HomeMy WebLinkAbout2006-26411 Reso RESOLUTION NO. 2006-26411 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS, IN THE AMOUNT OF $622,000, FROM THE 2006 GULF BREEZE LOAN FUND, FOR PROFESSIONAL SERVICES FOR CITYWIDE SANITARY SEWER IMPROVEMENT PROJECTS AND ENGINEERING SERVICES RELATED TO THE CITY SANITARY SEWER COLLECTION AND TRANSMISSION SYSTEM STUDY, AS REQUIRED BY THE DEPARTMENT OF ENVIRONMENTAL RESOURCES MANAGEMENT (DERM), PURSUANT TO THE AGREEMENT BETWEEN THE CITY AND CAMP DRESSER MCKEE, DATED DECEMBER 12, 2002. WHEREAS, on December 11, 2002, the City approved and authorized the execution of a Professional Services Agreement with Camp Dresser McKee (COM), with a maximum compensation limit of $ 1,000,000; and WHEREAS, on April 21, 2006, the City authorized COM to proceed with work relative to the DERM-required Sanitary Sewer Evaluation Survey (SSES) flow monitoring and post rehabilitation report; and WHEREAS, on July 12, 2006, the City Commission adopted Resolution No. 2006-26272 which approved Amendment No. 1 to the Professional Services Agreement, increasing the original Professional Services Agreement not to exceed compensation amount from $ 1,000,000, to $ 2,000,000; and WHEREAS, funding, in the amount of $ 622,000, is available from the 2006 Gulf Breeze Loan Fund (as approved pursuant to Resolution No. 2006-26153); and WHEREAS, appropriation of an additional $ 622,000 from the 2006 Gulf Breeze Loan Fund is needed in order to complete the Professional Services for Citywide Sanitary Sewer Improvement Projects for Engineering Services related to the City Sanitation Sewer and Transmission System Study. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the appropriation of funds, in the amount $622,000, from the 2006 Gulf Breeze Loan Fund, for Professional Services for Citywide Sanitary Sewer Improvement Projects and Engineering Services related to the City Sanitary Sewer Collection and Transmission System Study, as required by the Department of Environmental Resources Management (DERM), pursuant to the Agreement between the City and Camp Dresser Mc~e'1 dated December 12, 2002. Item Summary/Recommendation: On December 11, 2002, the City of Miami Beach authorized a Professional Services Agreement (PSA), Service Order No.1, with CDM pursuant to Request for Qualifications (RFQ) No. 35-00101 (Resolution No. 2002-25086) for Citywide Sanitary Sewer Improvements Projects, The PSA established a maximum compensation limit of $622,000, unless amended by the City Commission. On July 12, 2006 the City Commission approved the execution of Amendment Number 1 to the Agreement between the City and CDM increasing the PSA limit from $1,000,000 to $2,000,000. Approval of this appropriation request would fund $622,000 of the $1,000,000 required in Amendment 1 of the PSA with the balance to be funded from the Department's operating budget. CDM will assist the City to comply with its technical and regulatory obligations as a Volume Sewer Customer (VSC) of the Miami-Dade County Water and Sewer Department (WASD). As such, the City must comply with the requirements set forth in the VSC Ordinance 96-166 of the County, subsequently incorporated into Section 24-42.2 of the County Code. The Administration recommends approval of the Resolution. Approval of this appropriation requests would fund $620,000 of the $1,000,000 required in Amendment 1 of the PSA with the balance to be funded from the Department's operating budget.
