A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE ISSUANCE OF A CERTIFICATION OF
CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN
TO THE HOUSING AUTHORITY OF THE CITY OF MIAMI
BEACH TO OPERATE A PROGRAM TO ENHANCE THE
QUALITY OF LIFE IN NORTH BEACH IN
COLLABORATION WITH THE MIAMI BEACH POLICE
DEPARTMENT, THE OFFICE OF THE STATE ATTORNEY
AND THE OWNERS OF SIX (6) RESIDENTIAL BUILDINGS,
PROVIDING INCREASED POLICE PROTECTION,
VIGOROUS PROSECUTION OF CRIMINALS, AND
PHYSICAL IMPROVEMENTS TO THE BUILDINGS FOR
IMPROVED SECURITY.
WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's
Consolidated Plan; and
WHEREAS, the Housing Authority of the City of Miami Beach is proposing to submit an
application to the U.S. Department of Housing and Urban Development (U.S. HUD) for funding
under the New Approach Anti-Drug Program to operate a program in collaboration with the Miami
Beach Police Department, the Office of the State Attorney, and the owners of six (6) buildings in
North Beach to provide enhanced police protection, vigorous prosecution of criminals and physical
improvements to the buildings for improved security; and
WHEREAS, U.S. HUD requires that applicants for federal funding under the New Approach
Anti-Drug Program obtain and submit a Certification of Consistency with the Consolidated Plan
from the entitlement jurisdiction where the proposed activity is to be located; and
WHEREAS, the Housing Authority of the City of Miami Beach has submitted a request to
the City for the issuance of the required Certification of Consistency; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a
Certification of Consistency with the Consolidated Plan requires City Commission review and
approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to be
consistent with the City's adopted Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to the Housing
Authority of the City of Miami Beach to operate a program to enhance the quality of life in North
Beach in collaboration with the Miami Beach Police Department, the Office of the State Attorney
and the owners of six (6) residential buildings, providing increased police protection, vigorous
prosecution of criminals, and physical improvements to the buildings for improved security.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On May 27, 1998, the Housing Authority of the City of Miami Beach (Housing Authority) requested
a Certification of Consistency with the City's Consolidated Plan as part of a proposed application
for funding from the U.S. Department of Housing and Urban Development (U.S. HUD) under the
New Approach Anti-Drug Program. The Housing Authority is requesting $250,000 (maximum
allowable grant award) in federal assistance to operate a program to enhance the quality of life in
North Beach by providing increased police protection, vigorous prosecution of criminals, and
physical improvements to participating buildings for improved security. The deadline for
submission of the application to U.S. HUD is June 15, 1998.
The New Approach Anti-Drug Program requires that applicants form partnerships within the
community to provide the services. The Housing Authority is proposing a collaborative program
in partnership with the following sub-grantees: the Miami Beach Police Department, the Office of
the State Attorney, and the owners of six (6) buildings in the North Beach area that receive housing
assistance. The proposed activity is designed to encourage a comprehensive neighborhood-based
approach to crime.

U.s. HUD requires that applicants for funding under the New Approach Anti-Drug Program obtain
and submit a Certification of Consistency with the Consolidated Plan from the entitlement
jurisdiction where the activity is to be located. In accordance with the City's adopted Consolidated
Plan, each request for a Certification of Consistency with the Consolidated Plan requires City
Commission review and approval.
ANAL YSIS:
The Administration has reviewed the proposed activity and has concluded that this proposal is
consistent with the City's adopted Consolidated Plan. The Consolidated Plan identifies long term
objectives under Section 6, "Strategic Plan". The Plan assigns a high priority to providing safety
related services and enhanced police protection to alleviate existing detrimental conditions in the
community.
CONCLUSION:
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, authorizing the issuance of a Certification of
Consistency with the City's Consolidated Plan to the Housing Authority of the City of Miami Beach
to operate a program to enhance the quality of life in North Beach in collaboration with the Miami
Beach Police Department, the Office of the State Attorney and the owners of six (6) residential
buildings, providing increased police protection, vigorous prosecution of criminals, and physical
improvements to the buildings for improved security.
