HomeMy WebLinkAbout2000-23992 RESO / ., RESOLUTION NO. 2000-23992 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS, IN THE AMOUNT OF $470,000, FROM MID-BEACH QUALITY OF LIFE FUNDS FOR THE TRAFFIC CALMING ISLANDS LANDSCAPING PROJECT ON PINE TREE DRIVE AND LA GORCE DRIVE, BETWEEN 51ST STREET AND 62ND STREET. WHEREAS, Miami Dade County has installed twenty-two (22) traffic calming islands at Pine Tree Drive and La Gorce Drive, from 51 " Street to 62nd Street; and WHEREAS, the City desires to enhance the landscaping, and provide irrigation and uplighting for this project; and WHEREAS, funds, in the amount of $470,000, have been identified from Mid-Beach Quality of Life Funds; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby appropriate funds, in the amount of$ 470,000, from Mid-Beach Quality of Life funds for the Traffic Calming Islands Landscaping Project on Pine Tree Drive and La Gorce Drive, between 51 " Street and 62nd Street. Our staff is preparing an agreement to be executed berween the Ciry of Miami Beach and Miami- Dade Counry, which will provide up to $20,000.00 in Secondary Gas Tax funds for the design and installation of landscaping improvements. Please be advised that authorization for the expenditure of these funds for the proposed improvements must be approved by Ihe Ciry of Miami Beach Commission and the Miami-Dade Counry Commission. It is our understanding that the Ciry of Miami Beach will install Ihese improvements and thereafter assume maintenance responsibiliry. The Counry will reimburse the Ciry upon receiving proper Ciry invoices with appropriate support documentation. Accordingly, this Department will prepare an agreement for the Ciry of Miami Beach Commission's approval, and subsequently the agreement will be placed on the agenda for the Board of Counry Commissioners' consideration. TO: FROM: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS: Miami-Dade County has installed twenty-two (22) traffic-calming islands on Pine Tree Drive and La Gorce Drive from 51" Street to 62nd Street. The County's plan for landscaping includes sod and two Foxtail Palms per Median Island as part of a subsequent contract. The City, with the community's input, would prefer a more substantial landscaping plan consisting of trees, shrubs, groundcover, irrigation and uplighting, which would conform to all Miami-Dade County standards. This item was reviewed by the Finance and Citywide Projects Committee and it was recommended that the City vigorously pursue reimbursement of funds for the project from the County. The City met with the Director of Dade County Public Works and staff. As result of this meeting, the County has agreed to provide the City approximately $ 20,000, for the design and installation of landscaping improvements (Attachment No I). Additionally, the County has installed sleeves for future irrigation and uplighting of the islands. City staffhas developed an estimate of probable construction cost in the amount of $470,000 for the traffic calming islands landscaping enhancements (Attachment No.2). The landscape architecture firm of Robert M. Mitchell III, ASLA, under the City rotational consultant contract, has initially met with City staff to discuss preliminary design concepts.
