HomeMy WebLinkAbout2006-26401 Reso RESOLUTION NO. 2006-26401 A RESOLUTION OF THE MAYOR AND MEMBERS OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A CONTRACT, IN THE TOTAL AMOUNT OF $69,759, TO MARINA PLUMBING SERVICES CORPORATION, AND A CONTRACT TO E&C ELECTRICAL SERVICE, INC., IN THE TOTAL AMOUNT OF $20,500, RESPECTIVELY, TO PROVIDE FOR THE FULL REPLACEMENT OF DOMESTIC WATER LINES, REPLACEMENT OF SEWER LINES, AS NEEDED, AND THE REPLACEMENT OF THE DOMESTIC WATER PUMPS AT THE 77717TH STREET BUILDING. WHEREAS, because of severe scaling and deterioration of the domestic water lines, sewer lines, and domestic water pumps in the 777 17th Street Building, corrective measures were identified and included as part of the development of the funding requirements for inclusion in the Fiscal Year (FY) 05/06 Capital Renewal and Replacement Projects Budget (the Project); and WHEREAS, the Mayor and City Commission, at its December 7,2005 meeting, adopted Resolution No. 2005-26073, which authorized the Property Management Director to serve as the Certified General Contractor for all of the FY 05/06 Capital Renewal and Replacement Projects; and WHEREAS, the Property Management Director exercised the authority given to him by the City Manager and City Commission, and had plans and specifications prepared to address the scope of work for the Project, as necessary to obtain price quotes from contractors who specialized in plumbing and electrical work; and WHEREAS, after the plans and specifications were completed, a Request for Quotations No. VA-QT-11PL-006 was developed and six (6) commercial plumbing contractors were contacted to provide quotes for work on the Project; this resulted in two (2) responsive quotes; and WHEREAS, three (3) electrical contractors were contacted to provide quotes for the electrical work of the Project, which resulted in two (2) responsive quotes; and WHEREAS, after reviewing the quotes and insurance requirements, the Property Management Director determined that Marina Plumbing Services Corporation and E&C Electric Service Inc., respectively, provided the lowest responsive responsible quotes for the Project; and WHEREAS, a contract was issued to Marina Plumbing Services Corporation, in the total amount of $69,759, and a contract was issued to E&C Electrical Service Inc., in the total amount of $20,500, respectively, for the replacement of the domestic water lines, repairs to the sewer lines, and the replacement of the domestic water pumps in the 777 1ih Street Building; and WHEREAS, as required by Resolution No.2005-26073, the Administration hereby requests that the Mayor and City Commission ratify the aforestated contracts, as is deemed necessary to complete the work on the Project. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby ratify a contract, in the total amount of $69,759, to Marina Plumbing Services Corporation, and also ratify a contract to E&C Electrical Service, Inc., in the total amount of $20,500, for the replacement of the domestic water lines, re~airs to the sewer lines, and the replacement of the domestic water pumps at the 777 17 Street Building. Item Summarv/Recommendation: In accordance with Resolution No. 2005-26073 adopted by the City Commission on December 7,2005 the Property Management Director, is providing General Contracting services including bidding, the award of contracts for work, and change orders necessary for the replacement of domestic water lines, repairs to the sewer lines, and replacement of the domestic water pumps at the 777 17'" Street Building. Under the provisions of the Resolution, contracts and purchases exceeding $25,000 must be brought back to the City Commission for Ratification. After base plans and specifications were prepared to meet the needs of the Project, six plumbing contractors were contacted to provide bids on the project resulting in two responsive bids and three electrical contractors were contacted to provide bids on the Project resulting in two responsive bids. After reviewing the bids and references, the Property Management Director determined that Marina Plumbing Services Corporation and E&C Electrical Service Inc., were the lowest responsive responsible bidders for the scope of work required and issued contracts that were reviewed by the Legai Department and executed by the Mayor and City Clerk for the execution of the work. ANALYSIS Because of severe interior scaling and deterioratiDn of the domestic water lines at the 777 17th Street Building and the conditiDns of the domestic water pumps that have failed tD provide adequate water pressure to the building, there was a need to include the complete replacement of the domestic water lines, sewer lines as needed, and the replacement of the dDmestic water pumps in the development of the FY 05/06 Capital Renewal and Replacement Projects funding needs. This was necessary for the inclusion of the project in the Fiscal Year (FY) 05/06 Capital Renewal and Replacement projects budget which was approved by the Mayor and City Commission with the adoption of the Fiscal Year (FY) 05/06 budget. The Mayor and City Commission, at the December 7, 2005 Commission meeting, adopted Resolution No. 2005-26073, which authDrized the Property Management Director to serve as the Certified General ContractDr for all of the Fiscal Year (FY) 05/06 Capital Renewal and Replacement projects. The Property Management Director exercised the authority given tD him by the City Manager and City Commission, and developed scope of work specifications for the project and prepared a Request for Quotations #VA-QT-11PL-006 that was required tD provide a method to obtain competitive bids for the wDrk. Six (6) plumbing contractors were contacted to provide bids for the Project that resulted in two (2) responsive bids for the plumbing work of the Project. Additionally, three (3) electrical contractors were contacted to provide bids fDr the pumps and electrical requirements of the Project that resulted in two (2) responsive bids. After reviewing the bids and after checking background references, licensing, and insurance requirements, the Property Management Director determined that Marina Plumbing Services Corporation and E&C Electrical Service, Inc., provided the IDwest responsive responsible bids for the Project. After review by the Legal Department and execution by the MaYDr and City Clerk, a contract was issued to Marina Plumbing Services Corporation, in the tDtal amount of $69,759 tD prDvide for the replacement of the domestic water lines and sewer lines as needed, in the building.
