HomeMy WebLinkAbout2006-26396 Reso RESOLUTION NO. 2006-26396 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH NUGROWTH PARTNERS, TO PROVIDE CITYWIDE TRAINING SERVICES FOR LIFE MATTER, LEADERSHIP AT THE SPEED OF TRUST, TEAMBUILDING, CUSTOMER SERVICE, SEVEN HABITS OF HIGHLY EFFECTIVE PEOPLE, AND TEAM/GROUP FACILITATION ON AN 'AS NEEDED' BASIS, FOR THE REMAINDER OF FISCAL YEAR 2006/2007, IN THE AMOUNT OF $40,000, WITH THE OPTION, AT THE CITY'S SOLE DISCRETION, TO EXTEND SAID AGREEMENT FOR ONE ADDITIONAL YEAR, CONTINGENT UPON FUNDING AVAILABILITY. WHEREAS, funding for such a training program was appropriated in the Fiscal Year 06/07 Parking Department budget, in an amount up to $40,000, for the purpose of providing Citywide training services for the remainder of FY 2006/2007; and WHEREAS, these training workshop programs will provide Citywide staff learning opportunities that will support the achievement of Citywide goals; and WHEREAS, the Administration finds it in the best interest of the City to enter into a Professional Services Agreement with NuGrowth Partners to deliver the aforestated Citywide training workshop program; WHEREAS, pursuant to Section 287.057 of the Florida Statutes the aforementioned educational services are exempt from competitive bidding requirements; the selection of NuGrowth Partners is being recommended because it is an effective provider of Team Building, Customer Service, Life Matters training and Team/Group Facilitation services. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor or City Clerk to execute a Professional Services Agreement with NuGrowth Partners to provide Citywide training for Life Matters, Leadership at the Speed of Trust, Teambuilding, Customer Service, Seven Habits of Highly Effective People, and Team/Group Facilitation on an as needed basis (as shall be determined by the City Administration), for the remainder of Fiscal Year 2006/2007, in the amount of $40,000 per year, with the option, at the City Manager's sole discretion, to extend said Agreement for one additional year, contingent upon funding availability. ..\ PASSED and ADOPTED this 6th day of December, 20~6. Item Summary/Recommendation: The Administration recommends approving a professional services agreement with NuGrowth Partners for Citywide Training on an as needed basis for the remainder of fiscal year 2006/2007 in an amount equal to $40,000, with the option at the City Manager's sole discretion, to extend said professional services agreement for additional years contingent upon funds appropriations and program performance evaluations. Programs to be offered include, but are not limited to Team Building, Customer Service, Life Matters, and Group Facilitation Services. Each workshop will be customized to meet specific Citywide needs and linked to the City's Strategic Plan. While pursuant to Section 287.057 of the Florida Statutes the aforementioned services are exempt from competitive bidding requirements, Commission approval of NuGrowth Partners is being recommended because this organization has provided numerous training programs throughout the City during the 2004/2005 and 2005/2006 fiscal year with employee satisfaction through evaluations rating well resulting in increased training participation by employees. ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING Funding is available within the Parking Department account #480.0461.000367. ANAL YSIS The Office of Budget and Performance Improvement (OBPI) facilitates maximization and allocation of resources to achieve measurable results responsive to community needs. A vital effort of the office is to effectuate implementation of results-oriented government, efficiency and customer service-orientation by providing training programs to City employees. As part of this effort, OBPI provides citywide training programs in collaboration with the Parking Department, some of which have been provided by private consulting firms. NuGrowth Partners is a management consulting firm specializing in training programs that are rooted in its growth of both individuals and organizations, helping people to clarify vision, discern passion, and take action to achieve their purpose and goals. The Learning Practice area of focus is led and was founded in 2003 by Barry Rellaford to assist clients in helping grow the people who work in client organizations. Training offerings are customized to meet the specific needs of each client. Using adult/experiential learning principles, NuGrowth Partners facilitates a training environment that is fun, exciting, engaging, dynamic, impactive and for many, life changing. In August 2005, the City partnered with NuGrowth Partners to provide teambuilding training for employees. During the training, 227 employees had the opportunity to refine their knowledge and improve their teambuilding skills. Funding for this training was provided through the Parking Department. Through feedback on training evaluations, staff expressed their interest in having their peers also participate in this training. In FY 05/06, the City partnered with NuGrowth to offer training workshops for: · Life Matters, · Leadership at the Speed of Trust, · Teambuilding, · Accountability, and · Seven Habits of Highly Effective People. Participation in these workshops totaled 649 citywide participants. Total cost for these five workshops and facilitation services for department retreats in FY 05/06 provided by NuGrowth was $40,873.00. While pursuant to Section 287.057 of the Florida Statutes the aforementioned services are exempt from competitive bidding requirements, Commission approval of NuGrowth Partners is being recommended because this organization has provided numerous training programs throughout the City during the 2004/2005 and 2005/2006 fiscal year with employee satisfaction through evaluations rating well resulting in increased training participation by employees. SCOPE OF SERVICES Customization Process for City Needs Each workshop is linked to the relevant Key Intended Outcomes (KIOs), mission, vision, and values contained within the City's Strategic Plan. These required elements are contained in presentation slides and handouts as appropriate. Each workshop has the following process to customize them for the City's needs: 1. Pre-workshop teleconference: the NuGrowth consultant assigned to deliver the workshop participates with a member of the OBPI team to review the course curriculum and its connection to City needs. 2. Workshop delivery: Sessions are introduced by an OBPI staff member and connections are made to the City's Strategic Plan. The workshop is delivered by a NuGrowth consultant with course evaluations administered and collected for all participants. 3. Post-workshop review: Course evaluations are reviewed post-course in a face-to- face or telephone meeting with the NuGrowth consultant and an OBPI team member and suggestions and improvements are incorporated in future sessions. Sponsoring department management participates in these reviews as available. Potential Workshops to be offered Life Matters ™ is a one-day course based on the work of Roger and Rebecca Merrill, co- authors with Stephen R. Covey of First ThinQs First. Life Matters engages groups in the dynamic balance of work, family, time, and money, and is one of the few life-balance offerings that creates a healthy relationship between work and home life. This workshop includes the topics of 1) Defining work/life balance, 2) Determining highest work priorities, 3) Determining highest family priorities, 4) Using time and money wisely to achieve balance. Team/Group Facilitation services. We provide group facilitation processes for use with intact work teams and other groups. This includes departmental retreats, organizational visioning, team building, facilitation skills, and planning/workout sessions. These sessions can include debriefing feedback instruments, such as customer satisfaction surveys, Franklin Covey's xQ tool, and other 360 instruments. Each of these sessions is fully customized to achieve the goals, meet the needs, and engage the participants involved. Customer Service helps people understand the importance and practicality of providing excellent customer service. Participants interact and practice customized scenarios that help them develop the desired behaviors. This is delivered in the City in 3 Y:1-4 hour sessions. Topics include 1) identifying your key customers, 2) understanding their expectations and needs, and 3) creating positive customer interactions. Team Building (Own Your Zone TM) is a highly participatory and fun process for intact work teams that guides teams in understanding what it means for them to win as a team and how their individual roles working together produce better results. Key outcomes include greater team alignment, personal responsibility, and empowered action. Leading at the Speed of TrusFM demonstrates that the single most important competency of leaders today is to establish, grow, extend, and restore trust with all stakeholders. This two-day process immerses leaders and leadership teams in the essential language of trust, increasing the speed and decreasing the costs of achieving organizational results. Delivery Format, Costs, and Scheduling The first three workshops are delivered to City of Miami Beach staff in 3-4 hour sessions with 30-50 employees attending each session, depending upon the topic and availability of staff. Facilitation services are usually in one-day sessions, depending on the needs of the department or team. The anticipated training services for the next year are: · Life Matters TM: 2 days, 4 sessions · Dept. Retreats 2 days, 2 sessions · Customer Service 3 days, 6 sessions · Team Building 3 days, 6 sessions · Leadership at the Speed of Trust Dec. 12-13,2006 Feb. 1-2, 2007 TBD TBD TBD Workshops are scheduled on mutually agreed upon dates that are most convenient for the City and NuGrowth consultants. CONCLUSION The Administration recommends approving a professional services agreement with NuGrowth Partners for Citywide Training on an as needed basis for the remainder of fiscal year 2006/2007 in an amount equal to $40,000 per year, with the option at the City Manager's sole discretion, to extend said professional services agreement for additional years contingent upon funds appropriations and program performance evaluations.
