance with the criteria listed in the RFQ:

BACKGROUND:
In accordance with Florida Statute 287,055, known as the "Consultants' Competitive Negotiation
Act", the City of Miami Beach solicited proposals from architecturaVengineering firms to provide
professional services on a rotational basis, for capital projects where the basic construction cost does
not exceed $500,000 per project, and for study activities for which the fee does not exceed $25,000,
The successful firms will be awarded projects on a rotational basis, using the following procedure:
· Contact firms in alphabetical order
· Consider firms' workloads and time commitments to the City's projects
· Make effort to balance the dollar value of the work

Mr. Gonzalez and Mr. Taylor were unable to participate, due to conflicts in their schedule, Mr.
Bartholomew requested replacement, and was replaced by Aurelio Carmenates, Jr, from the Parking
Department. Mr. Shockey was selected as the Chair of this committee at its first meeting, but
excused himself from further participation due to a heavy workload, Mr. David Cates, representing
the Public Works Department, was named as his replacement.
The first Evaluation Committee meeting was held on February 20, 1998, At that meeting it was
decided that the committee members would review all 26 proposals and be prepared to short-list the
proposals at the next meeting, The second meeting was held on March 27, 1998, but only three
committee members were present. The members who were present submitted the names of the
thirteen firms they had ranked as finalists, and the absent committee members were requested to
submit their top-ranked firms by facsimile, The eleven firms receiving four or more votes were
short-listed for oral presentations,

on April 28 and April 30, 1998, After the presentations, each proposal was evaluated in accordance

Suarez for mechanical/electrical engineering; Donnell, Duquesne & Albasia for structural
engineering; and Manuel Vera, PE for surveying, B&A, which will be led by Fernando Alonso, PE,
with support from in-house personnel, has worked previously with all three firms,
B&A has extensive experience in handling general AlE consultant contracts, and has successfully
completed several contracts for the City of Miami Beach over the last four years, including:

throughout the firm's history, They have joined with the following subconsultants in submitting
their proposal: Hufsey-Nicolaides-Garcia-Suarez Associates for mechanical, electrical and plumbing
engineering services; Designhaus International, Inc, for architectural interior design services;
Precision Engineering, Inc, for land surveying; Allied Management Engineering, Inc, for cost
estimating; Rosenberg Design Group for landscape architectural services; Tom Graboski &
Associates for graphic design; Professional Service Industries, Inc, for geotechnical and materials
testing services; Acentech, Inc. for acoustic/noise abatement consulting; Florida Engineering

Beach, South Miami, Coral Gables, Opa-Iocka, Sweetwater and the Town of Medley,

This is a civil/structural engineering and land surveying firm established in 1981, with extensive
experience in planning, design, and construction of airport, commercial, industrial, resort and
residential facilities, as well as transportation projects including highways, bridges, rapid transit, and
parking facilities, They have assembled a team which includes: Fernandez-Knight for general

+ Rogers Design Studio, Inc, for landscape architecture; Williams, Hatfield & Stoner, Inc" SDM

those which may be awarded as part of this contract include: miscellaneous services at FlU;
renovation of a Safe Space-Spouse Abuse Center for the County; renovation at the Dade County
Courthouse; security improvements at the North Dade Detention Center; repairs and restoration of
the City Hall of Coral Gables; an ADA compliance analysis at the City Hall of South Miami; and
various renovation/repair projects to over 100 buildings for the Key West Naval Air Station,
REG Architects. Inc.
Since 1988 this firm has developed extensive experience in consensus building and in the
development of government community-oriented facilities, with particular experience in projects
with budgets up to $500,000, Since 1991 they have also pursued space planning and interior design
work, with the addition of a new division,
REG has assembled a team which includes: CRA Clarke, Inc, for structural engineering; UCI
Engineering, Inc. for M/E/P engineering; URG for landscape architecture; and Kimley Horn &
Associates for civil engineering. REG currently has a working relationship with the City of Miami
Beach, with 11 park projects underway as part of the Parks Bond Program, They also currently are
engaged in annual continuing services contracts with Palm Beach County and the Palm Beach
County School Board.
In accordance with the terms of the RFQ, the City Manager has reviewed the Evaluation
Committee's recommendation and concurs with its ranking of proposals,
CONCLUSION:
The Mayor and Commission should accept the ranking recommended by the City Manager, and
authorize the Administration to negotiate contracts with the seven top-ranked firms, as named above,
