98-22773 RESO RESOLUTION NUMBER 98-22773 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVEL Y DESIGNATING HARRY S. MAVROGENES, ASSISTANT CITY MANAGER, AS THE AGENT TO REPRESENT THE CITY WITH THE FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION, FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, AND RELATED AGENCIES, FROM JANUARY 1, 1998, THROUGH DECEMBER 31,2000, TO EXECUTE REQUESTS FOR ASSISTANCE, DAMAGE CLAIMS, REQUESTS FOR PAYMENTS, AND OTHER SUPPLEMENTAL DOCUMENTS, IN ORDER TO REQUEST AND RECEIVE DISASTER RELIEF GRANTS AND RECOVERY ASSISTANCE FOLLOWING NATURAL DISASTERS. WHEREAS, hurricanes, tornados, tropical storms and other natural disasters can have devastating impacts upon our community; and WHEREAS, the Federal Emergency Management Administration (FEMA), the Florida Department of Community Affairs (DCA), and other Federal and State agencies have developed programs to help communities recover from the devastation caused by natural disasters; and WHEREAS, in order to be eligible to apply for disaster relief funds, the City is required to designate an agent to represent the City with FEMA, the DCA, and other agencies in the disaster relief grant process; and WHEREAS, the City's agent must be authorized to execute requests for assistance, damage claims, requests for payments, and other supplemental documents, in order to request and receive disaster relief grants and recovery assistance following a natural disaster; and WHEREAS, in order to comply with the eligibility requirements and to ensure that the City is prepared in the event of any future natural disasters, the foregoing designation shall be retroactive from January 1, 1998, and shall remain in effect through December 31, 2000. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and retroactively designate Harry S, Mavrogenes, Assistant City Manager, as the agent to represent the City with FEMA, the DCA, and related agencies, from January 1, 1998, through December 31, 2000, and authorize him to execute requests for assistance, damage claims, requests for payments, and other supplemental documents, in order to request and receive disaster relief grants and recovery assistance following natural disasters, Passed and Adopted this 17th day of June, 1998, APPROVED AS TO GUAGE & FOR EXECUTION ATT~J' ~CVc~ CITY LERK MA Illlllli/;II'__. MAVROGENES, ASSISTANT CITY MANAGER, THE AGENT TO REPRESENT THE CITY WITH THE FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION, FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS AND RELATED AGENCIES, ;' THROUGH DECEMBER 31, 2000, TO EXECUTE REQUESTS FOR ASSIST ANCE, DAMAGE CLAIMS, REQUESTS FOR PAYMENTS, AND OTHER SUPPLEMENTAL DOCUMENTS IN ORDER TO REQUEST AND RECEIVE DISASTER RELIEF GRANTS AND RECOVERY ASSISTANCE "- FOLLOWING NATURAL DISASTERS, AND MAKING THE DESIGNATION RETROACTIVE TO JANUARY I, 1998 ADMINISTRATION RECOMMENDATION: Adopt the Resolution, BACKGROUND AND ANALYSIS: The Federal Emergency Management Administration (FEMA), the Florida Department of Community Affairs (DCA) and other Federal and State agencies have developed programs to help communities recover from the devastation caused by natural disasters such as hurricanes, tornados and tropical storms, The City received recovery assistance from these agencies following Hurricane Andrew in 1992, and Tropical Storm Gordon in 1993, On February 2, 1998, the South Florida area was hit by an intense storm which generated 100 mph sustained winds and several tornados, As a result of this storm, President Clinton issued a declaration designating South Florida as a disaster area, The presidential declaration enables the City to receive disaster relief grants to repair storm damages, The City has documented approximately $90,000 in reimbursable damage restoration costs, AGENDA ITEM C 1 .3" ~-\l,-'18 In order to be eligible to apply for the disaster relief funds, the City is required to designate an agent to represent the City with FE~1A, the DCA and related agencies in the Disaster Relief Grant process, The City's Agent must be authorized to execute requests for assistance, damage claims, requests for payments, and other supplemental documents in order to request and receive disaster relief grants and recovery assistance following a natural disaster. In order to comply with the eligibility requirements and to ensure that the City is prepared in the event of any future disasters, this designation shall be retroactive to January I, 1998, and shall remain in effect until December 31,2000. CONCLUSION: The City Commission should hereby approve the attached Resolution designating Harry S, Mavrogenes, Assistant City Manager, the agent to represent the City with FEMA, the DCA and related agencies, through December 31, 2000, to execute requests for assistance, damage claims, requests for payments, and other supplemental documents in order to request and receive disaster relief grants and recovery assistance following natural disasters, and making the designation retroactive to January 1, 1998, ~' ~~~!"'~
