A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
ADMINISTRATION TO SUBMIT A GRANT APPLICATION TO THE
METROPOLITAN PLANNING ORGANIZATION, UNDER YEAR 2001
MUNICIPAL GRANT PROGRAM, FOR THE DEVELOPMENT OF A
LONG-RANGE PLAN FOR THE ELECTROW AVE SHUTTLE SERVICE, IN
AN AMOUNT NOT TO EXCEED $40,000; AND FURTHER
ACKNOWLEDGING THAT THE REQUIRED TWENTY PERCENT (20%)
MINIMUM LOCAL MATCH WILL BE PROVIDED BY THE MIAMI
BEACH PARKING ENTERPRISE FUND, IF THE GRANT IS AWARDED.
WHEREAS, the City of Miami Beach wishes to submit a grant application to the
Metropolitan Planning Organization (MPO), under the Year 2001 Municipal Grant Program, for the
development of a Long-Range Plan for the Electrowave Shuttle Service (the Plan); and
WHEREAS, the Municipal Grant Program requires that a minimum twenty percent (20%)
local match to any potential MPO funds be provided by all successful municipalities; and
WHEREAS, the City's Parking Enterprise Fund will contribute up to $10,000 toward the
cost of the Plan development; and
WHEREAS, the MPO's deadline for the submission of applications is July 14,2000.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to submit a grant application to the Metropolitan
Planning Organization, under the Year 200 I Municipal Grant Program, for the development of a
Long-Range Plan for the Electrowave Shuttle Service, in an amount not to exceed $40,000; and
further acknowledge that the required twenty percent (20%) minimum local match will be provided
by the Miami Beach Parking Enterprise Fund, ifthe grant is awarded.

ANALYSIS
The Electrowave Shuttle Service has been in operation for two and one-half years (2 Y, years) and
it has become essential that a long-range plan be prepared as soon as possible, for several reasons,
among them:
o To assess the long-term needs for capital and operating funds; plus inventory, depreciation,
and shuttle replacement costs.
o To assess the feasibility of further expanding the service within South Beach in order to
reduce the headways, attract the desired ridership, and help implement and test the "urban
transit village" concept introduced by the Municipal Mobility Plan.
o To assess the feasibility of extending the service to Middle Beach and North Beach.
o To assess the City's ability to absorb a large portion of the operating costs (through the
implementation of a surcharge on parking), and of providing the needed facilities from which
to operate an expanding shuttle fleet.
o To develop a long-term strategy to seek funding from State, Federal, and other sources, and
to create alternate funding sources.

<> To aid the Mayor and City Commission's decision-making process regarding the extent and
intensity oflocal transit service to be offered and funded by the City.
The Miami Beach grant application packet is being prepared by the Transportation/Concurrency
Division staff to meet the MPO's Year 2001 deadline of Friday, July 14,2000. This is a highly
competitive grant which, last year, awarded only transit-related project applications. Our City has
been one of the most successful applicants to this grant source, being awarded six of the seven last
years.
It is estimated that the Electrowave Long-Range Plan will cost no more than $40,000. The MPO's
Municipal Grant Program requires a minimum twenty percent (20%) local match to the above total,
or approximately $10,000, which will be provided by the Miami Beach Parking Enterprise Fund.
The Administration recommends approval of the Resolution, which will be made part of the grant
application packet.
