A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH GLAVOVIC STUDIO, INC., IN AN AMOUNT NOT TO
EXCEED $472,000, FOR ARCHITECTURAL, ENGINEERING, AND
LANDSCAPE ARCHITECTURE SERVICES FOR THE MASTER PLANNING,
DESIGN, BID AND AWARD, AND CONSTRUCTION ADMINISTRATION
SERVICES FOR THE HISTORIC PRESERVATION, RESTORATION, AND/OR
REHABILITATION OF THE LITTLE ACORN THEATER; THE CARL FISHER
CLUBHOUSE; AND THE DEMOLITION OF THE 21 ST STREET BANDSHELL
(LITTLE STAGE COMPLEX), PURSUANT TO REQUEST FOR
QUALIFICATIONS NO. 26-04/05; AND FURTHER AUTHORIZING THE
ADMINISTRATION TO ISSUE A REQUEST FOR QUALIFICATIONS (RFQ)
FOR A CONSTRUCTION MANAGER AT RISK FIRM (CMR) TO PROVIDE
PRE-CONSTRUCTION SERVICES FOR THE AFORESTATED PROJECT,
WITH FUNDING AVAILABLE FROM THE CITY CENTER RDA CAPITAL FUND
AND PREVIOUSLY APPROPRIATED IN THE FISCAL YEAR (FY) 2006-2007
CAPITAL BUDGET.
WHEREAS the Little Stage Complex is part of the 21 sl Street Community Center, and is
located west of Washington Avenue, and east of Convention Center Drive, on a tract of land
adjacent to an existing linear park along Collins Canal, just south of Dade Boulevard; and
WHEREAS, also located on the site, on the eastern section, is the historic Carl Fisher
Clubhouse, built in 1916 (one year after the incorporation of the City of Miami Beach) as part of Carl
Fisher's private executive golf course, and one of the oldest buildings still standing in the City; and
WHEREAS, in 1937, the Little Acorn Theater, often referred to as the "Little Stage", and the
bandshell were added to this site; and
WHEREAS, the Carl Fisher Clubhouse is an essential structure and partner for the Little
Stage Theater, providing the men's and women's dressing rooms and backstage restrooms forthe
Little Stage Theater, with the remainder of the Clubhouse building suitable as flexible-use and
special event spaces, and linked to productions in the Little Stage Theater, such as post-theater
receptions, workshops, art installations, rehearsals and classes; and
WHEREAS, a pedestrian path running through the site, along the Collins Canal, will
eventually become part of the Miami Beach Atlantic Greenway Network, providing a safe route for
pedestrians and bicycles, and seen as an opportunity to bring people to the site; and
WHEREAS, on June 8, 2005, Resolution No. 2005-25928 was approved, authorizing the
issuance of a Request for Qualifications (RFQ) for the historic preservation, restoration and/or
rehabilitation of the Little Acorn Theater; the Carl Fisher Clubhouse; demolition of the 21 sl Street
bandshell project (Little Stage Complex), and potential recreation improvements adjacent to and/or
part of the site; and
WHEREAS, on June 27,2005, RFQ No. 26-04/05 was issued, resulting in the City's receipt
of five (5) proposals on August 12, 2005; and
WHEREAS, on October 19, 2005, the Mayor and the City Commission authorized the
Administration to negotiate with Glavovic Studio, Inc. as the successful proposer in response to the
RFQ; and
WHEREAS, accordingly, the Administration has negotiated a Professional Services
Agreement with Glavovic Studio, Inc., in an amount not to exceed $472,000, for
architecture/engineering and landscape architecture services for the master planning, design, bid
and award, and construction administration services for the aforestated Project; and
WHEREAS, the Administration recommends the use of the Construction Manager at Risk
(CMR) delivery method as the preferred construction procurement option, due to the historical
preservation nature of the existing facilities; and
WHEREAS, the Administration further requests authorization to issue a RFQ for a CMR to
provide Pre-Construction Services for the aforestated Project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and
authorize the Mayor and City Clerk to execute a Professional Services Agreement with Glavovic
Studio, Inc., in an amount not to exceed $472,000, for architectural, engineering, and landscape
architecture services for the master planning, design, bid and award, and construction
administration services for the historic preservation, restoration, and/or rehabilitation of the Little
Acorn Theater; the Carl Fisher Clubhouse; and the demolition of the 21 sl Street bands hell (The
Little Stage Complex), pursuant to Request for Qualifications No. 26-04/05; and further authorize
the Administration to issue a Request for Qualifications (RFQ) for a Construction Manager at Risk
(CMR) to provide Pre-Construction Services for the aforestated Project, with funding available from
the City Center RDA Capital Fund and previously appropriated in the FY 2006-2007 Capital Budget.

Item Summary/Recommendation:
On June 8, 2005, Resolution No. 2005-25928 was approved, authorizing the issuance of Request for Qualification
(RFQ) No. 2005-25928, for architectural, engineering, urban design, and landscape architecture for the planning,
design, bid and award, and construction administration services for the historic preservation, restoration and/or
rehabilitation of the Little Acorn Theater, the Carl Fisher Clubhouse; and demolition of the 21st Street bandshell project
(Little Stage Complex); and recreation improvements adjacent to and/or part of the site. On June 27,2005, RFQ No.
26-04/05 was issued, resulting in the City's receipt of five (5) qualification packages from respondents on August 12,
2005. On October 19, 2005, the Mayor and the City Commission authorized the Administration to negotiate a
professional services contract with Glavovic Studio Inc., for the Little Stage Complex. The Administration recommends
approval of the attached Resolution awarding a professional services agreement to Glavovic Studio Inc., in an amount
not to exceed $472,000, for architectural, engineering, and landscape architectural services for the design, bid and
award, and construction administration services for the historic preservation, restoration, and/or rehabilitation of the
Little Acorn Theater, Carl Fisher Clubhouse, and demolition ofthe 21st Street bandshell project (Little Stage Complex),
and recreation improvements adjacent to and/or part ofthe site with previously approved funding. Funding is available
from the City Center RDA Capital Fund previously appropriated in the Fiscal Year 2006-2007 Capital Budget. The
Administration also recommends the authorization for the City to issue a Request for Qualifications (RFQ) for
Construction Manager at Risk firms to provide Pre-Construction Services for the scope of services described above.
In December 2005, a full presentation of the skate plaza concept was presented to the Cultural Arts Council (CAC).
The concept was well received and the CAC referred the item for more discussion to the CAC Facilities taskforce
subcommittee. On January 6, 2006, the CAC passed a motion expressing their support for an alternate site and if the
Carl Fisher Clubhouse site is to be pursued as a potential skate plaza/multi-use area, that CAC be involved in the
planning and design.

ANAL YSIS
The Little Stage Complex is part of the 2151 Street Community Center, and is located West of
Washington Avenue, and East of Convention Center Drive, on a tract of land adjacent to an
existing linear park along Collins Canal, just South of Dade Boulevard. The Little Stage
Theater was designed by architect Robert A. Taylor, and completed in 1937. It is managed
by the Department of Tourism and Cultural Development, and has seventy-eight (78) seats.
The theater has been closed due to various ADA violations. Also located on the site on the
Eastern section, is the historic Carl Fisher Clubhouse Building, built in 1916, one year after
the incorporation of the City of Miami Beach, as part of Carl Fisher's private executive golf
course, and one of the oldest buildings still standing in the City. Only later in 1937, was the
Little Acorn Theater, often referred to as the "Little Stage", and the bandshell added to this

site. In 1939, the City of Miami Beach bought the golf course from Fisher Development for
$900,000. Additionally, a historic circular terrazzo plaza is located East of the theater, and
faces the bandshell in the Northeast corner.
On the Southern portion of the site, along Washington Avenue, is the Parks and Recreation
Center, which houses the main offices of the Parks and Recreation Department. On
February 11, 1984, the 2151 Street Community Center became a historic preservation site, by
Resolution 83-17323, adopted on April 20, 1983.
The Carl Fisher Clubhouse is an essential structure and partner for the Little Stage Theater.
The clubhouse provides the men's and women's dressing rooms and the backstage
restrooms for the Little Stage Theater. The remainder of the clubhouse building is best
suited for a flexible-use, and special event space. Programming could include stand alone
events such as lectures, corporate meetings, private receptions, and performances; as well
events linked to productions in the Little Stage Theater, such as post-theater receptions,
workshops, art installations, rehearsals and classes.
The Community Center is utilized by many different groups and ages, from preschoolers to
senior citizens with programs and activities that include dance, gymnastics, and exercise
classes for youth and adults; dance company rehearsals and performances; Miami Beach
High School activities; performing arts summer camp; and City department meetings. The
outdoor plaza and courtyard is used for citywide events, summer camp activities, and also
rented for private functions.
The Community Center site is zoned "CCC"- Convention Center District, and is part of the
City Center Neighborhood, which includes the Bass Museum, Collins Park, and the Cultural
Campus. The District includes the Beach Convention Center, the Jackie Gleason Theater,
the Holocaust Memorial, City Hall, parking lot, the New World Symphony future site, a
parking garage, a parking lot West of the Convention Center, and the Parks and Recreation
Building.
A pedestrian path running through the site, along the Collins Canal, will eventually become
part of the Miami Beach Atlantic Greenway Network. The Greenway will provide a safe route
for pedestrians and bicycles, and is seen as an opportunity to bring people to the site. North
of the canal, Dade Boulevard separates the site from the Miami Beach Senior High School,
and an existing single and multi-family residential zone. Many high school students walk
home from the school, head South on Washington Avenue, and pass by the Eastern border
of the site. Further North, are two Hebrew schools, another high school, and an elementary
school. Further up the road, are the Scott Rakow Youth Center and the Miami Beach Golf
Course. On the South side of the site, the Convention Center hosts regular conventions,
attracting thousands of people, and generating potentially a high level of visibility for the site.
This immediate adjacency is completely under-utilized, and has immediate potential due to
its pedestrian proximity. In addition, the shade coming from the tree existing canopy on the
site provides a pleasant contrast from the hot, busy, West fayade of the Convention Center.
The Feasibility Study previously conducted by the Glavovic Studio included a comprehensive
site analysis, as well as a Planning and Zoning Department's review, that determined the
program of a skate plaza is compatible with this site and its environment. The historic nature
of portions of the site, and the importance of the buildings on the site, contribute to the site's
potential in a positive manner, providing multiple programming opportunities and access.
This small urban space is ideal for youth-oriented activities in downtown public facilities and

will contribute positively to the lives of the local residents. Design considerations that define
the location of the skating environment, along with shared uses, will help alleviate concerns
with the adjacency of the skate plaza, and the historic structures. The site area defined for
skating in the feasibility study concept plan demonstrates that a range of skating and
performance space options can be developed simultaneously. Sound and visual barriers,
accomplished with landscaping, will further support multi-use zones, and serve to isolate the
site from the loading area on the North side of the Convention Center.
The study concluded that the development of the Little Stage Complex site, as a Cultural
Plaza with multi-use zones, that support the skate boarding community, and their families,
and reinforces the cultural programming of the Little Stage Theater and the Parks and
Recreation Department is highly recommended. The specific qualities of the existing site
such as the landscape, the tree canopy providing shade, and the remoteness of the site,
have remained under utilized due to the limited site access and available programming.
