A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT AN
APPLICATION FOR A GRANT, IN THE AMOUNT OF $25,000, TO
THE VISITORS AND CONVENTION AUTHORITY, FOR THE
SISTER CITIES COORDINATING COUNCIL'S LATIN AMERICAN
SISTER CITIES WEEK PROJECT; AND TO APPROPRIATE THE
FUNDS, IF AWARDED,
WHEREAS, the Visitors and Convention Authority awards monies for the uniform health and
cultural welfare of the residents within its jurisdiction; and
WHEREAS, the City of Miami Beach Sister Cities Coordinating Council seeks to promote
the economic prosperity and cultural well being of Miami Beach by strengthening relationships with
Sister Cities around the world; and
WHEREAS, Latin American Sister Cities Week is a project that will introduce Miami Beach
to representatives of culture and industry from the many nations within South and Central America;
and
WHEREAS, Latin American Sister Cities Week is a project that will inform and educate
residents about the diverse histories, cultures and peoples of the many nations within South and
Central America;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND
CITY COMMISSION OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
authorizes the City Manager, or his designee, to submit an application for a grant, in the amount of
$25,000, to the Visitor and Convention Authority for the Sister Cities Coordinating Council's Latin
American Sister Cities Week Project; and further appropriate the funds, if awarded.

Latin American Sister Cities Week, a Miami Beach Sister Cities Intemational program, is a multi-
faceted initiative that will present a vast array of cultural activities during the week of June 2 - 9, 2001. This
event will provide opportunities for creative and economic cooperation between local and intemational
groups and offer the Miami-Dade community, and its visitors, the opportunity to leam about the traditions
and culture of more than 100,000 county residents, originally from Mexico, Colombia, Peru and Brazil.
This program will continue the successful cultural exchange implemented during Japan Week 2000
(March 11-18,2000) when an official delegation of close to 100 Japanese artists and officials, headed by
Senator Iwao Matsuda, stayed for over one week in Miami Beach hotels. Visitors also came from Palm
Beach and Monroe Counties as well as from outside Florida. Japan Week 2000 was submitted to Sister
Cities Intemational as an entry for the Special Achievement Award, in the Arts and Culture category. The
program was selected as the winner, and the award will be presented during the Annual Conference that
will be held in Denver, Colorado (June 28 - July 1, 2000).
Approximately 30 activities are being planned; they include events such as the following:
1. Lectures and workshops by nature specialists who have made Cozumel (Mexico) into one of the
most visited snorkeling and diving destinations in the world.
2. Exhibits organized by the Museo Bolivariano, a Santa Marta (Colombia) museum devoted to
artists inspired by Simon Bolivar, who brought independence to fIVe Latin American countries.
3. Conferences and exhibitions about the archeological impact of the Inca culture and the
symbolism of the Nazca drawings near lca (Peru).
4. Performances (dance, music and song) by participants from Rio de Janeiro (Brazil), site of the
yearly, week-long Camival, an event that may be replicated in Miami Beach to attract more
tourists.
In addition, there will be presentations by folk groups, an art contest for the children of the four Sister
Cities and the children of Miami Beach, and cooking demonstrations. A special component of the program
will be the visits of lecturers and artists with Miami-Dade Public School students and teachers.
Most activities for Latin American Sister Cities Week will take place on Lincoln Road and at the
Miami Beach Botanical Garden and Miami Beach Community Church. All presentations, workshops, and
lectures are free and open to the general public. According to statistics compiled by the Miami Beach
Chamber of Commerce, pedestrian traffic on Lincoln Road ranges from 70,000 to 80,000 persons per
week. Attendance for each one of the events has been projected at 500 persons, and overall attendance
has been calculated at 10,000.
The decision to hold most of the activities on Lincoln Road seeks to boost the revenues of the Road's
restaurants and shops which will benefit directly from the increased traffic of participants and/or tourists
who will attend Latin American Sister Cities Week events. It is anticipated that over 250 persons from
Sister Cities in Latin America will travel to Miami Beach to participate in this program.
Sister Cities Week is a cultural program that has developed into an annual event It should receive
VCA funding because visitors to Miami Beach will find that, for an entire week, they may feel immersed in
foreign cultures without traveling outside Florida. In 2001, Latin American Sister Cities Week will offer
the opportunity to explore the art and tradition of countries that are geographically close but culturally
foreign; countries whose histories deserve to be understood by the residents who benefit from the
economic impact generated by their frequent visitors to Miami Beach. After all, Mexico, Colombia, Peru
and Brazil are important business partners whose significant economic and financial links to South Florida
must be encouraged and strengthened.
CULTURAL TOURISM IMPACT
a) Describe the project's program's capability to develop and promote the image ofMialDi Beach as a
sophisticated destination with excellent cultural tourism attractions and outstanding visitor services.
Sister Cities Intemational, founded in 1956 and incorporated as a non-profit in 1967, is an
organization created to encourage cross-promotional and marketing opportunities between its Sister Cities
throughout the world. Latin American Sister Cities Week has been designed to attract tourists to Miami
Beach by offering an innovative program: a comprehensive view of the art and culture of four Latin
American countries.
In a community that has traditionally considered Cuban to be a synonym for Hispanic, the wide range
of topics to be discussed and the variety of programs to be implemented will highlight specific cultural folk
differences and will foster appreciation for the artistic wealth that each individual country has to offer.
Listing of the scheduled programs in regional, national and intemational publications will attract a number
of tourists and/or additional visitors to Miami Beach; these include people from Mexico, Colombia, Peru
and Brazil besides the artists, city functionaries, and members of the Chambers of Commerce who will be
attending as part of the official delegations.
b) Describe how this project/program addresses the need for off-season and holiday activities.
Latin American Sister Cities Week can b& a valuable tool for the promotion of Miami Beach as a
more exotic destination; it will reach beyond the tourists presently served and afford visitors the rare
opportunity to encounter the dynamic and creative culture of four foreign countries in one event-packed
week. The 100 -150 participants who will be traveling from Latin America as part of the official delegation
will be staying in Miami Beach hotels for at least one week.
In Colombia and Mexico, the date planned for Latin American Sister Cities Week will coincide with
the beginning of the Summer Vacation, and family travel can be promoted and encouraged. It is expected
that a larger number of tourists, originally from the four countries but currently living in Florida, will also
attend. Special promotions are being considered through the consulates of the four Latin American
countries throughout Florida and in the Southem United States. Trade organizations such as La Cumbre,
the travel service organization that meets on Miami Beach, will attract additional travelers to the area.
Latin American Sister Cities Week will also be promoted through Sister Cities Intemational publications
and at the next Annual Conference taking place at the end of June 2000 in Denver, Colorado.
c) Describe how this program will help expand the impact of cultural tourism into under-developed
geographic areas of Miami Beach.
The general public will have the opportunity to explore several Miami Beach locales that offer a
respite from everyday life while showcasing their versatility as venues for performances, exhibitions and
demonstrations. The Miami Beach Botanical Garden, an oasis amidst the urban landscape, is becoming a
bona fide tourist attraction in its own right; it provides a beautiful natural setting that presents visitors and
residents alike the opportunity to explore South Florida's subtropical flora. Another venue, the Miami
Beach Community Church, is an architectural jewel set in the middle of bustling Lincoln Road; it inspires
meditation and encourages spiritual and artistic endeavors.
Financial support for this kind of program will serve to promote Miami Beach's facilities and services
and to enhance its visibility in the tourist community. By funding Latin American Sister Cities Week, the
VCA can continue to playa role in the promotion and development of Miami Beach tourism while serving
as a catalyst to target additional segments of the population and establish a stronger presence in the city.
PROMOTIONAL AND MARKETING PLAN
a) List the specific methods to be used in promoting this project regionally, nationally an.d/or
internationally. Please reference with an asterisk on the required attachment of a detailed
MarketinglMedia Plan which expenses would be offset with VCAlfunds.
Beginning In November 2000, latin American Sister Cities Week will schedule press conferences
to distribute to the local and regional media complete information about the location, time, and content of
each activity. Announcements will also be sent to regional and local cultural event calendars (i.e. Welcome
to Miami and the Beaches) and to Tourist Information offices in the four countries. Locally, the event will
also be promoted through public service announcements and feature stories in local newspapers and
magazines. Additional publications will include the monthly bilingual (English and Spanish and English and
Portuguese) in-flight magazines of the airlines that service the four countries. An important component of
the promotion efforts will be the collaboration of the Miami-based Honorable Consuls of Mexico, Colombia,
Peru and Brazil.
Invitations to Latin American Sister Cities Week will be sent to a 2,300+ mailing list that includes
members of community organizations, travel agencies, and foreign consulates. Press releases will be sent
periodically to representatives of the media: print, radio and television critics and commentators. With VCA
support, a Latin American Sister Cities Week brochure will be designed, printed and distributed
throughout Miami-Dade County facilities and made available to tourists through the Miami Beach Chamber
of Commerce and the Greater Miami Convention and Visitor's Bureau.
b) Describe any previous experience in carrying out the same or comparable program, especially in
regard to your demonstrated track record for generating significant national and/or international
publicity and cultural visitorship.
The Miami Beach Sister Cities Counc;il, with the support of the Miami Beach Chamber of Commerce
has carried out programs of a similar nature and scope. In the past two years, two events have had
considerable significance in attracting tourism to Miami Beach: Sister Cities Intemational Annual
Conference and Japan Week 2000.
The Annual Conference, held in Miami Beach in June 1988, brought over 5,000 delegates to town;
besides the seminars and meetings associated with the Conference, special activities included events at
the Miami Beach Botanical Garden and on Uncoln Road. Japan Week 2000, a cultural event that was the
Inspiration for the annual Sister Cities Week program, offered over 30 activities during an intense week and
allowed visitors and residents to experience many facets of a fascinating foreign culture without traveling to
the Far East
The individual and collective professional experience of the members of the Miami Beach Sister
Cities International Coordinating Council ensures the success of Latin American Sister Cities Week.
c) Describe commitments secured to produce cultural tourism benefits including, but not limited to,
television coverage/distribution, media sponsorship, etc. Please mention specifically whether this
project is a TV origination.
Although latin American Sister Cities Week is not a TV originating project. there will be,
undoubtedly, a great deal of media coverage both in Miami Beach and in the four countries. Preliminary
conversations indicate that it may be possible to secure special programming with local television and radio
stations. There are plans to approach Public TV (WLRN) to tape and air some of the workshops and
performances for a special series on .Understanding Latin American Cultures."
The organizing committee has began to approach corporate and private sponsors; possible donors
identified include American Airlines, Avianca Airlines of Colombia, Mexicana de Aviacion, and Varig
Airlines. Banks that service the Latin American community have also been listed as potential sponsors.
It is important to note that Latin American corporations do not usually plan their sponsorship package
very far in advance so it nay take a few months before their financial commitment is secured. Toward the
fall of 2000, as the date of the event gets closer, it will be possible to have a list of corporate sponsors.

All the events scheduled for Latin American Sister Cities Week are free and open to the public.
In addition to the several hundred out-of-town participants and visitors, the demographic breakdown of the
balance will be representative of the make-up of the community. According to similar events organized in
the past, estimated participants in the program are 100-150 persons for each one of the lectures, 250-300
for the performances, and 1,000 to 2,000 for the exhibitions. The Miami Beach Botanical Garden's location
across the street from the Miami Beach Convention Center has attracted a considerable number of visitors
who are in town attending professional meetings.

j) Upon what do you base your projections?
Projections are based upon information given by Miami Beach Chamber of Commerce statistics
and Miami Beach Sister Cities Coordinating Council professional contacts who have participated In
scheduling events at the Miami Beach Botanical Garden and on Lincoln Road. Representatives from
Miami Beach Sister Cities in Mexico, Peru and Colombia have estimated that approximately 25-30 persons
from each country would attend Latin American Sister Cities Week. Attendance records from Miami
Beach Chamber of Commerce events indicate that over 50,000 persons visit the Road over the weekend,
while attendance to Japan Week 2000 was calculated as 12,000 persons for the 30 events. Furthermore,
past experiences of similar events organized by the Miami Beach Garden Conservancy provide fairly
accurate estimates for attendance. Participants, as well as tourists, will be instrumental in generating room
over 200 room nights at Miami Beach hotels.
k) Describe your organization's efforts to comply with the Americans with Disabilities Act (ADA) in its
programs and facilities. Be specific. Describe special equipment, availability of interpreters or
facility renovations that serve to meet ADA compliance. Describe marketing logos or other strategies
that indicate the program/facility are accessible to persons with disabilities.
The applicant for this grant is an official committee of the City of Miami Beach. The City is
extremely pro-active in complying with all aspects of the American with Disabilities Act. The venues to be
utilized (Lincoln Road, Miami Beach Botanical Garden and Miami Beach Community Church) are in full
compliance with ADA requirements in terms of bathroom facilities and ramps for entrances and exits. Wide
sidewalks offer easy access for persons with disabilities. Promotional materials will emphasize
accessibility of the venues.

FINAL REPORTS: All organizations whose projects/programs have been funded by the YCA must
submit a final report within 45 days of project completion. Failure to do so will result in delay of
payment and/or jeopardize future funding by the YCA

Latin American Sister Cities Week
Marketing/Media Plan
The organizing committee for Latin American Sister Cities Week has already
started to develop a marketing/media plan that will be implemented in the month of
November 2000. The plan addresses the key components of the events: Lectures and
workshops, performances, and exhibitions. So far, the following steps have been
identified:
November 2000 - January 2001
1. Monthly press releases that provide in-depth information about each one of the
four Latin American countries participating in the event will be sent to
representatives of local newspapers (Diario las Americas, The Miami Herald,
Miami Todav, New Times), magazines with free distribution (Ocean Drive,
Channel), local radio and television stations. I
2. The information will be disseminated through the City of Miami Beach Media
Relations Department. Additional promotional sources include newsletters sent
to members of the Miami Beach Chamber of Commerce and Miami Beach
Garden Conservancy; cultural events calendars published by the Florida Arts
Council (Division of Cultural Affairs, Florida department of State in Tallahassee),
Miami-Dade Cultural Affairs Council, and Greater Miami Conventions and
Visitor Bureau.
3. Bimonthly press/media conferences with representatives of the above-
mentioned media to explain and describe each one of the events to be
promoted.

magazines of airlines serving Latin America (i.e., American Airlines, Avianca
Airlines of Colombia, Mexicana de Aviacion, Varig).
2. A complete schedule of events will be sent to Sister Cities in Mexico, Colombia,
Peru, and Brazil. At the same time, promotional material on Miami Beach will
be included with the Latin American Sister Cities Week information.
3. Bi-weekly press releases to highlight the artists and lecturers who will be
participating in the program.
4. Human-interest stories to be published in Neighbors (The Miami Herald).

With the support of the VCA, Latin American Sister Cities Week will be promoted
throughout Miami Beach and in areas of Miami-Dade County with outdoor banners.
Depending on funding available, paid advertising will be purchased, and promotional
brochures and posters will be printed and distributed.

Application for "Latin American Sister Cities Week". The Chamber of
Commerce played a major role in last years Japan 2000 week by

for the hundreds of visitors and participants.
The City's Sister Cities International Council should be commended
for their voluntary efforts, which have resulted in the development of
dozens of annual programs and projects designed to market out

An annual Sister Cities week, featuring different regions of the world,

Cultural Tourism Grant from the Miami Beach Visitor and Convention Authority to
produce Sister Cities Latin America Week (May-June 2001).
The Miami Beach Sister Cities International Coordinating Council has been serving our
community's cultural development by sponsoring performances, exhibitions and
workshops for artists and the general public. Through its exchange programs, the
Council offers residents of Miami-Dade County an opportunity to experience first-hand
the art and culture of participating Sister City International countries. The important role
that international cultural exchange programs play in the life of a community as diverse
as ours has not been fully acknowledged. 1bis new cultural tourism grant is a positive
step in that direction, and the Miami Beach Visitor and Convention Authority deserves
public recognition for funding an event that will bring additional tourism to our city.
We will support any efforts made by the Miami Beach Sister Cities Coordinating Council

ANALYSIS
During the week of June 2, 2001, the City of Miami Beach's Sister Cities Coordinating Council will host
Latin American Sister Cities Week. This event will provide opportunities for creative cooperation
between local and intemational groups and offer Florida residents the opportunity to learn about the
diverse traditions and cultures within Central and South America.
The goal is to enhance communications between the peoples of the United States and those within Latin
American countries in order to advance new cultural and economic initiatives. This event promotes
Florida as not only a visitor destination but also as an economically viable point of entry to the
burgeoning Latin American market. It is estimated that 10,000 people will participate in the events
programmed for Latin American Sister Cities Week.
