RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING PURSUANT TO SECTION 2-367 (d)
OF THE MIAMI BEACH CITY CODE, THE SOLE SOURCE PURCHASE AND
INSTALLATION OF ADDAPAVE TP AND HEALTHY TREE FERTILIZATION
TREE PIT SYSTEMS ALONG LINCOLN ROAD, FROM CHAMELEON WAYS,
INC., AND U.S. FOUNDRY & MFG. CORP. IN THE ESTIMATED AMOUNT OF
$252,733.
WHEREAS, pursuant to Section 2-367(c) of the Miami Beach Code, the City
Commission, may enter into contracts for goods and/or services where only one source
for the products or service is evident; and
WHEREAS, during the initial Lincoln Road Revitalization Project, completed in
the 1990's, the existing tree and palm planting pits were installed with concrete and
metal tree grates, and the palms and trees outgrew these tree pit treatments; and
WHEREAS, as a result, the grates were removed and replaced with loose stone
and mulch; and
WHEREAS, the loose stone and mulch is a better tree pit treatment than the
metal grates; it is not the ideal solution as it continually washes or is kicked away; and
WHEREAS, the City's Greenspace Management Division has evaluated several
tree pit treatment options, and developed a pilot project to implement an innovative new
tree pit treatment to address the identified tree pit treatment issues; and
WHEREAS, the new tree pit treatment mixes natural aggregate with a semi-
transparent resin, is porous, available in a variety of aggregate colors and sizes,
resistant to fading, eliminates tripping hazards, is aesthetically pleasing, reduces
maintenance due to constant removal of trash, cigarette butts and debris, controls
weeds, exceeds ADA requirements, and is high heel friendly; and
WHEREAS, in March, 2006, the Greenspace Management Division installed two
natural bound aggregate tree pits in the 500 Block of Lincoln Road (as a test) and found
the sites to perform as desired, with the only identified drawback noted during the trial
was the inability to use granular slow release fertilizers; and
WHEREAS, to address this issue, the Greenspace Management Team contacted
U.S. Foundry & MFG. Corp., a local foundry company, to develop a solution to the
identified challenge; and
WHEREAS, U.S. Foundry & MFG. Corp. realized the concept's potential, and
decided to pursue the development of the product and provide cost estimates for the
Lincoln Road Pilot project, and entered into a collaboration with Chameleon Ways to
produce the Healthy Tree Fertilization Trench System prototypes; and
WHEREAS. based on the outcomes of these trials and observations, and with
the cooperation of the Public Works, Planning, CIP and the Parks and Recreation
Department's Greenspace Management Division, the Administration has found the
combination of Addapave and the Healthy Tree Fertilization Systems to be the best and
most promising solution for the revitalizing the planting pits and preserving the health of
the trees and palms, and maintaining public safety; and
WHEREAS, although there are many trench and grate systems on the market,
U.S. Foundry & MFG. Corp. has the only trench and grate system that is specifically
designed to allow for the flow of liquids along the entire lineal run of the trench, allowing
for the fertilization of the tree pits, using granular or solid fertilizations in a sustainable
urban sidewalk environment; and
WHEREAS, the Administration has complied with the documenting
requirements for sole source purchases, pursuant to Section 2-367 (d) of the Miami
Beach City Code.
NOW, THEREFORE. BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby approve, pursuant to Section 2-367 (d) of the Miami Beach City
Code, the sole source purchase and installation of Addapave TP and Healthy Tree
Fertilization Tree Pit Systems along Lincoln Road from Chameleon Ways, Inc, and U.S.
Foundry & MFG. Corp., in the estimated amount of $252,733.

Item Summarv/Recommendation:
The existing tree and palm planting pits along Lincoln Road are in need of a suitable treatment
to replace the existing loose gravel currently in place. After considering several options, the
Greenspace Management Division developed a pilot project to implement an innovative new
tree pit treatment to address the tree pit treatment issues. In March, 2006, Greenspace
Management Division installed two test sites with natural bound aggregate in tree pits on the
500 block of Lincoln Road. This system mixes natural aggregate with a semi-transparent porous
resin available in a variety of colors and sizes, resistant to fading. The surface is rigid, ADA
compatible and can be easily cleaned. The two test locations are holding up well. During the
trial it was noted there was the inability to use granular slow release fertilizers. The product to
allow the proper application of fertilizer was not available on the market therefore the
Greenspace Management Team contacted U.S. Foundry & MFG. Corp., a local foundry
company and co-developed a solution. During the design development stage, input from the
Greenspace Team, Public Works, CIP and Planning Departments was continually sought.
When the drawings were complete U.S. Foundry & MFG. Corp., entered into collaboration with
Chameleon Ways to produce the Healthy Tree Fertilization Trench System prototypes. Based
on the outcomes of these trials and observations, we have found the combination of Addapave
and the Healthy Tree Fertilization Systems to be the best and most promising solution for the
revitalizing the planting pits and preserving the health of the trees and palms. It is the only
product of its tvpe that is available on the market.

BACKGROUND
During the initial Lincoln Road revitalization project completed in the 1990's, the existing tree
and palm planting pits were installed with concrete and metal tree grates. Subsequently, the
palms and trees outgrew these tree pit treatments and became hazardous to the plants and
pedestrians. As a result the grates were removed and replaced with loose stone and mulch.
Although the loose stone and mulch is a better tree pit treatment than the metal grates it is
not the ideal solution as it continually washes or is kicked away creating tripping/liability
issues. Additionally, the pits are a collection area for litter such as cigarette butts, bottle
caps, straws, broken glass and other small pieces of debris that must be removed by hand.
In response to these challenges the Greenspace Management Division evaluated several
tree pit treatment options and has developed a pilot project to implement an innovative new
concept to address the tree pit issues.
ANALYSIS
The Lincoln Road Pilot Project was developed in response to the citywide need to
proactively address the existing planting wells which contain palms and trees in pedestrian
areas that have outgrown their planned space.
The goal of the pilot project on Lincoln Road is to identify a means to revitalize the existing
tree pits along sidewalks and right-of-way that increases the plant materials sustainability
while complementing the existing environments and eliminates unsightly tree grates that
collect trash, uplift or loose mulch that continually washes away.
Over the course of the past several years, the Greenspace Management Division has tried
or considered several different approaches for urban tree pit treatments: loose stone! mulch,
grates, artificial turf, poured-in place safety attenuation surfaces (rubber), and bound
aggregate. With approvals from the Historic Preservation Board, Public Works, CIP and
Planning Departments, the Greenspace Management Division has performed the following
investigations and trials and have concluded that:
. Loose stone and mulch cause tripping hazards and creates a liability caused by the
loose materials being scattered on adjacent walking areas. Also, within these
locations it is difficult to remove small debris such as cigarette butts and broken
glass.
. Tree grates are not desirable since they can uplift creating tripping/liability hazards,
become unsightly and clogged with debris that is difficult to remove, and the
trees/palms come in contact with the grates as they grow which results in damaged
tree/palm trunks.
. In October, 2005, two trial artificial turf tree pits were installed on Lincoln Road.
Unfortunately, these pits did not hold up, began to settle, creating tripping hazards
and looked worn. Additionally, maintenance staff realized that they could only
fertilize the trees and palms with liquid fertilizers rather than the preferred slow
release granular fertilizers. Liquid fertilizers compared to granular fertilizers provide
minimal benefits in sandy soil, stain surrounding walking surfaces and are costly.
. In March, 2006, Greenspace Management Division installed two natural bound

aggregate colors and sizes and it is resistant to fading. The bound natural
aggregate tree pit system also eliminates tripping hazards caused by uplift and loose
material scattered into the walking areas. It is aesthetically pleasing, reduces
maintenance due to constant removal of trash, cigarette butts and debris, controls
weeds, exceeds ADA requirements, and is high heel and sport cleat friendly. The
system also allows pedestrians to move about within close proximity to the trees
therefore expanding the overall urban walking and outdoor dining areas.
The two test locations are holding up well. The only identified drawback to the product the
Greenspace team noted during the trial was the inability to use granular slow release
fertilizers. To address this problem the Greenspace team designed a grate system to use
with the aggregate.
Since the product needed was not available on the market, the Greenspace Management
Team contacted U.S. Foundry & MFG. Corp., a local foundry company. The company said
they were interested in the Greenspace team's product design concept for their new plastics
division. The company was informed that the City could not guarantee a sale, nor was a
budget defined to compensate the company for developing the product design. U.S.
Foundry realized the concept's potential and decided to pursue the development of the
product and provide cost estimates for the Lincoln Road Pilot project. During the design
development stage, input from the Greenspace Team, Public Works, CIP and Planning
Departments was continually provided. Once, the drawings were complete the company
entered into a collaboration with Chameleon Ways to produce the Healthy Tree Fertilization
Trench System prototypes.
In addition, U.S. Foundry has applied for a patent on the system and has named the City of
Miami Beach on the patent application, as a design developer.
Additionally, Dr. Ed Gilman, Urban Forester for the University of Florida has also reviewed
the new fertilization trench system and is interested in conducting formal test trials and
research on the product at the University of Florida. Also at Dr. Gilman's request Assistant
Director, John Oldenburg, conducted a presentation on Urban Sidewalk Treatments
featuring the bound aggregate and fertilization trench systems at the Southern Tree
Conference in July 2006. As a result of the presentation and response from the unveiling of
the system's prototype at the Florida Allied Trade Show in September, 2006, the following
cities and organizations are also interested in the product: Disney, Universal Studios,
Marriott, the City of Fort Lauderdale, City of Orlando, City of Daytona, City of Oakland Park,
Hazen and Sawyer, Inc., Kimley-Horn and Associates, Inc.
Based on the outcomes of these trials and observations and with the cooperation of the
Public Works, Planning, CIP and the Parks and Recreation Department's Greenspace
Management Division we have found the combination of Addapave and the Healthy Tree
Fertilization Systems to be the best and most promising solution for revitalizing the planting
pits while preserving the health of the trees and palms and maintaining public safety.
CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida adopt the attached Resolution, herein approving the sole source purchase of
the Addapave TP from the sole source manufacturer, Chameleon Ways, Inc., and the sole
source purchase of Healthy Tree Fertilization Tree Pit System from the sole source
manufacturer U.S. Foundry & MFG. Corp., in the estimated amount of $252,733.

This letter is to establish that the US Foundry "Healthy Tree Fertilization System" is a unique product developed
and for use in the fertilization of trees in a sustainable urban sidewalk environment.
This system was designed and developed in conjunction with the City of Miami Beach for the express purpose of
delivering time release fertilizer to the tree root system in an urban environment. Although there are many trench
and grate systems on the market it is our contention that we have the only trench and grate system that is
specifically designed to allow for the flow of liquids along the entire lineal run of the trench, allowing for the
fertilization of tree pits using granular or solid fertilizations. Strategic placement of exits along the bottom and
inside of the trough allows for the placement of granular or other solid fertilizers to the full perimeter of the root
system that will dissipate with the introduction ofrain water or intentional irrigation.
The conclusion is that we are not aware of any other product currently on the market that provides for the intended
use or fulfills the same result as the US Foundry "Healthy Tree Fertilization System".

Resin Bonded Porous Surfacing for Tree Pits
DESCRIPTION
ADDAPAVE TP RESIN is UV stable polyurethane resin designed 10 bind a selection of chosen
aggregates, providing a bonded, attractive and porous surface 10 Tree Pit surrounds. Poly
urethane resin must provide Characteristics required to withstand temperature ranges of area in
which material is to be installed.
SURFACE PREPARATION
Areas to be filled with ADDAPAVE iP SYSTEM should be clean and dry with a minimum infill
depth available of 5 inches (125mm).
A quantity of the washed, clean and dry aggregate should be applied to the base of the treated
area to a maximum depth of 3 inches (75mm) below the top surface level as required. The
aggregates shall be designed with suffICient voids to accommodate moisture and nutrients in
such a manor to ensure no water and/or nutrients are held within the ADDAPAVE TP Material.
Aggregates must be compacted 10 achieve a level/even finish with surface capable of receiving
any drain down binder in such a manor as not to blind over surface and become impervious.
At the base of the tree trunk however the aggregate should be funnelled upwards to a depth of
3/8 - 5/8 inch (1~15mm) below the final expected finished level. This will provide a weaker
bond to allow the tree to grow.

Overview: Although there are many trench and grate systems on the market it is our
contention that we have the only trench and grate system that is specifically designed to
allow for the flow of liquids along the entire lineal run of the trench, allowing for the
fertilization of tree pits using granular or solid fertilizations, Strategically placed exits
along the bottom and inside of the trough allows for the placement of granular or other
solid fertilizers into the trough that will dissipate with the introduction of rain water or
intentional irrigation.
Description: An ergonomically friendly, esthetically pleasing flexible trough system
used in urban areas to allow for the fertilization of trees surrounded by a semi-solid or
solid surface covering. The trench system is composed of stationary comers that accept
different length trough sections to allow for an infinite selection of lineal dimensions.
For extended runs there is a splice applicator that will allow for two or more standard
sections to be joined together while presenting a smooth surface appearance.
The grates will be of a molded material with a pattern of slots that conform to the
Americans with Disabilities Act. The top surface of the grates has a texture for
increased traction. The grates are fastened to the trench using appropriate fasteners that
will allow for them to be removed for cleaning debris from the interior and the
placement of solid fertilizers that cannot be deposited through the slots in the grates.
The trough, comers and connector pieces will have strategically places drain holes that
will allow for the flow of water downward and towards the center of the tree pit.
The assemblies are made using a tongue and groove application, utilizing three surfaces
to restrict right to left and up and down movement within the assembly.
