A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
APPROPRIATION OF $315,000 IN CONCURRENCY MITIGATION
FUNDS FROM NORTH, MIDDLE, AND SOUTH BEACH,
RESPECTIVELY, TO FUND 1.) GENERAL TRAFFIC AND
TRANSPORTATION ENGINEERING CONSULTING SERVICES
CITYWIDE; 2.)TO PERFORM A STRIPING PROJECT THAT
INSTALLS BIKE LANES IN THE NORTH, MIDDLE AND SOUTH
BEACH NEIGHBORHOODS; AND 3.) TO PERFORM A FEASIBILITY
STUDY FOR AN INTERMODAL TRANSIT FACILITY IN NORTH
BEACH.
WHEREAS, to address the increasing traffic congestion Citywide, the
Administration is tasked to continually perform traffic impact analyses and
miscellaneous transportation studies; and
WHEREAS, the current City staffing resources cannot accommodate the
recurrent needs for traffic impact analyses; and
WHEREAS, the scope of these studies focuses primarily on the analysis of
traffic impacts due in great part to new developments and/or redevelopments,
while also looking at strategies to mitigate traffic congestion; and
WHEREAS, in large part, the warranted traffic impact analyses and/or
transportation studies are intricate in nature and required a specialized certified
traffic engineering professional to review and evaluate the feasibility of the
analyses and mitigation alternatives proposed; and
WHEREAS, pursuant to the City's Planning Board's directive at its April 19th
and October 24th, 2006 meetings, City staff has conducted evaluations of the
most conflictive intersections and corridors within the City ("traffic chokepoints");
and
WHEREAS, this analysis was conducted with the intent to identify key
movement deficiencies which impact the level of service at each intersection as
well as develop a list for short and long term improvements, which will optimize
movement and safety; and
WHEREAS, twenty nine (29) intersections were analyzed; and
WHEREAS, recommendations identified direct sustainable solutions which
will unilaterally maximize traffic flow, by maximizing capacity and reducing other
conflicting interests along the ROW; and

WHEREAS, the analyses conducted by staff has yielded that the following
intersections will benefit from the aforementioned short term improvements:
Collins Avenue and 76th, 75th, 74th, 73rd, 72nd, 71st and 69th Streets; and
WHEREAS, these improvements will increase safety and enhance orderly
movement of vehicles and pedestrians; and
WHEREAS, optimization of signal timing and of re-accommodation of transit
facilities on the ROW have already been directed to Miami Dade Traffic
Operations and Miami Dade Transit, respectively, for their review and
consideration; and
WHEREAS, the City's Public Works Department and the Capital Improvement
Program (CIP) Office have been working together to accommodate bikeway
facilities within the CIP ROW improvements; however, there are remaining
corridors which have been identified that can be immediately striped; and
WHEREAS, the City is finalizing the Coastal Communities Transportation
Master Plan (CCTMP) and the Coastal Communities Transit Study (CCTS); and
WHEREAS the CCTMP is analyzing travel patterns and proposing
recommendations to mitigate traffic along the Coastal Communities; and
WHEREAS, in parallel, the Coastal Communities Transit Study (CCTS) is
presently analyzing transit patterns in the interest of consolidating routes along
the A1A corridor, and also improving the service to attract more ridership; and
WHEREAS, the CCTS has identified the North Beach region as a potential
area to accommodate an intermodal facility; and
WHEREAS, the City Administration recommends the appropriation of
$130,000 from Concurrency Mitigation Funds to fund general traffic and
transportation engineering consulting services relative to the aforestated findings;
and
WHEREAS, additionally, the Administration would also recommend
appropriation of $135,000, from Concurrency Mitigation Funds to perform a
Citywide striping project that installs bikes lanes in the North, Middle and South
Beach neighborhoods; and
WHEREAS, the Administration further recommends appropriation of $50,000
from Concurrency Mitigation Funds to perform a feasibility study for an
Intermodal Transit Facility, in an area bounded by Collins Avenue at 69th Street;
Abbott Avenue, at 69th and 72nd Streets; and Harding Avenue at 72nd Street.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby authorize the appropriation of $315,000 in Concurrency
Mitigation Funds from North, Middle, and South Beach, respectively, to fund 1.)
General Traffic and Transportation Engineering Consulting Services Citywide 2.)
to perform a Citywide stripping project that installs bike lanes in North, Middle
and South Beach neighborhoods; and 3.) to perform a feasibility study for an
Intermodal Transit Facility in North Beach.

Due to increasing traffic congestion problems citywide, the City needs to continually perform general
traffic and transportation studies in North, Middle and South Beach, and continue to implement
alternative transportation projects that would mitigate traffic congestion. Funds will be used as follows:
. Review of citywide development/redevelopment traffic impact studies at a cost of $65,000
. General traffic and transportation engineering at a cost of $65,000.
. Install Bike Lane at a cost of $135,000.
. Intermodal transit facility feasibility study in North Beach not to exceed $50,000.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
To address the increasing traffic congestion citywide the City Administration is tasked to
continually perform traffic impact analyses and miscellaneous transportation studies. The
current City staffing resources cannot accommodate the current needs for traffic impact
analysis. The scope of these studies focuses primarily on the analysis of traffic impacts due
in great part to new developments and/or redevelopments, while also looking at strategies to
mitigate traffic congestion. The mitigation alternatives evaluated include, but are not limited
to level of service enhancements at selected intersections, upgrade of pedestrian
features(crosswalks and pedestrian corridors); and improvements in operational studies at
selected intersections and corridors.
The warranted traffic impact analyses and/or transportation studies are intricate in nature
and required a specialized certified traffic engineering professional to review and evaluate
the feasibility of the analyses and mitigation alternatives proposed. These consultants are
generally hired on an as-needed basis from the City's consultant rotational list.
Bikeway Network
In the interest of moving forward with the City's vision to improve and/or maintain traffic flow
the administration has engaged in an aggressive program to accommodate bicycle facilities
citywide. The Transportation Division has developed a draft Bicycle Master Plan which has
received the support of the Mayor's Blue Ribbon Bicycle Committee, and the Transportation
and Parking Committee. A large number of these facilities fall within the existing
Neighborhood Improvement Program.
The Public Works Department and the Capital Improvement Program Office have been
working, in a collaborative effort to accommodate a large part of these facilities within the
CIP ROW improvements. However, there are remaining corridors which have been identified
that can be immediately striped. These corridors are the following: 72nd Street between
Dickens Avenue and Collins Avenue; Prairie Avenue, between 28th and 40th Streets, and 16th
Street between Bay Road and Washington Avenue (Exhibit B).
Intermodal Transit Facility
The City is finalizing the Coastal Communities Transportation Master Plan (CCTMP) and the
Coastal Communities Transit Study (CCTS). The CCTMP is analyzing travel patterns and
proposing recommendations to mitigate traffic along the Barrier Island. The CCTMP has
developed data which suggests that highest number of transfers from/to the mainland occur
in North Beach, in an area bounded by Collins Avenue at 69th Street, Abbott Avenue and
69th, 72nd Street and Harding Avenue and 72nd Street and Collins Avenue. Collected Data
suggests that approximately 5,517 riders drop off and are picked up within these blocks.
These are followed by 937 drop off and pick ups at Indian Creek and 41 st Street; 850 on and
offs at Collins and 22nd; and 639 on and offs at Collins and 17th.
In parallel, the Coastal Communities Transit Study (CCTS) is presently analyzing transit
patterns in the interest of consolidating routes along the A 1 A corridor and also improving the
service to attract more ridership. The CCTS has identified the North Beach region as a
potential area to accommodate an intermodal facility (Exhibit C).
This area may become an important location to consolidate routes and make the transit
service more effective. City staff has concluded that the most appropriate course of action at
this time will be to engage a preliminary due diligence study to assess the viability and
feasibility and location of a transfer facility within the aforementioned area. The cost of
conducting that study is approximately $50,000.
CONCLUSION
The Administration recommends approving the Resolution.
