97-22251 RESO RESOLUTION NO. 97-22251 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SETTING A DATE AND TIME FOR A PUBLIC HEARING TO CONSIDER A REQUEST BY THE R.D.P. ROYAL PALM HOTEL LIMITED COMPANY AND THE R.P.D. SHORECREST HOTEL LIMITED COMPANY FOR A CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION TO DEMOLISH PORTIONS OF THE SHORE CREST HOTEL, A HISTORIC STRUCTURE, LOCATED AT 1535 COLLINS AVENUE, AS WELL AS PORTIONS OF THE ROYAL PALM HOTEL, A HISTORIC STRUCTURE LOCATED AT 1545 COLLINS A VENUE, IN ORDER TO CONSTRUCT A FIRST CLASS LUXURY CONVENTION CENTER RESORT HOTEL WITH 412 GUEST ROOMS AND SUITES AND TO RESTORE THE ORIGINAL LOBBY AREAS OF EACH HOTEL. WHEREAS, the Applicants, the RD.P. Royal Palm Hotel Limited Company and the RP.l Shorecrest Hotel Limited Company, have requested a Certificate of Appropriateness for Demo iti, m to demolish portions of the Shorecrest Hotel, a historic structure, located at 1535 Collins Avem e, as well as portions of the Royal Palm Hotel, a historic structure located at 1545 Collins Avenue, in order to construct a first class luxury convention center resort hotel with 412 guest rooms and suit ~s and to restore the original lobby areas of each hotel; and WHEREAS, the Shorecrest Hotel and the Royal Palm Hotel are located between 15th ai ld 16th Streets on the east side of Collins Avenue, as such sites are identified in the City Center/Histol ic Convention Village Redevelopment and Revitalization Area Plan ("Plan"); and WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certificat ~s of Appropriateness for proposed hotel sites located on the east side of Collins Avenue, between 15:h and 16th Streets, as such sites are identified in the Plan, are granted or denied in accordance wi:h procedures set forth in the former Zoning Ordinance, Section 19; and WHEREAS, pursuant to Subsection 19-6 of the former Zoning Ordinance, Section 19, t] Ie procedures for granting or denying a request for a Certificate of Appropriateness for Demolition )f a historic structure require that the Historic Preservation Board hold a public hearing and transn it a recommendation to the Mayor and City Commission, and that the Mayor and City Commission th,,:n hold a public hearing and vote on the request; and WHEREAS, the Shorecrest Hotel and the Royal Palm Hotel are classified as historic structures in the City's Historic Properties Data Base; and WHEREAS, on December 12, 1996, the City's Historic Preservation Board held a pJb: ic hearing to consider the request, after which the Board voted unanimously, 8 to 0, to recomnelld that the Applicants' request be granted, subject to staffs conditions, as enumerated in the Decemb ~r 12, 1996 Staff Report of the Historic Preservation Board (HP File No. 1046). WHEREAS, pursuant to former Zoning Ordinance Subsection 19-6, the Mayor and Ci :y Commission must now consider the request at a public hearing. RECOMMENDATION The Administration recommends that the City Commission approve the attached Resolution setting a date and time certain for a public hearing on February 5, 1997 to consider a request by the R.D.P. Royal Palm Hotel Limited Company and the R.P.D. Shorecrest Hotel Limited Company for a Certificate of Appropriateness for Demolition to demolish those portions of the Shorecrest Hot1a, an historic structure located at 1535 Collins Avenue, east of the original lobby and lobby stair area, including the 1956 three (3) story east guest room addition, the non-original pool, pool deck, and cabana structure, as well as two (2) non-original single story infill cubicles flanking the original hotel front entrance, and the 1954 porte cochere, and to demolish those portions of the Royal Palm Hot4;l, an historic structure located at 1545 Collins Avenue, east of the existing seven (7) story section of the building, including the substantially altered five (5) story east portion, the pool, pool deck and cabana structure, and the single story addition at the southwest corner of the hotel, as well as minor demolition to areas of the north and south wall elevations, in order to construct a first class luxury Convention Center/Resort Hotel with 412 guest rooms and suites and to restore the originallobhy areas of each hotel. BACKGROUND The Shorecrest and Royal Palm Hotels are located on two of the proposed Convention Hotel sites on Collins Avenue between 15th and 16th Streets, as shown on the City Center/Historic Convention Village Redevelopment and Revitalization Area Plan. The subject structures were classified as historic structures in the City's Historic Properties Data Base. Pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certificates of Appropriateness for the proposed hotel sites locatl~d . . AGENDA ITEM C ., E_ DATE 1-8.Q'L- between 15th and 16th Streets on the east side of Collins Avenue, as shown on aforementioned Plan are granted or denied in accordance with procedures set forth in the former Zoning Ordinanc~ Section 19 (as amended prior to May 5, 1994). Pursuant to Subsection 19-6 of former Zoning Ordinance Section 19, the procedures for grantm~ or denying a request for a Certificate of Appropriateness for Demolition to demolish a histc,ric structure require the applicant to obtain a Certificate of Appropriateness for Demolition from th~ City Commission subsequent to a formal recommendation being issued by the Historic Preservatlor Board after a separate public hearing. On December 12, 1996, the City's Historic Preservation BO.ll"C held a public hearing, after which the Board voted to recommend that the applicant's request b~ granted. ANALYSIS At its December 12, 1996 meeting, the City's Historic Preservation Board held a public hearing, a:tel which it voted unanimously (8-0) to recommend to the City Commission that the Certificate oj Appropriateness for Demolition requested by the applicant be granted, subject to staffs conditiom as enumerated in the December 12, 1996 Staff Report to the Historic Preservation Board (HP I'il~ No. 1046 attached hereto). CONCLUSION Based on the foregoing, the Administration recommends that the City Commission approve b) resolution the setting of a date and time certain for a public hearing on February 5, 1997, at 30e p.m., to consider the request by the R.D.P.
