RESOLUTION NO. 2006-26417
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION OF
$95,000.00 FROM THE FY 2006/07 2% RESORT TAX FUND
CONTINGENCY TO THE SOUTH FLORIDA SUPER BOWL HOST
COMMITTEE, IN SUPPORT OF SUPER BOWL XLI.
WHEREAS, South Florida is once again hosting the National Football League's (NFL) Super
Bowl on February 4, 2007, at Dolphin Stadium; and
WHEREAS, the South Florida Super Bowl Host Committee is a private, not-for-profit 501 (c)
(6) that serves as the liaison between the NFL and local planning efforts for the Super Bowl; and
WHEREAS, the City begun planning efforts over a year ago and has had regular meetings
and communication with the Host Committee to ensure that the City is informed and well prepared;
and
WHEREAS, based upon planning efforts, it is anticipated that South Beach will host a large
portion of events that week, and the City has already initiated its major event planning efforts to
ensure proper coordination between and among departments; and
WHEREAS, the NFL Media Center for Super Bowl will be at the Miami Beach Convention
Center, and will be operational from Sunday, January 28th through Monday, February 5, 2007; and
WHEREAS, in the past, the City has assisted in defraying costs, primarily associated with
community wide events and general public services throughout the week.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of
Miami Beach, Florida, hereby authorize the appropriation of ,,$W5, ,000 from the FY 2006/07 2%
Resort Tax Fund Contingency to the South Florida Super Bowl Hqst C<::fmmittee, in support of Super
Bowl XLI. '/ I /

South Florida is once again hosting the National Football Leasue's (NFL) Super Bowl. Super Bowl XLI will
take place on February 4, 2007 at Dolphins Stadium and will be the 9th Super Bowl hosted in South Florida
since 1969.
The City began planning efforts over a year ago and has had regular meetings and communication with the
South Florida Super Bowl Host Committee (Host Committee) to ensure the City is informed and well
prepared. Numerous public and private events will occur the week of Super Bowl throughout the entire tri-
county area. Much of that activity will take place on Miami Beach, specifically South Beach. In order to
accommodate the planned activities, enhanced staffing will begin Tuesday, January 30, 2007. The Miami
Beach Police Department will most likely operate on Alpha/Bravo deployment starting on Thursday,
February 1, 2007 through Monday, February 5, 2007. Ocean Drive will be closed to vehicular traffic from
Thursday, February 1 through Monday, February 5 which will allow the community and visitors easier
access to free activities that will take place along this stretch.
In order to achieve the commitments for the NFL, the Host Committee raises funds from the public and
private sectors. A number of local government agencies, including Miami-Dade County, Broward County,
City of Miami, City of Hollywood and City of Fort Lauderdale have allocated funding and in-kind support to
the Host Committee for Super Bowl XLI. Traditionally, the City of Miami Beach has also appropriated
funding in support of the Super Bowl.
The Administration recommends appropriating $95,000 for the South Florida Super Bowl Host Committee
in support of Super Bowl XLI. The Administration anticipates that in-kind support will also be provided in
su ort of communit wide events and eneral ublic services throu hout the week.

ANALYSIS
South Florida is once again hosting the National Football League's (NFL) Super Bowl. Super
Bowl XLI will take place on February 4, 2007 at Dolphin Stadium and will be the 9th Super
Bowl hosted in South Florida since 1969.
The City began planning efforts over a year ago and has had regular meetings and
communication with the South Florida Super Bowl Host Committee (Host Committee) to
ensure the City is informed and well prepared. The South Florida Super Bowl Host
Committee is a private, not-for-profit 501 c (6) that serves as the liaison between the NFL and
local planning efforts for the Super Bowl. Planning efforts include community outreach,
special events, transportation and logistics management to name a few. In order to achieve
the commitments for the NFL, the Host Committee raises funds from the public and private
sectors. Consistent with Super Bowl XXXIII (1999), a number of local government agencies,
including Miami-Dade County, Broward County, City of Miami, City of Hollywood and City of
Fort Lauderdale have allocated funding and in-kind support to the Host Committee for Super
Bowl XLI. Traditionally, the City of Miami Beach has also appropriated funding in support of
the Super Bowl and to assist in defraying costs associated with Host Committee activity.
At this time, the NFL and Host Committee are in the final planning stage for their events.
Numerous public and private events will occur the week of Super Bowl throughout the entire
tri-county area. As you can imagine, much of that activity will take place on Miami Beach,
specifically South Beach, beginning Monday, January 29,2007. The first major event will
be the Miami-Dade County Media Party on Tuesday, January 30, 2007 on Lummus Park
(sand area) between 7 and 9 streets. Based upon past experience hosting Super Bowls, as
well as other major events, the City has already initiated its major event planning efforts to
ensure proper coordination between and among departments. An added element that is also
being coordinated is the ING Miami Marathon, as well as Boat Show and Yacht and
Brokerage Show, certain portions of which occur during the same time period.
In order to accommodate the planned activities, enhanced staffing will begin Tuesday,
January 30, 2007. The Miami Beach Police Department will most likely operate on
Alpha/Bravo deployment starting on Thursday, February 1, 2007 through Monday, February
5,2007. In addition, Ocean Drive will be closed to vehicular traffic from Thursday, February
1 at 7:00 am through Monday, February 5 at 7:00 am, which will allow the community and
visitors easier access to free activities that will take place in the area. Licensed sidewalk
cafes will also be permitted to extend therr sidewalk cafes to the centerline of the Ocean
Drive during the closure. As part of the street closure, the Host Committee and Motorola
have sponsored an interactive football field on the sand, west of the dune, at 9 street where
the public will be able to take part in "Punt, Pass and Kick" activities throughout the day.
Kiosks will also be placed at every block to promote the Nine (9) Super Bowls hosted by
South Florida. The Host Committee has also agreed to sponsor a lighting project along
Ocean Drive during the week. They are currently investigating methods to make this a
permanent gift to the City.
Additionally, the NFL Media Center for Super Bowl XLI will be at the Miami Beach
Convention Center, and will be operational from Sunday, January 28 through Monday,
February 5,2007.
The following is a list of planned events that the Host Committee has worked with the City to
schedule during Super Bowl weekend with a brief description of the event:

sponsored by the Host Committee for 3,000 NFL credentialed media invited to
the Super Bowl.

. Volleypalooza: Free public event which is part of the South Florida Super
Celebration Series during Super Bowl XLI. This is the 14th Annual Ocean Drive
Magazine model volleyball tournament.

It is important to note that a number of other private events will take place at private venues
throughout the City that are not official NFL or Host Committee events. Attached is a copy of
the events calendar for activity planned throughout South Florida.
In addition to the aforementioned events, the City will also be hosting several television
productions commonly associated with Super Bowl. The following is a list of those

Super Bowl XLI is expected to bring thousands of visitors to our community and generate
more than $350 million in total economic impact for the region. Most of these dollars will be
generated from the 125,000 expected visitors who will patronize hotels, restaurants, stores
and attractions, and indirectly from exposure that leads to increased tourism and business
relocation.
CONCLUSION
In recognition of the amount of events and publicity the City is projected to receive, the
Administration recommends appropriating $95,000 for the South Florida Super Bowl Host
Committee in support of Super Bowl XLI. The Administration anticipates that in-kind support
will also be provided in support of community wide events and general public services
