The purpose of this Letter to Commission is to communicate the results of the Cleanliness
Index and Assessment program for FY06 Quarter 4 (July 1, 2006 to September 30, 2006).
Background
The Miami Beach Public Area Cleanliness Index is an objective measurement of
performance ranging from 1 Nery Clean) to 6 Nery Dirty) and including assessments of
litter, condition of litter/garbage cans, organic matter and fecal matter. The results of the
assessments are used to monitor the impacts of recently implemented initiatives and target
areas for future improvements. The City's goal is to achieve a rating of at least 2 (Clean).
Any area rating worse than 3 (Somewhat Clean) is considered an area of focus, and
departments are requested to prepare action plans regarding these areas of focus.
Summary of the Cleanliness Assessment Results FY 2005/06 QUARTER 4
FY2006/07 Q4 is the first quarter that we are able to compare cleanliness data with the
same quarter from the previous year. Overall the majority of the public areas improved in
comparison from the same quarter in the previous year with the exception of alleys and
waterways. Parks generally remained steady in its scores.
Even though most public areas either achieved their target or were close to achieving their
target, Parks, Sanitation, Parking, and Code Compliance continue to analyze their
cleanliness scores to identify areas of focus. Additional details are provided below.
Positive and Improved Areas
. Parking Lots: The frequency of litter control services in the parking lots was increased.
Also, Sanitation and Parking are working together to strategize and plan the transition of
litter control service to all parking lots to Sanitation.
. Streets / Sidewalks: Overall scores improved throughout all streets and sidewalks,
except for alleys. Also, to assist in continued improvement, increased and enhanced
Sanitation services will be implemented in the FY06/07.
Areas of Focus
. Waterways: Public Works will begin outsourcing the maintenance of the waterways in
FY2006/07 Quarter 2.
. Alleys: Factors affecting the cleanliness scores of alleys are due to litter and the
dumpsters. Sanitation and Code Compliance are working together to further address
the areas. In addition, the service levels for the alleys are being enhanced with new
Sanitation crews and new equipment, which has already been ordered and will be
available in Quarter 2.
. South Pointe Park, Allison Park, Washington Park: - Parks has identified litter control
deficiencies and are working to determine how to address.
. Parking Lots: Even though there was improvement in FY2005/06 Q4, improvement is
still needed in several parking lots, including 6th Street/Meridian, 16th StreetlWest
Avenue, and 75th Street/ Collins Avenue parking lot. The Parking department is
continuing to evaluate and determine what necessary action plans to improve the
cleanliness of these parking lots.
. Fecal Matter outside of Bark Parks: Parks' cleanliness scores are affected by fecal
matter, especially in those parks (Flamingo Park and Pinetree Park) that contain a bark
park. Parks are looking into various methods in addressing this issue.
