AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICE AGREEMENT BETWEEN
THE CITY OF MIAMI BEACH, FLORIDA AND ARTS FOR LEARNING/MIAMI, INC.,
FOR MIAMI BEACH ARTS EDUCATION SERVICES, EXERCISING THE CITY'S
OPTION TO EXTEND THE AGREEMENT FOR ONE YEAR COMMENCING ON
OCTOBER 1, 2006 AND ENDING ON SEPTEMBER 30, 2007; AND FURTHER
AMENDING SECTION 2 OF THE AGREEMENT, ENTITLED "SCOPE OF WORK",
SECTION 3.1, ENTITLED "FIXED FEE", AND SECTION 4.4, ENTITLED "TIME OF
COMPLETION."
This Amendnwnt No.1 to the Professional Services Agreement, is made and
entered into this J.![!!.day of th.. 77J I; (-r1Z- , 2006, by and between the CITY OF
MIAMI BEACH, FLORIDA, a municipal corporation having its principal office at 1700
Convention Center Drive, Miami Beach, Florida, 33139 (City), and ARTS FOR
LEARNING/MIAMI, INC., a Florida corporation, whose address is 1900 Biscayne Blvd.,
Suite 201, Miami, Florida, 33132 (hereinafter referred to as Consultant).
RECITALS
WHEREAS, on January 11, 2006, the Mayor and City Commission approved
Resolution No. 2006 - 26096, authorizing the Mayor and City Clerk to execute a
Professional Services Agreement with Consultant to provide after school and summer
camp arts education programs at various City parks, public schools, and day care
centers (as determined by the City Administration) for the remainder of Fiscal Year
2005/2006, in the amount of $50,000 (the Agreement); and
WHEREAS, the City has the option, at its sole discretion, to extend said
Agreement for one additional year, contingent upon funding availability; and
WHEREAS, on September 21, 2006, the Mayor and City Commission approved
the City's Fiscal Year 2006/07 Budget which included funding available to extend and
expand arts integrations services and programming of said Agreement for one additional
year.
NOW, THEREFORE, in consideration of the mutual premises, covenants and
agreements herein contained, and other good and valuable consideration, in receipt and
adequacy of which are hereby acknowledged and intending to be legally bound, the City
and Consultant hereby amend the Agreement as follows:
1. The renewal term shall commence on October 1, 2006, and shall end on
September 30,2007.
2. Consultant shall complete the Scope of Work (Services), attached and
incorporated as Exhibit "A" hereto. Said Scope of Work shall be
completed by no later than September 30,2007.
3. Consultant shall be compensated by the City for those Services provided
and satisfactorily performed, as set forth in Exhibit "A", during the term
herein, for a fee not to exceed one hundred seventy two thousand
nine hundred and twenty dollars ($172,920), inclusive of Reimbursable
Expenses and any other consultants necessary to complete the Scope of
Work described in Exhibit "A".

Dear Gary,
Arts for Learning is thrilled to expand its arts integration services and programming to City
of Miami Beach early childhood, school, after school, and park programs. Our vision is to
provide comprehensive arts-in-education services to the City of Miami Beach so that each
child has the opportunity to learn in and through the arts from preK-12lh grade.
Through its contract with the City of Miami Beach, Arts for Learning will provide quality
programming to eight Miami Beach preschools, six public schools, and three parks. The
contract with the City of Miami Beach will also support programming offered through the
MB Cultural Arts Council Grant. The following is a summary of the proposed program
offerings, sites, and direct funding sources.

In addition, I have enclosed a program summary and revised budget for contracted
services. The revised amount reflects the city's requested revisions for the parks program
and the adjustments related to the Miami Beach Cultural Arts Council grant.
Thank you again for your leadership in recognizing the value, power and impact the arts
have on student learning, development, and achievement.
The artist residency component is offered by professional Arts for Learning teaching artists
specialized in visual arts, drama, dance/movement and/or music. The artists participate in
the professional development training sessions with the teachers to facilitate residency
planning and visit the centers offering continued arts instruction, role-modeling and
coaching for teachers beyond the professional development workshops.
SWTA enables teachers and parents to create meaningful learning experiences for young
children utilizing visual arts, creative movement, creative drama, and music.
Children Around the World, Happy Kids Childcare Center, King's Kids Palace, Rainbow
Miami Beach, Stars Learning Center, Montessori School Temple Beth, Montessori
Academy of St. John, and the Abbot School have made a commitment to participate in the
Early GET smART program.
After-School. Parks & Summer Camps
To reach students beyond the school day, A4L partners with Miami-Dade County Public
Schools, community based organizations, local government agencies, and cultural leaders,
such as the Miami Performing Arts Center to provide arts-based summer and after-school
programming throughout Miami-Dade County. A4L programs teach life and communication
skills, support literacy goals, foster self-discovery, and build self-esteem. Professional
visual and performing artists, writers, choreographers, and directors work with students to
explore selected themes, ideas and concepts through their art making.
National research demonstrates a strong positive correlation between children who are
engaged in 3+ hours of arts instruction and their academic and social success. Combined
with their Miami-Dade County Public school program, children enrolled in this program may
receive more than five hours of arts integrated instruction on a weekly basis.
During the 2006-2007 school year, A4L will offer the City of Miami Beach high quality
sequential arts instruction to children eight to twelve years of age enrolled in after care
programs at Biscayne and Treasure Island Elementary. In addition, Arts for Learning will
offer programming at three Miami Beach Park sites. These sites include Flamingo, North
Shore, and Scott Rakow.
For this after-school program, A4L will work with visual and performing artists to implement
year long residencies. Through these residencies, children will receive up to four hours of
out of school arts instruction per week. At Treasure Island and Biscayne, students will
receive programming for two hours on two different days a week.
For the parks program, Arts for Learning has created a tailored program to best
complement existing programming. At Flamingo Park, children will receive 1 hour of
programming, 3 afternoons per week. At three classes per week, the program will serve as
many as 60 children at the site. Children at this site will have the opportunity to participate
in a dancing and drumming program. At North Shore, Arts for Learning will offer a
performing arts program. At this site, Arts for Learning will offer a 1.5 hour class, two days
per week. Lastly, at the Scott Rakow Center, A4L will offer visual arts programming for 1.5
hours, two days per week. At both these sites, Arts for Learning will serve as many as 40
children (20 children per class). In addition to weekly programming, Arts for Learning will
work with park staff to co-present a culminating event and/or performance to showcase
student work.

development, classroom teachers, art specialists, and A4L teaching artists work to
develop best practices in arts integration. Over 90 percent of participating teachers
have reported improved student engagement as a result of the Get smART
program.
Three schools have made a commitment to participate in the GET smART
program. These schools include Fienberg Fisher Elementary, North Beach
Elementary, and Treasure Island Elementary.
· The Teacher Resource Residency Program (grades 4-8). The Teacher
Resource Program was developed as a joint undertaking with the Miami
Performing Arts Center. For this program, a self-contained learning resource kit is
coupled with a related live-arts experience. Currently there are two available kits,
The Drumming and Dancing in the African Diaspora and Jazz in the Americas kit.
Both kits provide a full spectrum of ready to use resources for educators to
implement in their classrooms such as lesson plans, selected novels, musical
instruments, and other audiovisual materials, and an extended artist residency
component.
Nautilus Middle School has made a commitment to participate in this program.
This year Nautilus will be using the Drumming and Dancing in the African Diaspora
kit.
· The Arts for Learning/Live Arts Program (grades K-12). For this offering, A4L
provides the means for educators to collaborate with an A4L cultural institution or
professional artist to incorporate meaningful arts experiences that support their
current teaching practice.
Arts for Learning will offer this component to Miami Beach Senior High School.
Earlv Childhood ProQram
To service Miami Beach's youngest residents, Arts for Learning will offer eight Miami Beach
early childhood centers the Start with the Arts (SWTA) program. Launched in January
2005 in partnership with VSA Arts, SWT A provides a comprehensive program for
advancing early childhood literacy and school readiness by connecting the arts to story
time. Designed for children ages two to five, the program builds upon the existing
preschool curriculum and offers arts activities that focus on five common themes found in
early childhood education: self-awareness, transportation, weather, ecology, and nutrition.
The program provides teacher professional development for all teachers at the participating
centers and classroom resources, artist residencies, and parent workshops for the teachers
of children ages two to five. Each center will also receive the easy to use SWTA Resource
Book which is available in English and/or Spanish and is organized into four thematic
areas: All About Me; How I Go From Here to There; Feeling Hot, Cold and Wet; and The
World Around Me. Each lesson in the resource includes learning objectives, a list of
materials, strategies for including all students, thematically linked books and songs, and a
letter to the families encouraging continuing the activities at home. The brand new
companion book "Start with the Arts at Home" is a 49-page activity guide that provides a
simple presentation of activities parents can do at home with their children. An activity box
will be distributed per participating classroom with essential tools for classroom arts
integration and a parent workshop lead by an A4L teaching artist.

Program Summary

Organizational Overview:
Arts for Learning/Miami's (A4L) is a non-profit organization dedicated to advancing
teaching and learning through the arts and community cultural resources. A group of
business and community leaders established A4L in 2000 as a partnership with Miami-
Dade Cultural Affairs Council, Miami-Dade County Public Schools, and Young
Audiences (the nation's leading provider of arts-in-education services).
A4L believes the arts should be an essential and integral component of every child's
education. A growing body of research demonstrates that student involvement in the arts
is linked to improved academic performance, increased standardized test scores, more
community service and lower drop out rates 1. These positive impacts are even greater
for participating minority, low-income and otherwise academically vulnerable students2.
Through hands-on professional development for teachers and artists, creation and
dissemination of teaching resources, hands-on experiences in the arts, and parent
outreach, A4L delivers a comprehensive system to support teachers and artists to use
the arts to teach reading, math, social studies, and science in early learning, K-12
education, and out-of-school programs. Our vision for Miami-Dade County is to provide
every child the opportunity to experience the power of learning through the arts. Working
to provide city wide services to Miami Beach is a remarkable step in the right direction.
Proposed Services:
School ProQrams
For the 2006-2007 school year, A4L will offer school programming to as many as many
as six Miami Beach schools. Of those, four will receive in-school programming. These
programs include the GET smART, the Teacher Resource Residency, and the Live Arts
program. While they all offer opportunities for teacher professional development, arts
integrated lesson planning, and live arts experiences, each program requires varying
degrees of dedicated time and immersion into the arts integration process from
participating teachers and schools. A short description of each program is provided
below.
· The Get smART (grades K-12). The GET smART program is centered on teacher
professional development. Professional development sessions emphasize

A4L also proposes to provide visual and/or performing arts instruction to campers as part of
a seven-week summer camp program at Flamingo Park in June/July 2007. To best serve
these children, A4L will work closely with the park's staff and draw from all its programming,
resources, and expertise to create a tailored program for this site.
