A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
THE FIRST AMENDMENT TO THE AGREEMENT BETWEEN THE
CITY OF MIAMI BEACH AND URBAN RESOURCE GROUP (URG)
FOR ARCHITECTURAL/ENGINEERING SERVICES FOR THE
VENETIAN CAUSEWAY MASTER PLAN, IN AN AMOUNT NOT TO
EXCEED $130,000, FOR LAND SURVEYING SERVICES; AND
AUTHORIZING AN INCREASE IN THE APPROPRIATION TO
WORK ORDER 2127 FROM THE WATER AND SEWER
ENTERPRISE FUND
WHEREAS, pursuant to RFLI No. 40-95/96 for Professional Landscape Architectural!
Engineering Services for Master Planning for the Venetian Causeway and Perimeter Roads, on
November 20, 1996, the Mayor and City Commission authorized the execution of an Agreement
with Urban Resource Group (URG), as the top ranked proposer, in the initial amount of $101,500,
for the preparation of a Master Plan for improvements on the Venetian Causeway and perimeter
roads (Agreement); and
WHEREAS, the Agreement also provides for the preparation of construction documents
upon completion of the Master Plan; and
WHEREAS, the Master Plan has been completed and a survey of the project area is required
as an initial step in preparing the construction documents; and
WHEREAS, the cost for performing the survey is an amount not to exceed $130,000; and
WHEREAS, funding, in the amount of $130,000 is available from the Water and Sewer
Enterprise Fund to be reimbursed by future storm water bonds, future water and sewer bonds and
other sources.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk
are herein authorized to execute the attached First Amendment to the Agreement between the City
of Miami Beach and Urban Resource Group (URG) for Architectural!Engineering Services for the
Venetian Causeway Master Plan, in an amount not to exceed $130,000, for land surveying services;
and that an increase in the appropriation to Work Order 2127, from the Water and Sewer Enterprise
Fund, is also herein authorized.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On November 20, 1996, the City Commission authorized the execution of an agreement with Urban
Resource Group (URG) for the preparation of a master plan for improvements on the Venetian
Causeway and perimeter roads. Following several neighborhood workshop meetings with residents
of the islands, URG has developed a master plan for recommended improvements on the Venetian
Causeway and perimeter roads. The improvements contained in the master plan include
reconfiguration and reconstruction of the roadway, rehabilitation and upgrades to the water, sanitary
sewer and storm drainage systems and beautification elements such as paving and landscaping along
the causeway and perimeter roads. As part of this effort, the electric, telephone and cable companies
have prepared engineering cost estimates for the underground conversion of existing overhead
distribution facilities.
The master plan was presented to the Finance and Citywide Projects Committee on April 7, 1998.
The committee recommended that the City proceed with the.survey for the project. The committee's
report was accepted by the City Commission at the April 15, 1998 commission meeting.
Additionally, this project is included in the Capital Improvements Program (CIP). Approval of the
project and funding will be addressed when the City Commission takes action in relation to
individual projects in the CJP.

The proposed improvements are recommended to be implemented in two phases. Phase I addresses
improvements to the Venetian Causeway and is recommended to be constructed while the western
entrance of the causeway is closed and the west bascule bridge is under construction. The total
estimated cost for Phase I can be up to $8 million. Phase II addresses improvements on Belle Isle,
Rivo Alto, DiLido and San Marco Islands and the total estimated cost for this phase of the project
can be up to $23 million. The City is pursuing funding from the Metropolitan Planning Organization
and other sources to help pay for the causeway improvements.
ANAL YSIS:
The survey is required as the initial step in proceeding with the preparation of construction
documents. The survey will encompass the entire project area and includes the causeway as well
as the islands. The cost to perform the survey is an amount not to exceed $130,000. Funding is
available from the Water and Sewer Enterprise Fund and will be reimbursed by future stormwater
bonds, future water and sewer bonds and other sources, including funding from Miami-Dade County
for this project.
CONCLUSION:
Approval of the Resolution will allow for the survey for the project area which is needed in order
to develop construction documents.

SERVICES FOR THE VENETIAN CAUSEWAY MASTER PLAN
This First Amendment, dated as of :J U "'8 3 (l/), 1998, to that certain Agreement, dated
February 13, 1997, by and between the City of Miami Beach, Florida (City) and Urban Resource
Group (Consultant) (Agreement).
WHEREAS, the Agreement provides for the preparation of a Master Plan for improvements
on the Venetian Causeway and perimeter roads; and
WHEREAS, the Agreement also provides for the preparation of construction documents
upon completion of the Master Plan; and
WHEREAS, the Master Plan has been completed and a survey of the project area is required
as an initial step in preparing construction documents; and
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this First
Amendment.
2. MODIFICATIONS
The Agreement is amended as follows:
a. Exhibit "A," entitled Scope of Services/Compensation, is amended to add the
following at the end of Exhibit "A":
Field Survey
The Consultant will coordinate with the City of Miami Beach to
obtain available survey information.
The Consultant will place and locate up to twelve aerial targets within
the proiect area. Targets will be placed as required by Southern
Resources Mapping. Inc. for their use in providing Raster aerial
imagery. Actual aerial photography will be submitted and negotiated
within the construction documentation phase.
Baseline/center line - The FDOT's baseline will be re-established
along the Venetian Causeway (approx. 6400') from the east end of
San Marco Island (approx. sta 92+00) to the east end of Belle Island
(approx. sta 156+00). Ground control for the four islands: San
Marino. Di Lido. Rivo Alto and Belle Islands. will be established by
running a traverse around each island. Permanent ground control
points (40) will be established for each traverse for later recovery and
use by the contractor during the construction of the project. A
centerline of construction for each roadway (approx. 19.500') will be
calculated.
Bench Levels - A bench level run will be made through the four
islands and sixteen permanent bench marks will be established within
the limits of the project. These bench marks will be established
outside the limits of construction. were possible. and will be
referenced to the proposed center line of construction by station and
offset.
Roadway Cross Sections - Existing roadway cross sections will be
taken at 100' intervals for roadways on all four islands as well as the
FDOT baseline of survey. Three cross sections. at locations as
determined by the engineer. will be taken on each of the five spoil
islands located within the limits of the project. Supplemental
elevations will be obtained at the right of way line along the
approximate centerline of each driveway and at 5 feet into accessible
driveways on private property
Drainage Survey - The location. size. rim and invert elevations will
be obtained for accessible drainage structures. side drains. cross
drains and out falls within the project limits.
Utilities - The Horizontal location on the above ground features
associated with the existing underground utilities will be located. This
would include valves. meter boxes. manholes. utility poles and splice
boxes. Underground information would be limited to obtaining invert
elevations on the existing gravity flow sewer system.
All survey work will be performed using Miami Beach Datum.
All finalized digital survey information shall be delivered to the City
in a format that will enable this information to be automatically
loaded into the City's Geographic Information System.
Compensation for Field Survey services shall be a lump sum amount
of one hundred and thirty thousand dollars ($130.000).
b. Exhibit "B," entitled Time of Completion, is amended to add the following
at the end of Exhibit "B":
The Survey shall be delivered within 120 (one hundred and twenty)
working days from Notice to Proceed.
3. OTHER PROVISIONS.
All other provisions of the Agreement, as amended, are unchanged.
4. RATIFICATION.
The City and Consultant ratify the terms of the Agreement, as amended, as modified by this
First Amendment.
IN WITNESS WHEREOF, the parties hereto have caused this First Amendment to be
executed in their names by their duly authoriz officials as of the date first set forth above.
