RESOLUTION NO. 2000-24004
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING THE SELECTION OF
A MURAL DESIGN BY THE ART IN PUBLIC PLACES COMMITTEE, IN
COLLABORATION WITH THE CULTURAL ARTS COUNCIL, TO BE
INSTALLED ON THE WEST EXTERIOR WALL OF THE JACKIE
GLEASON THEATRE OF THE PERFORMING ARTS REHEARSAL
SPACE, AND TO BE FUNDED BY THE PROJECT SPONSOR, AK MEDIA.
WHEREAS, the Art in Public Places Committee, in collaboration with the Cultural Arts
Council, proposed the installation of a "Welcome to the Arts" wall mural design by Pierre Marcel,
on the west exterior wall of the rehearsal space for the Jackie Gleason Theatre of the Performing
Arts to serve as a focal point and identification for the City's arts-related departments and
committees that are located in close proximity; and
WHEREAS, these departments and committees include the Office of Arts, Culture &
Entertainment; the Cultural Arts Council; the Visitor's and Convention Authority, the Art in
Public Places Committee; the Fine Arts Board; the Film & Print Division; the Concert
Association; and the Performance Arts Network (PAN); and
WHEREAS, the finished work will be unveiled at the Cultural Arts Council's annual event
"Invitation to the Arts, "held at the Jackie Gleason Theatre of the Performing Arts on September
21, 2000; and
WHEREAS,the cost of production and installation will be funded by the project sponsor
AK Media, with a 5% allowance for its logo placement which mirrors the allowable percentage
for logos on street banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, approve the selection of a
mural design by the Art in Public Places Committee in collaboration with the Cultural Arts
Council, to be installed on the west exterior wall of the Jackie Gleason Theatre of the Performing
Arts rehearsal space, and to be funded by the project sponsor, AK Media.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANALYSIS:
At the June 20th meeting of the Art in Public Places Committee, the installation of a wall mural on the west
exterior wall of the rehearsal space for the Jackie Gleason Theater was discussed. This mural will serve as
a focal point and identification for the City's arts groups that are newly located in close proximity. These
groups include the Office of Arts, Culture & Entertainment, the Cultural Arts Council, the Visitor's
Convention Authority, Art in Public Places Committee, Fine Arts Board, Concert Association, and PAN
Performance Network. The Cultural Arts Council has suggested a collaborative effort be made to unveil
the finished work for their annual "Invitation to the Arts" event held at the Jackie Gleason Theater on
September 21, 2000.
As proposed, the design will be applied to a vinyl canvas mounted on the wall. An invitation to submit a
design was extended to five local wall mural artists. At the July 18th meeting, the Art in Public Places
Committee selected the "Welcome to the Arts" design by Pierre Marcel for recommendation to the
Commission for approval. The cost for the design, the vinyl manufacture, and the installation will be born
by the project sponsor AK Media. The consideration they have requested is a logo to appear as part of the
design. This logo would be no larger than 5 % of the total mural size which mirrors the allowable percentage
for logos on light post banners.
Approval of this resolution will enable the artist to begin this project which is supported by the Gleason
Theater Management (SMG), the Art in Public Places Committee, and the Cultural Arts Council. The
Convention Center Advisory Board will meet on July 25th, 2000 and the recommendation will be provided
to the Commission at the Commission Meeting.
