RESOLUTION NO. 2006-26399
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH THE RMPK GROUP, AS THE 2ND RANKED FIRM
PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 19-04/05, FOR
DESIGN, ENGINEERING, PERMITTING, AND CONSTRUCTION
ADMINISTRATION SERVICES FOR THE BICYCLE, PEDESTRIAN AND
GREENWAY PROJECTS, TO BE KNOWN AS THE ATLANTIC GREENWAY
NETWORK (AGN), IN THE AMOUNT OF $608,200; AND APPROPRIATING
$608,200 AND $60,820 IN CONTINGENCY FROM PEOPLE'S
TRANSPORTATION PLAN FUNDS.
WHEREAS, the City is developing a series of bicycle/pedestrian/greenway projects to be
known as the Atlantic Greenway Network (AGN); and
WHEREAS, the AGN is made up of two main trail systems: the Beach Corridors, which
extend in a general northbound/southbound direction, running between the Erosion Control Line and
the dune system; and the Neighborhood Trails, which extend in a general east-west, as well as
north-south, direction through the South, Middle, and North Beach Neighborhoods; and
WHEREAS, the planning/design of the three proposed bike paths, running along Dade
Boulevard and within the Middle and North Beach Neighborhoods, is to be funded by the Miami
Beach share of the Miami-Dade County People's Transportation Plan (PTP) Fund, in the amount of
$861,835, and additional PTP funds will be available for appropriation when/if needed; and
WHEREAS, Request For Qualifications No. 19-04/05 for the Programming, Design,
Construction Documents, Permitting, Bid and Award and Construction Administration Services for
Bicycle, Pedestrian and Greenway Projects to be known as the Atlantic Greenway Network (AGN)
was issued on May 3, 2005, with an opening date of June 7,2005 (the RFQ); and
WHEREAS, two (2) proposals were received in response to the RFQ by the following firms:
. T.Y. Lin Intemational/H.J. Ross;
. The RMPK Group; and
WHEREAS, an Evaluation Committee was appointed by the City Manager via Letter to
Commission (LTC) No. 164-2005, consisting of the following individuals:
. Jordanna Rubin, Environmental Resources Manager (Committee Chair);
. Fernando Vazquez, City Engineer, Public Works Department;
. Thomas Mooney, Planning Department;
. Frederick C. Sake, Attorney, Resident of Miami Beach;
. Jack Ruiz, Miami Beach Bicycle Center; and
WHEREAS, on July 11, 2005, the Evaluation Committee convened and discussed the
qualifications and were provided presentations from the two (2) responsive firms; and
WHEREAS, after evaluation of qualifications and presentations from the two (2) responsive
firms, the Committee members discussed their individual rankings and ranked the two firms
accordingly:
. First: T.Y. Lin Intemational/H.J. Ross;
. Second: The RMPK Group; and
WHEREAS, the City Manager reviewed the Evaluation Committee's recommendation, and
recommended that the Mayor and City Commission accept the Committee's recommendation
relative to the ranking, pursuant to Resolution No. 2005-25964; and
WHEREAS, contract negotiations with T.Y. Lin International/H.J. Ross were unsuccessful,
and negotiations were terminated on June 8, 2006; and
WHEREAS, accordingly, the City Administration proceeded to negotiate with the second-
ranked proposer, RMPK Group, and would hereby recommend that the Mayor and City Commission
approve and authorize the Mayor and City Clerk to execute a Professional Services Agreement with
the firm, in the amount of $608,200, for the design, engineering, permitting, and construction
administration services for the AGN.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
and authorize the Mayor and City Clerk to execute a Professional Services Agreement with The
RMPK Group, as 2nd ranked firm pursuant to Request For Qualifications No. 19-04/05, for design,
engineering, permitting, and construction administration services for the bicycle, pedestrian and
greenway projects to be known as the Atlantic Greenway Network (AGN), in the amount of
$608,200; and appropriating $608,200 and $60, 820 in contingency fro People's Transportation
Plan Funds.

The City of Miami Beach is developing a series of bicycle/pedestrian/greenway projects to be known as
the Atlantic Greenway Network. Request For Qualifications No. 19-04/05 was issued on May 3, 2005
and two (2) proposals were received in response to the RFQ by T.Y. Un International/H.J. Ross and
The RMPK Group. The Evaluation Committee convened and reviewed the qualifications of both firms,
and determined that T.Y. Un International/H.J. Ross was the highest ranked firm. The City Manager
has reviewed the Evaluation Committee's recommendation, and recommended that the Mayor and City
Commission accept the Committee's recommendation relative to the ranking of firms. Contract
negotiations with T.Y. Un International/H.J. Ross were unsuccessful. The negotiations for this specific
project with T.Y. Un InternationaIlH.J. Ross became problematic only as to the scope and associated
pricing. T.Y. Un International/H.J. Ross is still viewed as a very reputable and capable firm that the City
expects to use for future engagements. The City commenced the negotiations with the next highest
ranked proposer, The RMPK Group. The City negotiated a fair and reasonable price with The RMPK
Group based on the scope of services agreed to for the design, engineering, permitting, and
construction administration services for the AGN.
The Administration recommends ado tin the Resolution.

SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANAL YSIS
Request For Qualifications No. 19-04/05 was issued on May 3, 2005 with an opening date of
June 7, 2005. A pre-proposal conference to provide information to firms considering
submitting a response was held on May 19, 2005. Bid Net issued bid notices to one hundred
and thirteen (113) prospective proposers, resulting in thirty-eight (38) proposers requesting
RFQ packages, which resulted in the receipt of the following two (2) proposals from:
.T.Y. Lin International/H.J. Ross
-The RMPK Group
An Evaluation Committee was appointed by the City Manager via Letter to Commission
(LTC) No. 164-2005, consisting of the following individuals:
. Jordanna Rubin, Environmental Resources Manager (Committee Chair);
. Fernando Vazquez, City Engineer, Public Works Department;
. Thomas Mooney, Planning Department;
. Frederick C. Sake, Attorney, Resident of Miami Beach;
. Jack Ruiz, Miami Beach Bicycle Center
After evaluation of qualifications and presentations from the two (2) responsive firms, the
Committee members discussed their individual rankings and ranked the two firms
accordingly:
First: T.Y. Lin International/H.J. Ross;
Second: The RMPK Group;
The City Manager reviewed the Evaluation Committee's recommendation, and
recommended that the Mayor and City Commission accept the Committee's
recommendation, relative to the ranking of firms. The City commenced negotiations with
T.Y. Lin International/H.J. Ross (TY Lin), and was unable to reach a mutual agreement. The
negotiations for this specific project with TY. Lin International/H.J. Ross became
problematic only as to the scope and associated pricing. TY. Lin InternationaIlH.J. Ross is
still viewed as a very reputable and capable firm that the City expects to use for future
engagements. The City then commenced negotiations with the second ranked firm, The
RMPK Group.
The Administration successfully negotiated a fair and reasonable contract price with The
RMPK Group in the amount of $608,200 for the design, engineering, permitting, and
construction administration services of the Atlantic Greenway Network (AGN). The AGN is
made up of two main trail systems; the Beach Corridors, which extend in a general
northbound/southbound direction, running between the erosion control line and the dune
system; and the Neighborhood Trails, which extend in a general east-west as well as north-
south directions through the south, middle, and north beach neighborhoods. Individual
projects will be constructed to create a continuous trail network allowing for alternative
transportation and community enhancement.
The RMPK Group will address two main items in their scope of services. Item one will
include an assessment of the existing Draft Bicycle Master Plan for functionality, mobility,
and safety. The RMPK Group will also provide an action plan for implementation of the Draft
Bicycle Master Plan. Item two will consist of the design and engineering of the Dade
Boulevard Bike Path and the development of construction documents. The fee breakdown
is as follows:

The objectives of the improvements are to support multimodal transportation, link bicycle
and pedestrian destinations, increase pedestrian and bicycle safety, improve trail network
connectivity, eliminate barriers that prevent bicycle trips, and develop future bikeway
corridors. Physical consideration may include, but not be limited to, completing gaps in
service, developing new, conceptual bikeway corridors, as well as on-street improvements to
improve bicycle level of service.
The design of the proposed bike paths, running along Dade Boulevard and within the South,
Middle and North Beach Neighborhoods will be funded by the Miami-Dade County People's
Transportation Program (PTP) funds. There is currently $861,835 available in PTP funds
and the City will be applying for additional funding on an as-need basis.
CONCLUSION
The Administration recommends adopting the resolution.
