A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO MIAMI BEACH COMMUNITY
DEVELOPMENT CORPORATION (MBCDC), TO UTILIZE
FUNDS PROVIDED DIRECTLY BY THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT TO AUGMENT
THE HOUSING COUNSELING SERVICES CURRENTLY
PROVIDED AS PART OF MBCDC'S SCATTERED-SITE
HOME OWNERSHIP PROGRAM.
WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's
Consolidated Plan; and
WHEREAS, Miami Beach Community Development Corporation (MBCDC) is proposing
to submit an application to the U,S, Department of Housing and Urban Development (U,S, HUD)
for funding under the Housing Counseling Program to augment the housing counseling services
currently provided as part of MBCDC's Scattered-Site Home Ownership Program; and
WHEREAS, U,S, HUD requires that applicants for federal funding under the Housing
Counseling Program obtain and submit a Certification of Consistency with the Consolidated Plan
from the entitlement jurisdiction where the proposed activity is to be located; and
WHEREAS, Miami Beach Community Development Corporation has submitted a request
to the City for the issuance of the required Certification of Consistency; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a
Certification of Consistency with the Consolidated Plan requires City Commission review and
approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to be
consistent with the City's adopted Consolidated Plan,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to Miami Beach
Community Development Corporation (MBCDC), to utilize funds provided directly by the U.S,
Department of Housing and Urban Development to augment the housing counseling services
currently provided as part of MBCDC'S Scattered-Site Home Ownership Program

BACKGROUND:
On June 1, 1998, Miami Beach Community Development Corporation (MBCDC) requested a
Certification of Consistency with the City's Consolidated Plan as part of a proposed application for
funding from the U,S, Department of Housing and Urban Development (U,S, HUD) under the
Housing Counseling Program, MBCDC is requesting a $50,000 grant under this program for the
purpose of augmenting their existing housing counseling activities provided as part of MBCDC's
Scattered-Site Home Ownership Program, Currently, MBCDC provides housing counseling to a
minimum of 60 participants annually, This grant award will permit MBCDC to increase the scope
of the Housing Counseling activity to provide counseling services to twice as many applicants, The
deadline for submission of the application to U.S, HUD is June 26, 1998,
U,S, HUD requires that applicants for funding under the Housing Counseling Program obtain and
submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction
where the activity is to be located, In accordance with the City's adopted Consolidated Plan, each
request for a Certification of Consistency with the Consolidated Plan requires City Commission
review and approval.

ANALYSIS:
Housing counseling has long been identified as an important success factor for participants in Home
Ownership Programs nationwide, MBCOC began providing Housing Counseling services in 1990
with the inception of its Home Ownership Program, Over the eight-year life of this program, with
over 150 homes purchased, no home buyer-participant has lost their home due to foreclosure, This
is an extraordinary record of success,
This year, MBCDC expects to provide one-on-one counseling services to approximately 60 families,
based on their existing budget. If this grant application is successful, they propose to broaden the
scope of their activities by offering Housing Counseling to a larger number of potential applicants,
as well as offering the service on a group basis to the general public as well. This will assist those
who have sufficient resources to purchase a home, but who are not aware of the procedures needed
to qualify,
The Adm1'nistration has reviewed the proposed activity and has concluded that this proposal is
consistent with the City's adopted Consolidated Plan, The Consolidated Plan identifies long term
objectives under Section 6, "Strategic Plan", Under the Plan, increasing home ownership
opportunities is identified as one of the needs of the City, This proposed grant-funded program will
contribute to increased home ownership by helping applicants to qualify,
CONCLUSION:
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, authorizing the issuance of a Certification of
Consistency with the City's Consolidated Plan to Miami Beach Community Development
Corporation (MBCDC) to utilize funds provided directly by the U,S, Department of Housing and
Urban Development to augment the housing counseling services currently provided as part of
MBCDC'S Scattered-Site Home Ownership Program,
