In a previous LTC, the Mayor and City Commission were provided the detailed plans for
relocation of parking currently provided behind the City Hall both for Administrative staff and
the Mayor and City Commissioners. The purpose of this LTC is to be as clear as possible
for all potentially affected parties on the nature of parking enforcement during the
construction activities for the multi-purpose municipal parking facility.
As the parking facility construction will temporarily remove from availability a large block of
parking, enforcement of the temporary parking provisions and assignments will need to be
consistently stringent.
In the initial phases of the relocation, the designated Mayor and City Commission parking
spots on 1 th Street immediately to the south of City Hall (adjacent to the City Hall Christmas
tree) will be attended to assure that no one other than the Mayor and respective City
Commissioners use the available spaces. Initially, the attendant will only allow the Mayor
and City Commissioners into this parking area and eventually when the attendant is
withdrawn; persons found in this area for any reason will be ticketed and/or towed by
Parking Enforcement.
Again, because of the overall scarcity of parking in the area during construction, the current
practice of allowing aides, office staff or others to use designated City Commission spaces
will no longer be an option.
Parking Enforcement on Convention Center Drive, where specific public parking and
handicap parking spaces have been created, will also be stringently enforced. As
Administrative staff has been specifically directed into the 1 ih Street Garage, and off of
Convention Center Drive, the Convention Center Drive spaces will be closely monitored to
assure that the intended public and/or handicap users have access to the limited number of
spaces proximate to City Hall.
In the 17th Street Parking Garage, the spaces that have been reselVed for Administrative
Staff are not in the prime public parking areas and will be grouped in one parking bay. As in
the other designated parking areas, the assigned spaces for this parking bay will be strictly
monitored. A number of the spaces will be specifically designated for an individual user by
name to assure that space is available when needed. Other spaces designated for G Decal
Use or specific Department use will also be limited to only those specific persons with the
appropriate decal.

While the enforcement attention may seem overly stringent, unfortunately, it is the only way
in which we can assure a level playing field and equal treatment for all of those individuals
needing parking during the construction of the municipal parking facility. Additional
reminders and some warnings will be provided, however, in very short order after the
reassignment of spaces occurs enforcement efforts will follow.

PARKING ARRANGEMENTS DURING CONSTRUCTION OF MUL TI-PURPOSE
MUNICIPAL PARKING FACILITY

I am pleased to announce that ground breaking and demolition activities associated with the
construction ofthe Multi-Purpose Municipal Parking Facility, to be located immediately West
of City Hall, are anticipated to commence in January of 2007. The construction area will
include the employee parking lot behind City Hall ("City Hall Lot") as well as the smaller
parking lot for the 777 Building. In an effort to minimize the impact to the Mayor and
. Commissioners and the City staff that have assigned parking spaces in the existing surface
lots between City Hall and Meridian Avenue, the following parking accommodations are
proposed:
MAYOR AND COMMISSIONERS:
Assigned parking spaces will be relocated to the handicap parking area presently located
South of City Hall, along 17th Street in what is also known as the "drop-off area". Seven new
assigned parking spaces will be marked out and appropriate reserved parking signage
installed (See attached plan). It should be noted that these spaces are specifically for the
Mayor and Commissioners only. Any vehicle other than a vehicle belonging to the Mayor or
Member of the City Commission will be ticketed and/or towed without exception.
ADMINISTRATION AND SENIOR MANAGEMENT:
Assigned parking spaces, including "G" decals, will be relocated to the ground floor of the
17th Street Parking Garage. Designated spaces will' also be provided for Central Services
and IT service vehicles. ReselVed parking ~ignage will be installed. (See attached plan).
OTHER CITY EMPLOYEES:
Parking will be available at the 17th Street Parking Garage.
HANDICAP SPACES:
Parking spaces will be relocated to Convention Center Drive, between 17th and 18th Streets.
Additional handicap parking is also available at the 17th Street Parking Garage.
CONVENTION CENTER DRIVE PARKING:
With the exception of four reserved parking spaces (City Manager, City Attorney, Central
Services and IT), and six handicap spaces, the majority of parking fronting City Hall will
remain available to the general public.
In order to comply with contractual requirements, independent arrangements are being
made to provide assigned parking to the tenants of the n7 Building at the 1-rm Street
Parking Garage.

Although the project construction fence will be installed around the City Hall Lot in late
December, existing parking will be accessible until the demolition phase comrnences in early
January 2007. With the start of construction activities, the loading dock entrance will be
closed to employees. Access will continue to be provided via the City Hall's rnain entrance
doors in the East side, as well as the stairway and elevator access doors located on the
South breezeway. To allow 24-hour access through the South doors, they will be fitted with
electronic card readers. It is anticipated that substantial completion of the new parking facility
will be achieved in the fourth quarter of calendar year 2008.
Please let me know if you have any questions or comments regarding these proposed
parking arrangements. I would like to make final determinations on this be the end of
December.
