RESOLUTION NO. 2000-23988
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $ 188,500 FROM
THE PARKING FUND 480 RETAINED EARNINGS ACCOUNT AND
AUTHORIZING THE ESTABLISHMENT OF A WORK ORDER FOR THE
RENOVATION OF OFFICE SPACE IN HISTORIC OLD CITY HALL FOR
THE RELOCATION OF THE ADMINISTRATIVE DIVISION AND
SUPPORT SERVICES OF THE CITY'S PARKING DEPARTMENT TO
HISTORIC OLD CITY HALL, AND THE RELOCATION OF THE
PARKING ENFORCEMENT DIVISION TO NEWLY CONSTRUCTED
OFFICE SPACE AT THE 42ND STREET MUNICIPAL GARAGE.
WHEREAS, on February 15, 1995, the Mayor and City Commission adopted Resolution
No. 95-21494, approving a Lease Agreement between the City and Gazit Meridian, Inc. (Gazit) for
the use of approximately 7,000 square feet of office space to house the City's Parking Department
offices; and
WHEREAS, said Lease Agreement became effective March 1, 1995, and was to expire on
June 30,1998, on March 18,1998, the City exercised an option to renew said Lease Agreement for
a two-year period, which became effective July 1, 1998, and which had an expiration date of June
30,2000; and
WHEREAS, in an effort to minimize the costs related to the leasing of privately owned
property to house City Departments, and in accordance with directives of the Mayor and City
Commission, the Administration has been striving to locate affected departments in City-owned
facilities; and
WHEREAS, the Parking Department was slated to be relocated from its present offices at
777-17th Street, to Historic Old City Hall, effective July 1,2000; and
WHEREAS, on May 10, 2000, the Mayor and City Commission approved a two (2) month
extension of the current Lease Agreement with Gazit, beginning on July 1,2000 and ending on
August 31, 2000, to accommodate the necessary build-out for the Department's move to Historic Old
City Hall; and
WHEREAS, the recently reconstructed I st floor space (South Wing) has been delayed
because of unresolved ADA (American with Disabilities Act) compliance issues; and
WHEREAS, these issues are currently being addressed and all outstanding matters will be
resolved and the required Certificate of Completion will be in place prior to the end of August 2000
to accommodate the Parking Department's move; and
WHEREAS, the Parking Enforcement Division will be relocated to the newly constructed
ofice space at the 42nd Street Municipal Garage; and
WHEREAS, the proposed construction project and relocation costs for the Parking
Department offices at the Old City Hall and the 42nd Street Municipal Garage, respectively, is
estimated at $188,500, including the renovation of both the first and eighth floors of Historic Old
City Hall; security systems, phones and computer wiring, modular furniture and moving expenses;
and a 10% contingency which has been included in the estimate to handle any unforseen additional
work.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve the appropriation of $ 188,500 from the Parking Fund 480 retained earnings
account, and authorizing the establishment of a work order for the renovation of office space in
historic old city hall for the relocation of the administrative division and support services of the
City's Parking Department to Historic Old City Hall, and the relocation of the Parking Enforcement
Division to newly constructed office space at the 42nd Street Municipal Garage.

ANALYSIS:
On February 15, 1995 the Mayor and City Commission adopted Resolution No. 95-21494 approving
a Lease Agreement between the City of Miami Beach and Gazit Meridian, Inc. (Gazit) for the use
of approximately 7,000 square feet of office space to house the City's Parking Department offices.
Said Lease Agreement became effective March 1, 1995 and was to expire on June 30, 1998. On
March 18, 1998 the City exercised an option to renew said Lease Agreement for a two-year period
which became effective July 1, 1998 and which had an expiration date of June 30, 2000.
On May 10,2000, the Mayor and City Commission approved a two (2) month extension of the
current Lease Agreement for the Parking Department with Gazit Meridian beginning on July 1,
2000 and ending on August 31, 2000, to accommodate the necessary build out for the Department's
move to Historic Old City Hall.

In an effort to minimize the costs related to the leasing of privately owned property to house City
Departments, and in accordance with directives of the Mayor and City Commission, the
Administration has been striving to locate affected departments in City-owned facilities. As such
the Parking Department was slated to relocate from their present offices at 777 -17th Street (being
leased from Gazit) to Historic City Hall, effective July 1,2000. The Department was to relocate its
executive offices to the 8th floor Historic City Hall space (currently occupied by Frankel and
Associates and to be relinquished on June 15,2000) and the Administrative and Support Services
to the south wing of the 1st floor of Historic Old City Hall (previously occupied by Iramco, Inc.).
The Parking Department currently pays monthly rent to Gazit Meridian in the amount of
$10,098.32, or a total of$121,180 per year. It is estimated that the monthly rent for the Historic Old
City Hall space for the Parking Department will be limited to common area maintenance costs
currently estimated at $13.00 per square foot. Based on first floor square footage of2,449 and eighth
floor square footage of 1,350 feet, this amounts to an estimated annual cost of $49,387.00.
The recently reconstructed 1 st floor space (south wing has) requires additional improvements to
remedy ADA (American with Disabilities Act) compliance issues. These issues are currently being
addressed and all outstanding matters will be resolved and the required Certificate of Completion
will be in place prior to the end of August 2000 to accommodate the Parking Department move.
As a component ofthe renovations to the 42nd Street Municipal Garage, Parking Department office
space was constructed to house the Parking Enforcement Division and On-Street Operations
Supervisors. These employees are currently housed in the Parking Department offices at 777 -17th
Street. The office space at the 42nd Street Garage will only require the payment of utilities, cleaning
and maintenance costs.
The proposed construction project and relocation costs for the Department at the Old City Hall and
42nd Street Municipal Garage is estimated at $188,500. This includes the renovation of both the
first and eighth floors of Historic Old City Hall; security systems, phones and computer wiring,
modular furniture and moving expenses. A 10% contingency has been included in the estimate to
handle any unforeseen additional work.
The Administration recommends that the Mayor and City Commission appropriate $188,500 from
the Parking fund 480 retained earnings account to fund the costs of the renovation of this space and
the relocation of the Parking Department to both Historic Old City Hall, and the new office space
at the 42nd Street Municipal Garage.
