RESOLUTION NO. 2006-26397
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE CITY MANAGER OR HIS DESIGNEE RETROACTIVELY
TO SUBMIT THE FOLLOWING GRANT
FUNDING REQUESTS: 1) APPLICATION TO MIAMI-DADE
COUNTY HOMELESS TRUST FOR FUNDING, IN THE
AMOUNT OF $63,993, FOR THE SUPPORTIVE HOUSING
PROGRAM GRANT; 2) APPLICATION TO MIAMI-DADE
COUNTY HOMELESS TRUST FOR FUNDING, IN AN
AMOUNT NOT TO EXCEED $12,500, FOR EMERGENCY
HOTEUMOTEL BEDS; 3) APPLICATION TO THE
EMERGENCY FOOD AND SHELTER PROGRAM FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $38,340, FOR
FUNDING FOR THE CITY'S HOMELESS PROGRAMS;
FURTHER APPROPRIATING THE GRANTS AND MATCHING
FUNDS, IF APPROVED AND ACCEPTED BY THE CITY;
AND AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THESE APPLICATIONS.
WHEREAS, Miami-Dade County is a recipient of federal funding under Title IV of
the Stewart B. McKinney Homeless Assistance Act, through the U.S. Department of
Housing and Urban Development; and
WHEREAS, the City has applied for funding, in the amount of $63,993, from
Miami-Dade County Homeless Trust to provide housing assistance, including homeless
outreach and shelter placement; and
WHEREAS, matching funds are available from the Neighborhood Services
Department; and
WHEREAS, this project supports the key intended outcome: reduce the number
of homeless; and
WHEREAS, retroactive approval is requested to submit a grant application to
Miami-Dade County Homeless Trust for funding, in the amount of $63,993, for the
Supportive Housing Grant Program; and
WHEREAS, Miami-Dade County Homeless Trust provides federal funding for
emergency hotel/motel placement for homeless persons and food vouchers for families
while residing in placements, if food arrangements or other resources are unavailable;
and
WHEREAS, the City has applied for funding, in the amount of $12,500, for
Emergency Food and Shelter Program funds; and
WHEREAS, matching funds are not required; and
WHEREAS, this project supports the key intended outcome: reduce the number
of homeless; and
WHEREAS, retroactive approval is requested to submit a grant application to
Miami-Dade County Homeless Trust for funding, in an amount not to exceed $12,500,
for emergency hotel/motel funding for the homeless; and
WHEREAS, the Emergency Food and Shelter Program (EFSP) was established
in 1983 to supplement the work of local social service agencies in assisting people in
need of emergency assistance, rent/mortgage assistance, and food; and
WHEREAS, this project supports the key intended outcome: reduce the
number of homeless; and
WHEREAS, approval is requested to submit a grant application to the
Emergency Food and Shelter Program for funding, in an amount not to exceed $38,340,
for homelessness prevention; and
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission hereby authorize the City Manager to retroactively submit the
following grant applications: 1) application to Miami-Dade County Homeless Trust for
funding, in an amount not to exceed $63,993, for the Supportive Housing Program
Grant; 2) application to Miami-Dade County Homeless Trust for funding, in an amount
not to exceed $12,500, for the Emergency Hotel/Motel Placements Grant Program; and
3) application to the Emergency Food And Shelter Program for funding, in an amount not
to exceed $38,340, for the City's homeless programs; further appropriating the grants
and matching funds, if approved and accepted by the City; and authorizing the execution
of all necessary documents related to these applications.

1. Retroactive approval to submit a orant application to Miami-Dade County Homeless
Trust for fundino in the amount of $63.993 for fundino for the Supportive Housino
Grant Prooram
Miami-Dade County is a recipient of federal funding under Title IV of the Stewart B.
McKinney Homeless Assistance Act through the U.S. Department of Housing and Urban
Development. The City has applied for funding in the amount of $63,993 from the Miami-
Dade County Homeless Trust to provide the supportive services including outreach and
shelter placement. The City will use the funds for the following homeless activities: 1)
outreach and inform persons about the program; 2) assess and confront problems; and, 3)
shelter placements. A match of at least 20% is required. Matching funds are available from
the Neighborhood Services Department.
This project supports the Key Intended Outcome: Reduce the number of homeless.

2. Application to Miami-Dade County Homeless Trust for fundinQ in an amount not to
exceed $12,500 for EmerQencv Hotel/Motel FundinQ for Homeless
Miami-Dade County Homeless Trust provides federal funding for emergency hotel/motel
placement for homeless persons. Homeless funds are specifically provided for families and
hard-to-serve clients, and eligible homeless families who are unable to be placed in
emergency/other housing due to the unavailability of beds. This program also provides
funding for food vouchers for families while residing in placements, if food arrangements or
other resources are unavailable.
The City has applied for funding in the amount of $12,500 for these services. Matching
funds are not required. This project supports the Key Intended Outcome: Reduce the
number of homeless.
3. Approval to submit a Qrant application to the EmerQencv Food and Shelter ProQram
for fundina in an amount not to exceed $38.340 for Homelessness Prevention.
The Emergency Food and Shelter Program (EFSP) was established in 1983. The legislation
establishing the program was reauthorized under the Stewart B. McKinney Homeless
Assistance Act in 1987. The Board consists of representatives from United Way, the Red
Cross, and other member organizations. The program is sponsored by the Federal
Emergency Management Agency (FEMA). The Emergency Food and Shelter Program was
created to supplement the work of local social service agencies, both non-profit and
governmental, in assisting people in need of emergency assistance. These needs are
primarily economic in nature, as opposed to disaster-related. The funding is available to
assist communities in providing food and shelter and is aimed at making a difference by
preventing homelessness. The program's funding priorities are to provide rent/mortgage
assistance, and food to those in need.
The Administration intends to apply for funding in an amount not to exceed $38,340. The
EFSP funds will be used for: 1) provision of rent/deposit assistance for individuals and
families at-risk of homelessness; 2) provision of hotel/motel placements for homeless
individuals and families when conventional emergency shelter beds are unsuitable; and 3)
provision of food vouchers. Matching funds are not required for this grant.
This project supports the Key Intended Outcome: Reduce the number of homeless.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to
retroactively submit the following grant requests: 1) Application to Miami-Dade County
Homeless Trust For funding in an amount not to exceed $63,993 for the Supportive Housing
Program Grant; 2) Application to Miami-Dade County Homeless Trust for funding in an
amount not to exceed $12,500 for the Emergency Hotel/Motel Placements Program; and 3)
Application to the Emergency Food And Shelter program for funding, in an amount not to
exceed $38,340 for the City's Homeless Programs; further appropriating the grants and
matching funds, if approved and accepted by the City; and authorizing the execution of all
necessary documents related to these applications.
