HomeMy WebLinkAbout2006-26405 Reso RESOLUTION NO. 2006-26405 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE APPROPRIATION OF A CONTRIBUTION FROM THE OCEAN DRIVE ASSOCIATION OF APPROXIMATELY $34,188.00 IN SUPPORT OF THE 2006- 2007 NEW YEAR'S CELEBRATION. WHEREAS, similar to the prior six (6) years, the Ocean Drive Association has approached the City to request participation and sponsorship of a free fireworks show on the beach, east of Lummus Park, at midnight on New Year's Eve; and Ocean Drive will be closed to vehicular traffic beginning on the morning of Saturday, December 30, 2006 and will reopen on Tuesday, January 2, 2007 at 7:00 a.m.; and WHEREAS, while several special events permits have been issued primarily at private venues, no significant crowd attracting event is planned; many Miami Beach nightclubs and hotels, which will be hosting special New Years events; and WHEREAS, the City has been working diligently with the area hotels and nightclubs to ensure that resources and security are appropriately allocated for this weekend; and WHEREAS, due to the popularity of New Year's Eve and its occurrence this year on Sunday evening, the anticipated occupancy levels in Miami Beach are expected to be strong, and as a result, the Ocean Drive Association anticipates many visitors and (similar to prior years) is requesting consideration for a street closure for Saturday, Sunday and Monday; and WHEREAS, in the past, the City has assisted in defraying costs, primarily associated with the fireworks show for the public and other ancillary City services; and WHEREAS, in 2005, the City Commission authorized expenditures up to $36,000.00 to sponsor the fireworks and other associated staffing costs; and WHEREAS, in 2002, 2003 and 2004, the City appropriated similar funding to support the New Year's weekend fireworks and street closure. ANALYSIS The purpose of this memorandum is to provide the Mayor and Commission with an update regarding the New Year's holiday from, Saturday, December 30, 2006 through Tuesday, January 2,2007. Similar to the prior 6 years, the Ocean Drive Association (ODA) has approached the City to request participation and sponsorship of a free fireworks show on the beach east of Lummus Park at midnight on New Year's Eve. Furthermore, ODA has requested to close Ocean Drive to vehicular traffic beginning the morning of Saturday, December 30 and will reopen on Tuesday, January 2 at 7:00 a.m. While several special events are planned primarily at private venues, no significant crowd attracting event is planned. Proposed Ocean Drive Street Closure Because New Year's Eve is on a Sunday evening, the anticipated hotel occupancy levels in Miami Beach are expected to be strong. As a result, the Ocean Drive Association anticipates many visitors, and similar to prior years, is requesting consideration for a street closure for Saturday through Monday. In the past, the City has assisted in defraying costs, primarily associated with the fireworks show for the public and other ancillary City services. In 2005, the City Commission authorized expenditures up to $36,000 to sponsor the fireworks and other related staffing costs. Actual expenditures totaled $26,572. In 2004, the City Commission authorized expenditures up to $45,000 to sponsor the fireworks and other associated staffing costs. Unfortunately, inclement weather caused the City to cancel the fireworks and our contribution to the closure and related activities totaled $28,428. Similarly, in 2003 and 2002, the City allocated under $25,000 to support the New Years weekend fireworks and street closure. Consistent with last year's proportionate share of costs, it is estimated that this year's costs will include the following City services: Police Fire Fireworks (includes clean-up) Public Works (sanitation) Code Total $40,500.00 $18,075.00 $15,000.00 $9,484.00 $4.000.00 $87,059.00 Ocean Drive Association Contribution (53%) (INCLUDING FIREWORKS) $49,188.00 Ocean Drive Association Contribution (EXCLUDING FIREWORKS) $34,188.00 City Contribution (47%) $37,871.00 * Please note that the Ocean Drive Association pays for the New Year's Eve fireworks show directly to the vendor and only pays the City for their percentage of city services. Transportation and Parkina Ocean Drive (5th - 15th streets) will be closed to vehicular traffic beginning the morning of Saturday, December 30th until 7:00 a.m., Tuesday, January 2nd. Shuttle service (The Local) will be operate a normal schedule. The following is the Parking/Park-n-Ride plan (4,200 spaces flat parking rate) for December 31st: Miami Beach - th Street Garage ($10), 12th Street Garage ($8) and 16th Street Garage ($10). The following locations' rates include parking and free shuttle: 1 th Street Garage ($5); 1 th Street lot ($5) and the Preferred lot ($2). Contingency plans will be developed to address any need to alter transportation plans as a result of increases in population and crowd estimates. Business/Residents Notices A community notice will be disseminated to area residents and the entertainment district businesses advising them of the City's traffic plans and information Hotline. Police/Fire/Parkina/San itation/Code Staffina Enhanced staffing levels will be provided during the New Year's weekend. Police and Fire staff will be available on the beach during the fireworks show on New Year's Eve to be able to respond to on-site incidents.
