Gonzalez, City Manager \ -.<6' February 5, 2007 0 SUBJECT: HEBREW ACADEMY PARKING - BOAT SHOW 2007 Mr. Jeffrey Sudowsky, Hebrew Academy is again requesting permission to operate the academy's parking lot during the upcoming NMMA Boat Show. This was permitted last year and communicated via LTC. The following are the specifics regarding the Academy's request: Request: Operate the [Hebrew Academy's] parking lot with the proceeds donated to the Hebrew Academy PTA (Parents and Teachers Association). Location: Hebrew Academy Parking Lot (2400 Pinetree Drive) Date of Operation: Sunday, February 18, 2007 Hours of Operation: 8:00 A.M. to 5:00 P.M. Parking Flat Rate: $10.00 (Regular) $20.00 (Preferred) For informational purposes, the City entered in to an agreement with the Hebrew Academy on October 17, 1995 granting them permission to utilze a portion of the City's right-of-way for required parking; however, parking must be maintained for public use during underutilized period. The Academy's request includes said area. The Hebrew Academy is permitted to use the property in question under the declaration of a parking emergency for the NMMA Boat Show for the dates of February 15-19, 2007. The Parking Department has reviewed the Hebrew Academy's request and endorses the academy's request to operate the parking lot during the requested date and hours. Incidentally, the day and hours is not on a school day; therefore, the school's required parking would be underutilized and is consistent with their agreement. The request is approved with the following conditions: 1. That all profits generated by this fund raising event go exclusively to the Hebrew Academy PT A for the benefit of Hebrew Academy; 2. That the subject permission is granted without establishing a precedent so as to satisfy the unique situation created by a severe parking shortage in the City during the Boat Show; 3. That the Hebrew Academy, at its sole cost and expense, restore the property to the same condition as before its use; 4. That the Hebrew Academy provide the City with proof of insurance, as determined and accepted by the City's Risk Manager, prior to commencing its proposed fundraiser; 5. That the Hebrew Academy obtain a General Liability Certificate of Insurance naming the City of Miami Beach as an additional named insured; 7. That the Hebrew Academy will charge $10.00 to $20.00 for the parking spaces, a fixed flat fee for the duration of the Boat Show, primarily targeted for exhibitor use. 8. That the Hebrew Academy must assure that vehicles are parked properly within the confines of the property in question. 9. That a signage plan should be submitted to the City at least 48 hours prior to the event. A similar arrangement is currently in place with Miami Beach Senior High PT A for the use of their property as well as the City's right-of-way (swale area) which was approved at the January 17, 2007 Commission Meeting. The Hebrew Academy's requested use would ease the parking challenges caused by the NMMA Boat Show and will allow the PT A to have their fundraiser for the school.
