RESOLUTION NO, 2000-24003 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF PROPOSALS RECEIVED IN RESPONSE TO REQUEST FOR PROPOSALS (RFP) NUMBER 112-99/00, ENTITLED "CONSTRUCT, OPERATE AND MAINTAIN A MINIMUM OF 10 DIRECTORY STRUCTURES IN THE LINCOLN ROAD AREA, PROVIDING DIRECTORY INFORMATION, LOCATION MAPS, AND OFFERING ADVERTISING SPACE FOR COMMERCIAL USE, AND FABRICATE AND INSTALL STREET SIGNS AND BLOCK NUMBER SIGNS AT TEN (10) INTERSECTIONS ALONG LINCOLN ROAD"; AND AUTHORIZING THE ADMINISTRATION, IN COORDINATION WITH THE LINCOLN ROAD MARKETING, INC" TO ENTER INTO NEGOTIATIONS WITH THE TOP- RANKED FIRM OF ADSHEL, AND WITH THE SECOND-RANKED FIRM OF INFINITY OUTDOOR, SHOULD THE ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY NEGOTIATE A CONTRACT WITH THE TOP-RANKED FIRM, WHEREAS, the City issued a Request for Proposals (RFP) No. 112-99/00, to construct, operate and maintain a minimwn of 1 0 directory structures in the Lincoln Road area, provide directory information, location maps, and offer advertising space for commercial use, and fabricate and install street signs and block nwnber signs at ten (10) intersections along Lincoln Road; and WHEREAS, on July 12,2000, an Evaluation Committee met and unanimously ranked Adshel, as the top-ranked proposer, and Infinity Outdoor as the second-ranked proposer; and WHEREAS, the Evaluation Committee also unanimously recommended negotiations with Adshel, the top-ranked ftrm and, should an agreement not be reached with Adshel, then negotiations should commence with Infinity Outdoor, the second-ranked ftrm; and WHEREAS, the City Manager has reviewed the responses and the recommendation of the Evaluation Committee and concurs with the Evaluation Committee's recommendation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein accept the ranking of the responses received and now authorize the Administration, in coordination with the Lincoln Road Marketing, Inc., to enter into negotiations with the top-ranked ftrm of Adshel, and with the second-ranked ftrm ofInfinity Outdoor, should the Administration not be able to successfully negotiate a contract with the top-ranked ftrm, pursuant to RFP No. 112-99/00, to construct, operate and maintain a minimwn of 10 directory structures in the Lincoln Road area, provide directory information, location maps, and offer advertising space for commercial use, and fabricate and install street signs and block nwnber signs at ten (10) intersections along Lincoln Road. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. ANALYSIS: The Lincoln Road streetscape renovation project included the provision of street signage as part of the original scope of work. This element of the project was never completed. The property owners and merchants of Lincoln Road are anxious to correct this and are concerned that visitors to the area have difficulty navigating the Lincoln Road area as a result of the absence of signage. The property owners are paying a portion of the assessment for capital improvements on Lincoln Road, and improved signage has been promised to them since the planning phase of the project. On May 20, 1998, a Professional Services Agreement was executed between the City and Tom Graboski Associates, Inc. to develop environmental graphics signage design and related engin~ services for the Miami Beach Convention Center and TOP A signage program. Because of their experience with signage in Miami Beach, the Graboski firm was also retained to design the signage for the Lincoln Road area. AGENDA ITEM C,'])::t> DATEJ-'2b-b'b RFP No. 112-99/00 Page Two July 26, 2000 ANALYSIS (continued) Graboski submitted five designs in February 2000, for consideration by the City and by the Lincoln Road Marketing, Inc. (LRMI). At the regular meeting of LMRI, the proposed designs were reviewed by the members of the group. Instead of selecting one of the designs, there was considerable interest in utilizing several of the designs to give added variety and further visual interest to the signage. The proposed designs were incorporated into the RFP. On June 28, 2000, the City Commission authorized (Commission Memo No. 491-00) the issuance of a Request for Proposals (RFP) to select a firm to construct, operate and maintain a minimum of 10 directory structures in the Lincoln Road area, providing directory information, location maps, and offering advertising space for commercial use, and fabricate and install street signs and block number signs at ten (10) intersections along Lincoln Road. The directory structures would contain a map of the area, a listing of local merchants keyed to locations on the map, which will be required to be corrected and updated frequently, along with space for two advertising posters, which may be used for commercial purposes. Notices of the RFP were issued by DemandStar.com to 133 "matching" vendors. On July 7, 2000, sealed proposals were received from Adshel and Infinity Outdoor. On March 23, 2000, the Evaluation Committee ("the Committee") met to review all the responses received. The Committee consisted of the following individuals: Ronnie Singer, Executive Assistant to the City Manager William Cary, Director, Design, Preservation & Neighborhood Planning Division Gary Knight, Executive Director, Artcenter/South Florida Michael Comras, President, The Comras Company Jeff Bechdel, Vice President, Miami Beach Chamber of Commerce Carl Hastings, Project Manager Robert Warren, Lincoln Road Marketing, Inc. The Committee reviewed and discussed the proposals received from Adshel and Infinity Outdoor, and agreed that oral presentations by both firms were warranted. On July 10, 2000, both firms were notified in writing, that the Committee would like to: (1) listen to oral presentations; (2) receive a pro forma analysis relative to their proposed rates and expenses; and (3) be prepared to provide additional information during a question and answer session. RFP No, 112.99/00 Page Three July 26, 2000 ANALYSIS (continued) On July 12,2000, representatives from both firms presented proposed rates and options, and made oral presentations relative to their approach/methodology, their proposed project team, their proposed rates, and the various design options. Attached are the proposed rates and options were presented to the Committee by both Adshel and Infinity Outdoor. The Committee after careful consideration, recommended the following: Committee's Recommendation: The Committee unanimously finds the most qualified firm to be Adshel, second most qualified to be Infinity, Furthermore, the Committee wants to continue to act in an advisory capacity to the Procurement Director of the City, in order to continue to ensure thatfunding issues are settled and the revenue stream flows to the City and ultimately to Lincoln Road Marketing, Inc, on a monthly basis. The Committee also has concerns about the contractual language and wants to address all the design issues before the design goes to the Design Review Board. The Committee's recommendation was provided to the City Manager for his consideration. In accordance with the terms of the RFP, the City Manager has reviewed the Evaluation Committee's recommendation and concurs with its ranking of responses. The Mayor and City Commissioners are not bound by either the City Manager's or the Evaluation Committee's recommendations. The Mayor and Commission should accept the ranking recommended by the City Manager, and authorize the City Administration in coordination with Lincoln Road Marketing, Inc. (LRMI) to enter into negotiations with the top-ranked firm of Adshel, and authorize the Administration to negotiate with the second-ranked firm ofInfinity Outdoor, should the Administration not be able to successfully negotiate a contract with the top-ranked firm.
