RESOLUTION NO. 2006-26402
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A
CONTRACT, IN THE TOTAL AMOUNT OF $67,605 TO TAW
ENGINEERED SERVICES, INC., TO PROVIDE FOR THE
REPAIR AND REPLACEMENT NEEDS OF THE EMERGENCY
GENERATORS ELECTRICAL SWITCHGEAR AT THE MIAMI
BEACH POLICE DEPARTMENT BUILDING.
WHEREAS, because of the age and deterioration of the existing parallel
switchgear controlling the two rooftop emergency generators at the Miami Beach Police
Department building, there was a need to include the repair and replacement of the
equipment in the development of the Fiscal Year (FY) 05/06 Capital Renewal and
Replacement Projects (the Project); and
WHEREAS, the Mayor and City Commission, at its December 7,2005 meeting,
adopted Resolution No. 2005-26073, which authorized the Property Management Director
to serve as the City's General Contractor for all of the FY 05/06 Capital Renewal and
Replacement projects; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed scope of work and
specifications for the Project, and prepared a Requestfor Quotations No.VA-QT09-006 to
obtain competitive bids for the work; and.
WHEREAS, four (4) electrical contractors that specialized in emergency generator
operations and repairs were contacted to provide quotes for the Project, which resulted in
one responsive quote; and
WHEREAS, after reviewing the quote and finding it within the estimated project
budget, and after checking background references, licensing, and insurance requirements,
the Property Management Director issued a contract to TAW Engineered Services,lnc., in
the amount of $59,445; and
WHEREAS, a Change Order increase of $8,160 was also authorized by the
Property Management Director, to replace an additional 800 amp service breaker that was
found to be in poor condition and was not included in the original scope of work for the
Project; and
WHEREAS, with the inclusion of the Change Order, a total contract amount of
$67,605 was issued to TAW Engineered Services, Inc.; and
WHEREAS, as required by Resolution No.2005-26073, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the work on the Project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a Contract with TAW Engineered Service, Inc., in the total
amount of $67,605, to provide for the repair and replacement needs of the emergency
generators electrical switchgear at the Miami Beach Police Department Building.

Issue:

Item Summarv/Recommendation:
In accordance with Resolution No. 2005-26073 adopted by the City Commission on December 7,2005
the Property Management Director, is providing General Contracting services Including bidding, the
award of contracts for work, and change orders necessary for the repairs and replacement needs of the
emergency generator electrical switchgear at the Police Department Building. Under the provisions of the
Resoiution, contracts and purchases exceeding $25,000 must be brought back to the City Commission
for Ratification. After base plans and specifications were prepared to meet the needs of the Project, four
electrical contractors that specialize in emergency generators were contacted to provide bids on the
project resulting in one responsive bid. After reviewing the bid and the company's references, and finding
the bid well within the estimated budget for the project, the Property Management Director determined
that TAW electrical Service Inc., provided a responsive responsible bid for the scope of work required
and issued contract that was reviewed by the Legal Department and executed by the Mayor and City
Clerk for the execution of the work.

ANALYSIS
Because of the age and deterioration of the existing parallel switchgear controlling the two
rooftop emergency generators at the Miami Beach Police Department building, there was a
need to include the repair and replacement of the equipment in the development of the
Fiscal Year (FY) 05/06 Capital Renewal and Replacement Projects funding needs. This was
necessary for the inclusion of the project in the Fiscal Year (FY) 05/06 Capital Renewal and
Replacement projects budget which was approved by the Mayor and City Commission with
the adoption of the Fiscal Year (FY) 05/06 budget.
The scope of work of the project included the furnishing of all necessary testing equipment,
field engineering services, labor, tools, schematics, and supplies necessary to properly test,
repair, or replace equipment as needed, to assure the proper operation of the parallel
switchgear and the related transfer switches necessary to provide power to the emergency
electrical panels from the emergency generators.
The Mayor and City Commission, at the December 7, 2005 Commission meeting, adopted
Resolution No. 2005-26073, which authorized the Property Management Director to serve
as the Certified General Contractor for all of the Fiscal Year (FY) 05/06 Capital Renewal and
Replacement projects.
The Property Management Director exercised the authority given to him by the City Manager
and City Commission, and developed scope of work specifications for the project and
prepared a Request for Quotations #VA-QT09-006 that was required to provide a method
to obtain competitive bids for the work.
Four (4) electrical contractors that specialized in emergency generator operations were
contacted to provide bids for the Project that resulted in only one responsive bid for the
Project. Because the single responsive bid was well within the estimated project budget and
after checking background references, licensing, and insurance requirements, the Property
Management Director determined that TAW Engineered Service, Inc., did provide a
responsive responsible bid for the Project.
After review by the Legal Department and execution by the Mayor and City Clerk, a contract
was issued to TAW Engineered Services, Inc., in the amount of $59,445, for the work. A
change order increase of $8,160 was also authorized by the Property Management Director
to replace an additional 800 amp service breaker that was found to be in bad condition and
was not included in the original scope of work for the Project. Combined, a total contract
amount of $67,605 was issued to TAW Engineered Services, Inc., for the Project.
The Administration recommends that the Mayor and Members of the City Commission ratify
the Property Management Director's contract to TAW Engineered Services, Inc., in the total
amount of $67,605 to provide for the repair and replacement needs of the emergency
generators electrical switchgear at the Miami Beach Police Department Building.
