RESOLUTION NO. 2000-24002
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE PLACEMENT OF TWENTY EIGHT (28) BANNERS FOR THE MIAMI
HOME DESIGN & REMODELING SHOW, TO BE HELD AT THE MIAMI
BEACH CONVENTION CENTER, SEPTEMBER 1 THROUGH 5, 2000, AS
REQUESTED BY THE APPLICANT AT THE FOLLOWING LOCATIONS:
5TH STREET, BETWEEN ALTON ROAD AND OCEAN DRIVE; COLLINS
AVENUE, BETWEEN 16TH STREET AND 17TH STREET; DADE
BOULEVARD, BETWEEN WASHINGTON AVENUE AND ALTON ROAD;
CONVENTION CENTER DRIVE, BETWEEN DADE BOULEVARD AND
17TH STREET; ALTON ROAD, BETWEEN DADE BOULEVARD AND
15TH STREET; AND 41ST STREET, BETWEEN ALTON ROAD AND
PINETREE DRIVE; SAID BANNERS TO BE AFFIXED TO LIGHT POLES
IN THE PUBLIC RIGHT-OF-WAY; MEASURING 3' X 7' AND HAVING
COpy AND DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; AND
TO BE INSTALLED AND REMOVED IN ACCORDANCE WITH ALL
OTHER APPLICABLE CITY REQUIREMENTS; THE ADMINISTRATION
FURTHER RECOMMENDS THAT THESE BANNERS BE INSTALLED NO
EARLIER THAN AUGUST 20, 2000, AND REMOVED BY SEPTEMBER 5,
2000.
WHEREAS, the Miami Home Design & Remodeling Show (Applicant) will be held at
the Miami Beach Convention Center, September 1 through 5,2000; and
WHEREAS, in order to publicize the event and draw attention of the media and the public
at large, the Applicant has requested twenty-eight (28) light pole banners, measuring 36 inches
by 7 feet; and
WHEREAS, said banners will be installed no earlier than August 20th and removed by
September 5th, 2000; and
WHEREAS, the Applicant has requested approval and authorization for the placement
of a total of twenty-eight (28) banners; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by September 5,2000, and will ensure that any damage to light poles will be repaired at
its expense, and will meet all other applicable City requirements; and
WHEREAS, Miami Beach City Code Section 82-411 (d) requires that the City
Commission approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of twenty-eight (28) banners for the
Miami Home Design & Remodeling Show, to be held at the Miami Beach Convention Center,
September 1 through 5,2000, as requested by the Applicant at the following locations: 5th Street,
between Alton Road and Ocean Drive; Collins Avenue, between 16th Street and 17th Street; Dade
Boulevard, between Washington Avenue and Alton Road; Convention Center Drive, between
Dade Boulevard and 17th Street; Alton Road, between Dade Boulevard and 15th Street; and 41st
Street, between Alton Road and Pinetree Drive; said banners to be affixed to light poles in the
public right-of-way; measuring 3' x 7' and having copy and design as shown on the attached
drawings; and to be installed and removed in accordance with all other applicable City
requirements; the Administration further recommends that these banners be installed no earlier
than August 20, 2000, and removed by September 5,2000.

'The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary banners which reads, in part:
(1) The right to install, as well as the number, location and method of installation of banners
shall be subject to the design review process and approved by the City Commission and the Public
Works Department.

(2) Banners shall not exceed three feet in width by seven feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the design
review process.
(3) Banners announcing special events either to be held in city or to be associated in some
manner with the city, as determined by the City Commission, may be erected up to 30 days prior
to the event being announced and must be removed within seven days after such event. Special
event banners shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the city may at
its sole discretion direct banners to be removed at any time.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than August 20,2000 and removed no later than September 5,2000, by the banner company.
The City Commission should approve the installation of the subject light pole banners for the
Miami Home Design & Remodeling Show presented by GMC at the Miami Beach Convention
Center, Se tember 1 through 5,2000.
